Book excerpt: The general objectives of this study are to identify and analyse the factors that contribute to child poverty, then quantify inequalities in child welfare for Côte d'Ivoire, Guinea-Bissau, Niger and Togo. Our methodology is based on the multidimensional poverty approach, with the results showing that the following factors explain child poverty in these countries: access to vitamin A; use of iodized salt; breastfeeding; vaccinations against polio, diphtheria, measles and yellow fever; and the prevalence of illnesses such as diarrhoea, bronchitis, fevers and other respiratory ailments. An absolute child poverty line is defined in order to determine the number of children living in poverty, with the results suggesting that 19.4 percent of children in Togo, 21.1 percent in Côte d'Ivoire, 29.0 percent in Guinea-Bissau and 49.7 percent of children in Niger live in poverty.

Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

In order to strengthen the dynamics undertaken in the area of planning and implementing the poverty reduction strategy, with the support of its development partners, the government in September 2012 undertook the process of preparing its third PRSP, which covers 2013–2015. PRSP-3 implementation for the 2013 annual period registered disappointing results, explained by the unfavorable domestic as well as international context (political instability and falling commodities prices) and poor performance in growth sectors such as mining. Investments in infrastructures in support of growth increased substantially. Support and strengthening of the efforts made in this area will make it possible to ensure stable GDP growth rates of approximately 7.8 percent between 2013 and 2015. However, investments in the energy sector have yielded disappointing results as a result of the poor condition of the network, commercial management problems, and other factors.

Baseline economic growth is projected to accelerate to 5.2 percent in 2014 and beyond, up from just under 4 percent in 2012. This projection is based on an acceleration of economic growth in the construction sector in response to massive investment outlays by mining companies. Private investment is projected to increase from 17.8 percent of GDP in 2012 to more than 40 percent in 2014. The PRSP proposes a sharp increase in funding for education as a share of total public expenditures over the PRSP period, while total fiscal resources also increase.
