Book excerpt: While refurbishments for the long-term operation of nuclear power plants and for the lifetime extension of such plants have been widely pursued in recent years, the number of plants to be decommissioned is nonetheless expected to increase in future, particularly in the United States and Europe. It is thus important to understand the costs of decommissioning so as to develop coherent and cost-effective strategies, realistic cost estimates based on decommissioning plans from the outset of operations and mechanisms to ensure that future decommissioning expenses can be adequately covered. This study presents the results of an NEA review of the costs of decommissioning nuclear power plants and of overall funding practices adopted across NEA member countries. The study is based on the results of this NEA questionnaire, on actual decommissioning costs or estimates, and on plans for the establishment and management of decommissioning funds. Case studies are included to provide insight into decommissioning practices in a number of countries.

It presents the principles and background for a costing methodology based on the International Structure for Decommissioning Costing (ISDC) of Nuclear Installations. The methodology presented implements actual experience in decommissioning costing and is in line with IAEA efforts promoting harmonization in this field. The IAEA has contributed to the development of software called CERREX (Cost Estimate for Research Reactors in Excel), a simpler version suitable for preliminary costing stages, which is included on the attached CD-ROM, together with a user manual. Several practical examples of software implementation and clarification of some details of available methodologies and models are also provided.

Book excerpt: Cost estimation for the decommissioning of nuclear facilities can vary considerably in format, content and practice both within and across countries. These differences may have legitimate reasons but make the process of reviewing estimates complicated and the estimates themselves difficult to defend. Hence, the joint initiative of the OECD Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission (EC) was undertaken to propose a standard itemisation of decommissioning costs either directly for the production of cost estimates or for mapping estimates onto a standard, common structure for purposes of comparison. This report updates the earlier itemisation published in 1999 and takes into account experience accumulated thus far. The revised cost itemisation structure has sought to ensure that all costs within the planned scope of a decommissioning project may be reflected. The report also provides general guidance on developing a decommissioning cost estimate, including detailed advice on using the structure.

Approximately 100 nuclear power plants are still operating but will come offline and need to be decommissioned over the next few decades. The US Nuclear Regulatory Commission (NRC) mandates that the operators of these plants set money aside in segregated funds to finance decommissioning work. However, it is hard for external stakeholders to verify the cost estimations, which ultimately determine how much operators are required to save. In this paper, we develop a method to validate the existing cost models and calculate a contingency empirically for these models. We extend Reference Class Forecasting methods using adaptive kernel fitting and the Wilks' formula. Based on this method, and assuming a social tolerance for potential cost overruns of 20%, we calculate a new contingency of 48% of the estimated radiological decommissioning cost. After a "stress test" of the current decommissioning trust funds of operating reactor sites, we find that 48% of reactors we considered have sufficient funding-in many cases substantially more than required-and could therefore finance the potential scale of overrun. However, we find that 28 plants (52%) would fall short on average $211 million. Still, overruns at every plant are not a foregone conclusion because-while overruns are probable, based on past experience-the actual scale and frequency is not known. Nevertheless, our results add further evidence to the mounting call for the NRC to revise its cost models in light of new information.

Book excerpt: In the mid-1970s. the subject of the cost of decommissioning nuclear power stations became a topic of considerable interest to the industry. A number of early demonstration plants in the US had been retired and most had been entombed. Only one plant, the Elk River Reactor (a small boiling water facility) had been totally dismantled and removed from the site (Welsh 1974). Thus, there was a very limited data base from which to develop estimates for decommissioning the much larger stations then under construction and coming into service. The nuclear industry sponsored another study for estimating decommissioning costs using an approach known as the Unit Cost Factor (UCF) method. This methodology is documented in AIF/NESP-0036 (LaGuardia 1986). and forms the basis for many of the estimates prepared by (or for) utilities for usein making submissions to their utility rate commissions to recover future decommissioning costs through current rates. This and other estimating approaches mentioned above are discussed in more detail in this paper.

High quality information is needed to properly perform the planning and estimating. A systematic approach to collecting and maintaining the needed information is recommended using a knowledgebase system for information management. A systematic approach is also recommended to develop the decommissioning plan, cost estimate and schedule. A probabilistic project cost and schedule risk analysis is included as part of the planning process. The entire effort is performed by a experienced team of decommissioning planners, cost estimators, schedulers, and facility knowledgeable owner representatives. The plant data, work plans, cost and schedule are entered into a knowledgebase. This systematic approach has been used successfully for decommissioning planning and cost estimating for a commercial nuclear power plant. Elements of this approach have been used for numerous cost estimates and estimate reviews. The plan and estimate in the knowledgebase should be a living document, updated periodically, to support decommissioning fund provisioning, with the plan ready for use when the need arises.
