Book excerpt: L'Optique Adaptative (OA) est une technologie mature qui permet de corriger les effets de l'atmosphère sur la formation des images. Les futurs systèmes nécessitent toutefois des développements dans le domaine de l'astronomie afin d'augmenter la couverture du ciel. L'avènement des matrices de PhotoDiodes à Avalanche (APD) est en ce sens prometteur, en permettant l'analyse de front d'onde faible flux du visible au proche infra-rouge. D'autres domaines cherchent également à bénéficier de l'OA, tels que la surveillance de l'espace ou les télécommunications optiques en espace libre. L'intégration du banc d'OA ODISSEE à l'OCA offre un accès au ciel pour valider les nouveaux concepts dans chacun de ces domaines. Nous présentons dans ce mémoire la démarche suivie afin d'étalonner et optimiser le banc. Une analyse fine des sources d'erreur est réalisée à partir d'une caractérisation complète du système et de ses résultats en fonctionnement, appuyée par une modélisation au préalable recalée. Ces travaux permettent de guider les améliorations futures du banc en termes d'optimisation, et représentent de plus un gain en opérabilité dans les domaines de la surveillance et des télécommunications, où ODISSEE a acquis un statut unique en Europe. Parallèlement, nous préparons la mise en oeuvre en analyse de front d'onde d'un détecteur APD, autour de l'étude de la caméra RAPID. Il s'agit d'étudier l'impact en OA des défauts de cosmétique, et du bruit spatial fixe. Nous en proposons une modélisation et simulons sa propagation. Ces travaux ouvrent la voie à la conception d'un ASO RAPID optimisé, exploitant l'avancée majeure pour l'OA que constitue cette nouvelle génération de détecteurs.

Book excerpt: This report from the Transport Committee, examines London Underground and the Public-Private Partnership Agreements. The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.

Experiments were conducted in a laboratory flume with a cross section consisting of a wide floodplain adjacent to a main channel. The embankment length, discharge, sediment size, and abutment shape were varied, and the resulting equilibrium scour depths were measured. Water-surface profiles, velocities, and scour-hole contours were also measured. In the report, a methodology is developed for estimating abutment scour that takes into account the redistribution of discharge in the bridge contraction, abutment shape, sediment size, and tailwater depth. The independant variables in the proposed scour formula are evaluated at the approach-channel cross section and can be obtained froma one-dimensional water-surface profile computer program such as the Water-Surface Profile Program (WSPRO). The proposed scour evaluation procedure is outlined and illustrated, including consideration of the time required to reach equilibrium scour. The proposed methodology is applied to two cases of measured scour in the field.
