Book excerpt: While plans are being developed to utilize the ISS for scientific research, and human and microgravity experiments, it is time to consider the future of the ISS as a world-wide commercial marketplace developed from a government owned, operated and controlled facility. Commercial industry will be able to seize this opportunity to utilize the ISS as a unique manufacturing platform and engineering testbed for advanced technology. NASA has begun the strategic planning of the evolution and commercialization of the ISS. The Pre-Planned Program Improvement (P3I) Working Group at NASA is assessing the future ISS needs and technology plans to enhance ISS performance. Some of these enhancements will allow the accommodation of commercial applications and the Human Exploration and Development of Space mission support. As this information develops, it is essential to disseminate this information to commercial industry, targeting not only the private and public space sector but also the non-aerospace commercial industries. An approach is presented for early distribution of this information via the ISS Evolution Data book that includes ISS baseline system information, baseline utilization and operations plans, advanced technologies, future utilization opportunities, ISS evolution and Design Reference Missions (DRM). This information source and tool can be used as catalyst in the commercial world for the generation of ideas and options to enhance the current capabilities of the ISS. Jorgensen, Catherine A. The Symposium covered this topic from the uniqu- interdisciplinary, international and intercultural - perspectives of ISU. It focussed on significant issues related to policy, innovative management, commerce, regulation, education and outreach rather than concentrating on engineering and scientific issues. Although admirable progress has already been made in defining the utilisation of the International Space Station (ISS) in its early operational phases, what does the future hold? What important new applications will arise? What commercial opportunities may emerge? And how will the political, legal and financial hurdles be overcome, not to mention the technical challenges? The aim of the Symposium was to discuss such questions and draw out new ways of using the Space Station in the future. Among the 120 attendees were members of the fourth Master of Space Studies class, young professionals and postgraduate students who are developing the Symposium's theme in their Team Project. Their comprehensive overview of the subject is presented as an Annex here. Their final report on the Team Project will be completed at the end of July 1999, and published separately.

The research done on the ISS may advance our knowledge in various areas of science, enable us to improve life on this planet, and give us the experience and increased understanding that can eventually equip us to journey to other worlds. As a result of the Station s complexity, few understand its configuration, its design and component systems, or the complex operations required in its construction and operation. This book provides high-level insight into the ISS. The ISS is in orbit today, operating with a crew of three. Its assembly will continue through 2010. As the ISS grows, its capabilities will increase, thus requiring a larger crew. Assembly of the International Space Station (ISS) is a remarkable achievement. Since November 2000 humankind has maintained a continuous presence in space. Over this timespan, the ISS International Partnership has flourished. We have learned much about construction and about how humans and spacecraft systems function in orbit. But there is much more to do and learn, and this voyage of research and discovery is just beginning. As a national laboratory, the ISS is beginning to provide new opportunities for other agencies, academia, and commercial and other partner to pursue novel avenues of research and development, and to promote science, technology, engineering, and math education. We cannot now foresee all that may be uncovered on this voyage, but we look forward to the voyage and returning knowledge to extend the human presence beyond and improve life here on Earth.

More fundamentally, how will the goals, objectives, and strategy be established and by whom? How will they be modified to reflect changes in science, technology, national priorities, and available resources? In late 2011, the United States Congress directed the NASA Office of Inspector General to commission a "comprehensive independent assessment of NASA's strategic direction and agency management." Subsequently, NASA requested that the National Research Council (NRC) conduct this independent assessment. In the spring of 2012, the NRC Committee on NASA's Strategic Direction was formed and began work on its task. The committee determined that, only with a national consensus on the agency's future strategic directionalong the lines described in the full NRC reportcan NASA continue to deliver the wonder, the knowledge, the national security and economic benefits, and the technology that have been typified by its earlier history. NASA's Strategic Direction and the Need for a National Consensus summarizes the findings and recommendations of the committee.
