Performance management system is the very manifestation of the effective intellectual asset management in the organization .The purpose of this article is to understand the performance management system and its relationship with employee performance motivation. This study is based on research data of 416 working professionals from telecommunication companies in India. We propose a new three step model indicating the interrelationships of the two components of the performance management system viz. Design and Execution identified as latent classes responsible for the employee motivation to perform because of performance management system. The relationship is tested with the research hypotheses on these classes using multinomial logistics regression.

The authors locate this research in a novel two-dimensional typology, which shows that public employees can be motivated for other- and self-interested reasons and extrinsic (motivated by outcomes) and intrinsic (motivated by work itself) reasons. Public administration research sheds significant light on extrinsic motivators: working hard to help society (public service motivation), one's organization (organizational commitment) and oneself (financial incentives). Future research should focus on hitherto understudied motivators: symbolic rewards and intrinsic motivators, such as enjoyable work tasks, warm glow, and relatedness with colleagues. The proposed research is designed to provide an understanding on how management systems have a direct impact on employee motivation. A management system is a set of policies and procedures used by management to run and operate an organization. Two of the more well know management systems are Toyota Production System (TPS) and Lean Six Sigma. Both TPS and Lean Six Sigma are integrated socio-technical systems that look to improve the organization by understanding the relationship between people and technology to continuously improve the organization. While there is readily available literature on how management systems impact employee satisfaction, there has been little research on the impacts to employee motivation. This study seeks to bridge the research gap in regard to the impacts of such management systems on employee motivation and deliver guidance for public sector organizations seeking to improve employee motivation.

Book excerpt: The purpose of this study was to comprehensively examine performance management systems to determine the characteristics that are most influential in predicting desirable organizational outcomes. Results of an online survey administered to 159 participants revealed that the four performance management system categories significantly predicted employees’ perceived effectiveness of their performance management system and employee engagement. The activities category was found to be the strongest predictor of perceived effectiveness and employee engagement. Four performance management system characteristics significantly led employees to perceive their performance management system to be effective and be engaged at work. These four performance management system characteristics include systems that focused on the results employees achieved, evaluated employees on their contextual performance, facilitated the construction of individual development plans for employees, and allowed for participative decision making between managers and subordinates. The results suggested that organizations should implement these characteristics into their performance management system to increase perceived effectiveness of the system and employee engagement.
