Book excerpt: European Union's energy goals for 2020, inclusion of aviation in EU ETS since 2012 and the important increase of CO2 emissions in Southern Mediterranean countries, all justify to pay careful attention to the challenges of the carbon constraint at the Euro-Mediterranean scale. The notion of "carbon constraint" stems from the application of the United Nations Framework Convention on Climate Change (UNFCCC) and from the Kyoto Protocol that resulted in the implementation of the EU ETS in European Union countries. Contrary to European countries that committed to emissions reductions goals ("Annex I countries" of UNFCCC and "Annex B countries" of Kyoto Protocol), Southern and Eastern Mediterranean countries (SEMC), like other emergent countries, apply the principle of "common but differentiated responsibility" that exempt them from adopting any binding emission reductions goals. The extension of the EU ETS, with the auctioning of emission credits as of 2013, and the evolution, even though difficult, of international climate negotiations might nevertheless modify the situation of unbalanced commitments that prevails between Northern countries and Southern countries (section 1). Moreover, if the carbon constraint for European countries remains today soft, it might on a short or medium term generate several economic and social impacts, and potentially on the regional trade (section 2). Several green initiatives undertaken on the Southern shore to develop environmental policies and new carbon market mechanisms have to be supported so as to limit these negative impacts and to implement a virtuous regional momentum (section 3).

Book excerpt: Most incidents of urban unrest in recent decades - including the riots in France, Britain and other Western countries - have followed lethal interactions between the youth and the police. Usually these take place in disadvantaged neighborhoods composed of working-class families of immigrant origin or belonging to ethnic minorities. These tragic events have received a great deal of media coverage, but we know very little about the everyday activities of urban policing that lie behind them. Over the course of 15 months, at the time of the 2005 riots, Didier Fassin carried out an ethnographic study in one of the largest precincts in the Paris region, sharing the life of a police station and cruising with the patrols, in particular the dreaded anti-crime squads. Far from the imaginary worlds created by television series and action movies, he uncovers the ordinary aspects of law enforcement, characterized by inactivity and boredom, by eventless days and nights where minor infractions give rise to spectacular displays of force and where officers express doubts about the significance and value of their own jobs. Describing the invisible manifestations of violence and unrecognized forms of discrimination against minority youngsters, undocumented immigrants and Roma people, he analyses the conditions that make them possible and tolerable, including entrenched policies of segregation and stigmatization, economic marginalization and racial discrimination. Richly documented and compellingly told, this unique account of contemporary urban policing shows that, instead of enforcing the law, the police are engaged in the task of enforcing an unequal social order in the name of public security.

Citizens have seen their pensions, unemployment benefits, and general healthcare policies shrink as “belt tightening” measures are enforced. But in contrast, long-term care has seen a general growth in public financing, an expansion of beneficiaries, and, more generally, an attempt to define larger social responsibilities and related social rights. The aim of this book is to describe and interpret the changes introduced in long-term care policies in Western Europe. The volume argues that recent reforms have brought about an increasing convergence in LTC policies. Most of the new programs have developed a new general approach to long-term care, based on a better integration of social care and health care. The book explores increasing public support given to family care work (in the past, the family would take care of the elderly or infirm) and increasing growth and recognition of a extended social care market (by which care has shifted from a moral obligation based on family reciprocity to a paid, professional activity). A new social care arrangement has therefore been developing in Western countries, based on a new mix of family obligations, market provision, and public support. In order to understand such changes, this analysis will take into account the social and economical impact of these reforms.

The first chapter demonstrates, from the French example, that better soil management is a societal issue. At the global level, the second chapter raises the question of land grabbing and land use conflicts. This book also raises the question of the legal status of the soil. It then shows how soils need to be integrated when defining sustainable agricultural systems. French and European examples illustrate how taking environmental problems into account depends as much on their acuity as on how problems are perceived by public and private, social or economic actors. Therefore, it is important to promote co-diagnosis involving the scientific community and the various other actors in order to improve the regulation on soils. This multi-actor soil governance is facilitated by the use of simple soil quality indicators. Finally, examples in France and Vietnam show how soils are to be considered as territorial commons within landscapes. This last chapter recommends in particular to put an end to the absolute right of soil ownership and to distribute the usufruct of land between various private and public beneficiaries.
