Book excerpt: Medium- and heavy-duty trucks, motor coaches, and transit buses - collectively, "medium- and heavy-duty vehicles", or MHDVs - are used in every sector of the economy. The fuel consumption and greenhouse gas emissions of MHDVs have become a focus of legislative and regulatory action in the past few years. This study is a follow-on to the National Research Council's 2010 report, Technologies and Approaches to Reducing the Fuel Consumption of Medium-and Heavy-Duty Vehicles. That report provided a series of findings and recommendations on the development of regulations for reducing fuel consumption of MHDVs. On September 15, 2011, NHTSA and EPA finalized joint Phase I rules to establish a comprehensive Heavy-Duty National Program to reduce greenhouse gas emissions and fuel consumption for on-road medium- and heavy-duty vehicles. As NHTSA and EPA began working on a second round of standards, the National Academies issued another report, Reducing the Fuel Consumption and Greenhouse Gas Emissions of Medium- and Heavy-Duty Vehicles, Phase Two: First Report, providing recommendations for the Phase II standards. This third and final report focuses on a possible third phase of regulations to be promulgated by these agencies in the next decade.

These three modes are by far the largest users of energy by U.S. transportation because they account for the vast majority of passenger trips and freight. According to the committee that produced the report, it will take more than tougher fuel economy standards for U.S. transportation to significantly cut national petroleum use over the next half century. It will likely require a combination of measures that foster consumer and supplier interest in vehicle fuel economy, alternative fuels, and a more efficient transportation system. Major policy options examined in the report-fuel taxes, vehicle efficiency standards, fuel standards, infrastructure investments, and coordinated transportation and land use planning-have the potential to bring about large energy and emissions savings from these modes over time; however, each option presents particular challenges with respect to the scope and timing of its impacts. The report suggests that combining transportation policy options to increase the timeliness and expand the scale and scope of the response may be warranted. Saving energy in transportation can have important implications for the cost of securing the world's oil supplies, since transportation accounts for most of the petroleum consumed in the United States. It can also help with controlling the buildup of greenhouse gases (GHGs), which will require major reductions in carbon dioxide (CO2) emissions from economic sectors that are heavy users of carbon-rich fossil fuels. Scientific analyses and models indicate a need to stabilize atmospheric concentrations of CO2 and other GHGs by the middle of this century to reduce the risks of climate change. Despite the sustained increase in the number of vehicles on roads and overall distance travelled, improvements in conventional vehicle and fuel technologies over the past ten years have led to considerable reductions in emissions of local pollutants. These reductions have contributed to improvements in air quality in urban areas in most OECD countries. At the same time, CO2 emissions are continuing to increase by nearly 2% per year. What is the potential of conventional technologies (petrol and diesel) to further reduce local pollutant levels? Is it possible to reduce vehicle fuel consumption, and thereby help prevent a continuous increase in CO2 emissions? What can be expected from the use of alternative fuels (such as LPG, CNG and biofuels)? Do alternative technologies (such as full electric vehicles or hybrid vehicles) have the potential to reduce both local pollutants and global emissions, and if so, are they able to compete in the marketplace with conventional technologies? In the longer term, what can be expected from the development of fuel cell vehicles? This report provides answers to these important questions, identifies policy options and makes recommendations on actions that would promote the purchase and use of the most environmentally friendly vehicles.

Policies aimed at inducing technological change in vehicles will likely contribute to curbing emissions. A hybrid energy-economy model of the passenger vehicle sector was built to evaluate policies in reducing emissions, and in particular, increasing the adoption of zero-emission vehicles (ZEVs). The model is technologically explicit and behaviourally realistic and incorporates drivers of technological change. It was applied to California to assess a tax on GHG emissions, a standard mandating ZEV adoption, a ZEV purchase subsidy and a research and development subsidy for ZEVs. Combinations of these policies were also examined. A standard combined with a tax was found to most cost-effectively reduce emissions and increase ZEV diffusion. The purchase subsidy was least cost-effective. More moderate emission reductions can be achieved with diffusion of ultra low-emission vehicles, but deep reductions will likely require adoption of zero-emission vehicles.
