The Ivoirian police failed to control the situation, so a group of poor, politically marginalized, and mostly Muslim men took on the role of the people’s protectors as part of a movement they called Benkadi. These men were dozos—hunters skilled in ritual sacrifice—and they applied their hunting and occult expertise, along with the ethical principles implicit in both forms of knowledge, to the tracking and capturing of thieves. Meanwhile, as Benkadi emerged, so too did the ethnic, regional, and religious divisions that would culminate in Côte d’Ivoire’s 2002–07 rebellion. Hunting the Ethical State reveals how dozos worked beyond these divisions to derive their new roles as enforcers of security from their ritual hunting ethos. Much as they used sorcery to shape-shift and outwit game, they now transformed into unofficial police, and their ritual networks became police bureaucracies. Though these Muslim and northern-descended men would later resist the state, Joseph Hellweg demonstrates how they briefly succeeded at making a place for themselves within it. Ultimately, Hellweg interprets Benkadi as a flawed but ingenious and thoroughly modern attempt by non-state actors to reform an African state.

Book excerpt: The Malian market at the railway terminus in Dakar was bulldozed in 2009 and, following privatisation of the railway, passenger services in Senegal soon ceased altogether. The consequences were felt especially by women traders who had travelled the line since its inauguration, making the terminus in Dakar the centre of a thriving network of traders and migrants. To examine the fates of those whose livelihoods were destroyed or disrupted, Gunvor Jónsson spent a year with the women evicted from the terminus. Urban Displacement and Trade in a Senegalese Market explores what happens at ‘the end’ of urban displacement, when it is all over, so to speak – when the dust has settled and people find themselves scattered in sometimes unfamiliar surroundings, trying to pick up the pieces and create something meaningful. This book argues that rupture and ensuing displacement do not produce a clean slate where identities, networks and histories must be produced from scratch. Traders and their markets do not simply vanish into thin air when they are evicted. The book examines not only what is lost but what emerges when a dense node, such as the terminus, is dissolved and fragmented. The ethnography of the traders reveals that the aftermath of eviction in cities may lead to diasporic forms of consciousness and identity formations. Displacement, whether on a local or global scale, demands difficult adjustments and people’s capacities to adapt to new circumstances and environments vary. This book uncovers some of these different capacities and variations in traders’ reactions to displacement. Book excerpt: The Epic of Sumanguru Kante contains the Bamana text and English translation of griot Abdoulaye Sako’s oral narrative of the life of Sumanguru, recorded in 1997 in Koulikoro (Mali), together with explanatory notes, a scholarly introduction, and sections on the Bamana language and musical accompaniment. Sumanguru is a familiar figure within Manding epic oral traditions about ancient Mali. But while these narratives generally focus on Sunjata Keita, Sako’s oral poem is rare in according Sumanguru the central role.
