Book excerpt: An integrated package of methods is presented for evaluating the benefits and costs of USCG recreational boating safety (and similar) programs and regulations. A general procedure for developing specific accident model data bases is presented along with a selection guide of model forms. An Accident Recovery Model is described in depth and used to develop benefit estimations. Guidelines for and examples of the multistate benefit analysis technique are presented. The Box-Jenkins approach to time series analysis is described and used to generate forecasts of future boating fatalities. Equations are developed for predicting the potential benefits of contemplated regulations. Analytic techniques, including intervention analysis and Benefit Assessment Diagram methods, are presented for assessing the past benefit effects of USCG regulations. Benefit evaluation examples include the level flotation, safe powering, safe loading, and basic flotation regulations. Some basic interrelationship models are presented to illustrate the nature of the marine market and the cost transfers required for tracking cost elements.

This report contains the following: A synopsis of the accident reporting system; The methodology used to screen and select accidents for investigation; An overview of the type of data acquired during the investigation; A summary of important parameters of each boat involved; Narrative summaries of each selected accident; and Complete reports of each accident investigated.

The reports of Coast Guard accident files were studied to determine the events preceeding the accidents and to relate some aspect of power and /or loading. 379 cases were studied, these consisted of open motorboats up to 20' in length having fatal accidents during 1971 and 1972. Three typical accident categories were examined--speed related, load related, and collisions. The most common pre-accident descriptors called 'casualty initiators' are discussed so that basic problem areas can be defined and remedy sources identified. Brief reviews of four major problem areas are discussed which involve the general instability problem associated with small, lightweight 'John Boat' types.

Book excerpt: Recreational boating has grown in popularity in recent decades, accompanied with increased accidents resulting in property damage and personal injury. Some 5,000 recreational boating accidents are reported annually, ranking recreational boating as a leading cause of transportation accidents, second only to automotive. Recent research suggests that recreational boating accidents stem from multiple factors. In contrast, public perception and public policy overwhelmingly attribute boating accidents to human error, e.g., operator drug or alcohol use or lack of experience. This dissertation offers a comprehensive perspective on recreational boating accidents by exploring human, technological, and environmental factors that most influence these accidents. This level of inclusiveness is absent from previous research. The conceptual model developed in this dissertation is derived from general accident theory that integrates spatial and temporal qualities of recreational boating (and boating accidents) from satellite imagery, on-the-water boater surveys, and federal boating accident data. Data were assembled for two distinctive research sites, Sandusky, OH and Tampa, FL. Analyses of these data depended, in part, upon various forms of spatial statistics, e.g., hot spot analyses. The boating accident model developed here uses the multivariate negative binomial model to analyze accident count data aggregated to 0.25 mi2 grid cells. The result is a synthetic model with improved parameter estimates and predictive capability compared to previous boating accident research. Key risk factors contained in the final model clearly represent human (operator experience), technological (boat speed and length), and environmental (boat density and channel character) dimensions. This research has important societal impact, i.e., to public officials faced with the allocation of limited resources. In particular, this research emphasizes the concentrated nature of boating risk in time (seasonality, day of week, time of day) and in space (shoals, channels, fixed facilities). These features should guide the timing and the placement of mobile law enforcement capacity as well as the location of operation centers near high risk boating sites. Finally, this work emphasizes the need for investigations of additional sites and the importance of including remotely sensed data to complement survey data in studies of recreational boating accidents.

Other organizations involved in boating safety education may find the illustrative approaches valuable in designing their boating safety education efforts. This project deals with educational solutions to loading related pleasure boat accidents. It was conducted in conjunction with two other projects to offer an illustrative overall educational program for loading related and collision pleasure boat accidents. The intent of this project is to establish educational content and methods that address the more serious loading related accident causes and will offer potential for reducing accidents and fatalities. The major loading related accident causes have been identified, and demographic characteristics were determined for operators of boats involved in the more frequently occurring accidents. A survey to determine boaters' attitudinal response to certain boating safety issues has been conducted. The results of the survey are suggested attitudinal resources for planning an educational program. Four personality inventories were also administered to boaters, but the results of the study were not conclusive. Educatonal program objectives, program message content, delivery systems and considerations for execution of the program are being recommended. If the recommended plan is undertaken, a small scale mass media effort would be required. Other recommended educational materials would be made available from the Coast Guard at the request of local or state agencies and private organizations that offer formal boating courses. (Author).
