Book excerpt: The WHO Regional Office for Europe set up a working group of experts to provide scientific advice to the Member States for the development of future legislation and policy action in the area of assessment and control of night noise exposure. The working group reviewed available scientific evidence on the health effects of night noise, and derived health-based guideline values. In December 2006, the working group and stakeholders from industry, government and nongovernmental organizations reviewed and reached general agreement on the guideline values and key texts for the final document of the "Night noise guidelines for Europe". Considering the scientific evidence on the thresholds of night noise exposure indicated by "Lnight,outside" [L suffix night,outside] as defined in the Environmental Noise Directive (2002/49/EC), an Lnight, outside of 40 dB should be the target of the night noise guideline (NNG) to protect the public, including the most vulnerable groups such as children, the chronically ill and the elderly. "Lnight,outside" value of 55 dB is recommended as an interim target for the countries where the NNG cannot be achieved in the short term for various reasons, and where policy-makers choose to adopt a stepwise approach. These guidelines are applicable to the Member States of the European Region, and may be considered as an extension to, as well as an update of, the previous WHO "Guidelines for community noise" (1999). Book excerpt: While the number of vector-borne diseases and their incidence in Europe is much less than in tropical and/or developing countries, there are nevertheless a substantial number of such infections in Europe. The most important one is the zoonotic arbovirus infection Tick-Borne Encephalitis (TBE), a virus transmitted to humans by ticks or by consumption of unpasteurized dairy products from infected cows, goats, or sheep. TBE is endemic in the non-tropical Eurasian forest belt with most cases occurring in Russia and in central and eastern parts of Europe. In endemic areas, TBE is one of the most important causes of viral meningitis/encephalitis and a major public health concern. Moreover, TBE is becoming more and more frequent in Europe due to the appearance of new endemic areas and increasing awareness. However, it might be difficult to diagnose TBE, because clinical manifestations tend to be relatively nonspecific. Although a standardized case definition across the European Union has existed now for a few years, national implementation of TBE programs, including regular screening and diagnosis, are done in only very few countries. Therefore, wide differences in the intensity and quality of national surveillance of TBE cases still exist, and the true burden of disease and the areas with circulation of the TBE viral subtypes in Europe and Asia are not fully known. Moreover, although safe and effective vaccines are available, vaccination uptake in most endemic countries is too low to reduce the TBE burden significantly. The authors of “The TBE Book’ therefore have tried to compile in this “working book” the most recent and relevant aspects of TBE.

The bombing of Pearl Harbor had intimate repercussions, too, especially in the territory of Hawaii. In Love and War recounts the wartime experiences of author Melody M. Miyamoto Walters’s grandparents, two second-generation Japanese Americans, or Nisei, living in Hawaii. Their love story, narrated in letters they wrote each other from July 1941 to June 1943, offers a unique view of Hawaiian Nisei and the social and cultural history of territorial Hawaii during World War II. Drawing on her grandparents’ letters, Miyamoto Walters fleshes out what it meant to live and work on the islands of Kauai, Oahu, and Hawaii during the war years. Although to outsiders, twenty-somethings Yoshiharu Ogata and Naoko Tsukiyama were both “Japs,” the couple came from different socioeconomic classes and cultures. Naoko, the author’s grandmother, hailed from a prosperous Honolulu merchant family, whereas Yoshiharu grew up poor, part of the laboring class on a sugar plantation on Kauai. Their courtship was riddled with challenges. He stayed on Oahu, then moved to Kauai; she moved to the Big Island. Yoshiharu faced the possibility of being drafted into the military. After the bombing of Pearl Harbor, they both lived under martial law. Some Americans, operating under nativist and xenophobic beliefs, questioned Japanese Americans’ loyalty to the United States. But, as the letters collected here show, the Nisei were patriots. Naoko and Yoshiharu spoke English, participated in the YMCA and the USO, and taught in public schools. They embraced American popular culture—quoting lines of pop songs in their correspondence—and celebrated both Japanese and American traditions. Through their experiences, Miyamoto Walters shows how Japanese Americans’ negotiation of race, ethnicity, and cultural space in wartime indelibly shaped Hawaii’s postwar economic, political, and social landscape.
