Available in PDF, EPUB and Kindle. Book excerpt: The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

Available in PDF, EPUB and Kindle. Book excerpt: Rising from a position of relative poverty in 1980, China is now the world's second-largest economy and a leader in many fields of innovation. Understanding China's new status as a technologically advanced world power and the means by which it has reached that position will be critical to policy-makers and business leaders in the years ahead. The Oxford Handbook of China Innovation provides a contemporary and authoritative view of the role of innovation in China's extraordinary emergence. The Handbook brings together over sixty experts from universities and research institutions worldwide to describe and analyze this phenomenon with criticism, policy discussion, and views about further development. The volume focuses on the microeconomic factors in China's growth and the way in which the steady drive for innovation has been a critical force. Chapters cover a wide scope of topics including China's development policies, the place of innovation in national priorities, the components of the national innovation system, and the resources required for their effective deployment. The issue of foreign influence is also addressed, including the evolution of policy towards inward foreign direct investment and knowledge transfer and China's goals for outward foreign direct investment. As China emerges as a contender for global leadership, the Handbook provides a data-driven, accessible, and comprehensive foundation to understand and predict the challenges ahead.

Book Nepal s 2072 federal constitution Implications for the governance of the agricultural sector

Download or read book Nepal s 2072 federal constitution Implications for the governance of the agricultural sector written by Kyle, Jordan and published by Intl Food Policy Res Inst. This book was released on 2016-12-22 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper we explore the implications of Nepal’s new federal Constitution—passed in September 2015—for governance of the agricultural sector. Agriculture is the backbone of the Nepali economy, providing a livelihood for approximately two-thirds of the population, contributing one-third of the country’s GDP, and constituting more than half of the country’s exports. In transitioning from a unitary to a federal republic—with greater authority and autonomy granted to subnational units of government—it is of paramount importance to ensure that the agricultural sector is guided by coordinated planning, retains sufficient human capacity, and receives adequate fiscal resources. These considerations are particularly important given that the governance of Nepal’s agricultural sector already suffers from poor coordination, low human resources capacity, and inadequate financial resources. Addressing these issues may become more difficult under a federal structure. This paper begins by laying out the main challenges for agricultural governance in Nepal under the current structure. To do so, it relies on an original survey of 100 district agricultural and livestock officers in charge of local agricultural service delivery in Nepal as well as perspectives collected through more than two dozen semi-structured interviews with officials from the Ministry of Agricultural Development, the Ministry of Livestock Development, civil society, the private sector, and donors. Because Nepal is embarking on a pathway to more decentralized governance, which has been well-trodden by a number of other countries, the paper proceeds by examining five case studies, drawing lessons from India, Indonesia, Kenya, Malaysia, and South Africa. Based on these analyses, the paper offers policy recommendations on how the sector can be restructured to meet the constitutional provisions, while simultaneously ensuring that the government can deliver on its long-term objectives to develop the agricultural sector.

Book Planning Sustainable Cities

Download or read book Planning Sustainable Cities written by Un-Habitat and published by Routledge. This book was released on 2016-05-13 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Current urban planning systems are not equipped to deal with the major urban challenges of the twenty-first century, including effects of climate change, resource depletion and economic instability, plus continued rapid urbanization with its negative consequences such as poverty, slums and urban informality. These planning systems have also, to a large extent, failed to meaningfully involve and accommodate the ways of life of communities and other stakeholders in the planning of urban areas, thus contributing to the problems of spatial marginalization and exclusion. It is clear that urban planning needs to be reconsidered and revitalized for a sustainable urban future. Planning Sustainable Cities reviews the major challenges currently facing cities and towns all over the world, the emergence and spread of modern urban planning and the effectiveness of current approaches. More importantly, it identifies innovative urban planning approaches and practices that are more responsive to current and future challenges of urbanization. The Global Report on Human Settlements is the most authoritative and up-to-date global assessment of human settlements conditions and trends. It is an essential reference for researchers, academics, public authorities and civil society organizations all over the world. Preceding issues of the report have addressed such topics as Cities in a Globalizing World, The Challenge of Slums, Financing Urban Shelter and Enhancing Urban Safety and Security.

Download or read book Critical Disability Theory written by Dianne Pothier and published by UBC Press. This book was released on 2011-11-01 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the widespread belief that Canada is a country of liberty, equality, and inclusiveness, many persons with disabilities experience social exclusion and marginalization. In this book, twenty-four scholars from a variety of disciplines contend that achieving equality for the disabled is not fundamentally a question of medicine or health, nor is it an issue of sensitivity or compassion. Rather, it is a question of politics, and of power and powerlessness. This book argues that we need a new understanding of participatory citizenship that encompasses the disabled, new policies to respond to their needs, and a new vision of their entitlements.

Book International Education as Public Policy in Canada

Download or read book International Education as Public Policy in Canada written by Merli Tamtik and published by McGill-Queen's Press - MQUP. This book was released on 2020-10-07 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the early twenty-first century international education emerged as an almost ubiquitous concept within discussions of educational curriculum; the objectives of schools, universities, and colleges; and government policies for K–12 and higher education. Although far from a new phenomenon, many jurisdictions now view international education as a highly competitive global industry. This book provides a comprehensive analysis of international education policy in Canada, tracing the complex history of when, how, and why it emerged as a policy area of strategic importance. Illuminating a uniquely Canadian perspective, influenced by regional interests and federal-provincial tensions, International Education as Public Policy in Canada addresses challenging questions: Why was Canada a latecomer in addressing this policy issue? What is the relationship between international education and Canadian immigration policy? How did international education develop as a major Canadian industry? The resulting essays from leading scholars contribute not only to the growing Canadian literature on international education policy but also to a critical, global conversation. Contemplating where the Canadian story of international education is headed, International Education as Public Policy in Canada calls for a broader debate on ethical practices in internationalization, focusing on inclusion, equity, compassion, and reciprocity.

The report discusses that Thailand has a legal framework in the Anti-Money Laundering Act 1999 (AMLA) around which the core elements of its AML/CFT regime are established. The AMLA criminalizes money laundering by reference to eight predicate offenses and establishes the Anti-Money Laundering Office (AMLO) as Thailand’s financial intelligence unit. It imposes some customer due diligence obligations on a wide range of financial institutions (FIs) and requires these FIs to report transactions to the AMLO.
