Para poder realizar los estudios de lo señalado anteriormente, se optó por dividir la investigación en una parte teórica, llamada formulación de proyectos, en que se explica y analiza el ciclo de vida del proyecto poniendo especial énfasis en la etapa a nivel de perfil que cuenta con los siguientes módulos: Definición del proyecto, estudio de mercado, estudio técnico y evaluación de proyectos. La segunda parte de la investigación corresponde a la parte práctica, que cuenta con el desarrollo de un proyecto de infraestructura vial emplazado en la ciudad de Los Angeles, abordado solo a nivel de perfil, por tratarse de un proyecto social de pequeña envergadura.

Book excerpt: La industria de la Construcción es un sector en el cual se invierten fuertes partidas económicas año con año, con el objetivo de mejorar las condiciones de vida de los seres humanos que habitan cierta región. En consecuencia, una de las partidas en donde los gobiernos gastan un importante porcentaje del ingreso público es en las obras de vialidad en una ciudad. Al realizar este tipo de proyectos, se observa hoy en día un problema para lograr la efectiva integración entre las fases iniciales de factibilidad, planeación y diseño con la etapa de construcción, lo cual provoca sobrecostos por re-trabajos por efecto de cambios en los proyectos e incremento en los plazos de ejecución. Esto anterior provoca problemas sociales debido al gran número de usuarios que utilizaran rutas alternas por al cierre de la vialidad durante la construcción de la infraestructura y que se traduce en demoras y horas-hombre perdidas. En las etapas iniciales de los proyectos de construcción, es donde se gasta la menor cantidad de los recursos económicos invertidos (alrededor de 5% - 10%). En esta etapa se realizan las actividades de factibilidad, planeación y diseño del proyecto, para definir las directrices con mayor trascendencia sobre las cuales se basaran todas las decisiones subsecuentes dentro del proyecto. El objetivo de la metodología es ordenar los procesos que se realizan al iniciar cada uno de los proyectos de infraestructura vial, llevando a cabo un análisis iterativo en las etapas iniciales para que en las actividades subsecuentes (comenzando por la elaboración de la ingeniería de detalle hasta la construcción y cierre de la obra) se ejecuten con cambios mínimos que no incrementen el presupuesto considerado inicialmente, ni tampoco incremente el periodo de ejecución estimado. En este trabajo se presentan 3 casos de estudio, en donde implementamos la metodología dentro de proyectos reales de infraestructura vial. En base a los resultados observados en los diferentes casos de aplicación, podemos decir que su implementación genera costos sumamente bajos, los cuales pueden considerarse despreciables en comparación de los beneficios que puede generar al visualizar los problemas y restricciones del proyecto anticipadamente. El costo de la implementación de la metodología, en todos los casos fluctuó entre $150,000 y $200,000 lo cual representa invertir alrededor del 0.3% al 0.4% del costo total del proyecto de infraestructura completo.

Book excerpt: This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.
