While exhaustible resources such as oil, gas, and coal are expected to remain the world s primary basis of energy generation in the near future, alternative resources like biomass, solar, or wind energy are predicted to grow significantly in importance (e.g. International Energy Agency, 2009). The strong global energy demand, together with rising costs of finding and exploiting fossil fuels, has contributed to a considerable increase in public awareness for the energy supply issue in recent years, and thus also to an acceleration of the investments and developments in the field of alternative resources. Yet, in order to achieve a fundamental shift away from exhaustible resources on a long-term basis, creative innovations and new technology solutions for renewable energy production are vital. The basis for the successful development and commercialisation of such new technologies is effective research and development (R&D) work by companies, universities, and other organisations. Small and medium-sized enterprises (SMEs) take on a special role in this respect. The majority of European companies are SMEs if measured by the EU criteria (EC DG Research Communication Unit, 2010a, p. 6), that is, they have less than 250 employees, and an annual turnover and/or balance sheet total lower than EUR 50 million and/or EUR 43 million, respectively. The large number of SMEs in Europe implies that there is a high diversity, and thus also a vast potential for innovation, in these organisations. Nevertheless, in most countries, including Switzerland, the bulk of research in the private sector is undertaken by larger businesses. In Switzerland, R&D by SMEs (SFSO definition, i.e. firms with less than 100 employees) accounted for only 16% of total in-house R&D spending in 2008, although some 99% of Swiss companies are categorised as SMEs (SFSO, 2010, p. 9). In addition, many smaller companies do not engage in R&D at all, as they simply do not possess the necessary resources. These facts lead to a situation where much potential for innovation in smaller firms remains unused. Providing SMEs with the opportunity to engage in publicly funded R&D projects offers one way to tap into this potential for innovation that would otherwise continue to lie idle, and is therefore highly reasonable from a policy point of view. Book excerpt: This report on the government fund to support private sector jobs and growth in places that rely on the public sector, the Regional Growth Fund, finds that the initial £1.4 billion investment could result in some 41,000 more full-time-equivalent private sector jobs in the economy than without the Fund. However, there was scope to have generated more jobs relative to the amount of grant awarded. The Fund has not optimised value for money because a significant proportion of the funds were allocated to projects that offer relatively few jobs for the money invested. The report concludes that applying tighter controls over the value for money offered by individual bids and then allocating funding across more bidding rounds could have created thousands more jobs from the same resources. Rigorous evaluation will be required to quantify precisely the Fund's overall employment impact. More than two thirds (28,000) of the 41,000 additional jobs are expected to be delivered indirectly, for example through knock-on effects in companies' supply chains or the wider economy. The average project will last at least seven years. However, it is not clear how much of the Fund's boost to the private sector will be sustained in the longer term. It has also taken longer than expected to turn conditional offers of grants for projects into final offers. Therefore, despite the government's intention to get projects up and running quickly, only around a third have so far received final offers of funding

Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. This report includes a synthesis of the 2001 sessions addressing drug discovery and development, applications of genomics and proteomics to marine biotechnology, biomaterials and bioengineering, and public policy and essays contributed by the workshop speakers.
