The parish s economy is also made up of a shipbuilding industry and the onshore and offshore oil industry."

Book excerpt: Focusing on the master-slave relationship in Louisiana's antebellum sugarcane country, The Sugar Masters explores how a modern, capitalist mind-set among planters meshed with old-style paternalistic attitudes to create one of the South's most insidiously oppressive labor systems. As author Richard Follett vividly demonstrates, the agricultural paradise of Louisiana's thriving sugarcane fields came at an unconscionable cost to slaves. Thanks to technological and business innovations, sugar planters stood as models of capitalist entrepreneurship by midcentury. But above all, labor management was the secret to their impressive success. Follett explains how in exchange for increased productivity and efficiency they offered their slaves a range of incentives, such as greater autonomy, improved accommodations, and even financial remuneration. These material gains, however, were only short term. According to Follett, many of Louisiana's sugar elite presented their incentives with a "facade of paternal reciprocity" that seemingly bound the slaves' interests to the apparent goodwill of the masters, but in fact, the owners sought to control every aspect of the slaves's lives, from reproduction to discretionary income. Slaves responded to this display of paternalism by trying to enhance their rights under bondage, but the constant bargaining process invariably led to compromises on their part, and the grueling production pace never relented. The only respite from their masters' demands lay in fashioning their own society, including outlets for religion, leisure, and trade. Until recently, scholars have viewed planters as either paternalistic lords who eschewed marketplace values or as entrepreneurs driven to business success. Follett offers a new view of the sugar masters as embracing both the capitalist market and a social ideology based on hierarchy, honor, and paternalism. His stunning synthesis of empirical research, demographics study, and social and cultural history sets a new standard for this subject.

Book excerpt: A Kingdom of Water is a study of how the United Houma Nation in Louisiana successfully navigated a changing series of political and social landscapes under French, Spanish, British, and American imperial control between 1699 and 2005. After 1699 the Houma assimilated the French into their preexisting social and economic networks and played a vital role in the early history of Louisiana. After 1763 and Gallic retreat, both the British and Spanish laid claim to tribal homelands, and the Houma cleverly played one empire against the other. In the early 1700s the Houma began a series of adaptive relocations, and just before the Louisiana Purchase in 1803 the nation began their last migration, a journey down Bayou Lafourche. In the early 1800s, as settlers pushed the nation farther down bayous and into the marshes of southeastern Louisiana, the Houma quickly adapted to their new physical environment. After the Civil War and consequent restructuring of class systems, the Houma found themselves caught in a three-tiered system of segregation. Realizing that education was one way to retain lands constantly under assault from trappers and oil companies, the Houma began their first attempt to integrate Terrebonne Parish schools in the early twentieth century, though their situation was not resolved until five decades later. In the early twenty-first century, the tribe is still fighting for federal recognition.

Book excerpt: Randall Lee Gibson of Louisiana offers the first biography of one of Louisiana's most intriguing nineteenth-century politicians and a founder of Tulane University. Gibson (1832--1892) grew up on his family's sugar plantation in Terrebonne Parish and was educated at Yale University before studying law at the University of Louisiana in New Orleans. He purchased a sugar plantation in Lafourche Parish in 1858 and became heavily involved in the pro-secession faction of the Democratic Party. Elected colonel of the Thirteenth Louisiana Volunteer Regiment at the start of the Civil War, he commanded a brigade in the Battle of Shiloh and fought in all of the subsequent campaigns of the Army of Tennessee, concluding in 1865 with the Battle of Spanish Fort. As Gibson struggled to establish a law practice in postwar New Orleans, he experienced a profound change in his thinking and came to believe that the elimination of slavery was the one good outcome of the South's defeat. Joining Louisiana's Conservative political faction, he advocated for a postwar unification government that included African Americans. Elected to Congress in 1874, Gibson was directly involved in the creation of the Electoral Commission that resulted in the Compromise of 1877 and peacefully solved the disputed 1876 presidential election. He crafted legislation for the Mississippi River Commission in 1879, which eventually resulted in millions of federal dollars for flood control. Gibson was elected to the U.S. Senate in 1880 and became Louisiana's leading "minister of reconciliation" with his northern colleagues and its chief political spokesman during the highly volatile Gilded Age. He deplored the growing gap between the rich and the poor and embraced a reformist agenda that included federal funding for public schools and legislation for levee construction, income taxes, and the direct election of senators. This progressive stance made Gibson one of the last patrician Democrats whose noblesse oblige politics sought common middle ground between the extreme political and social positions of his era. At the request of wealthy New Orleans merchant Paul Tulane, Gibson took charge of Tulane's educational endowment and helped design the university that bears Tulane's name, serving as the founding president of the board of administrators. Highly readable and thoroughly researched, Mary Gorton McBride's absorbing biography illuminates in dramatic fashion the life and times of a unique Louisianan.
