Book excerpt: The adoption of Bt cotton in India has been remarkable with an unprecedented 168-fold increase between 2002-09. The price for official Bt cotton seed in India in 2005 was Rs 1600. The Indian government imposed a ceiling on the price of Bt cotton seeds in 2006. Thus, the adoption rates recorded an increase of 192% in 2006 over the previous year. Also during the same period when the adoption rates were increasing, many more Bt cotton hybrids were approved for cultivation in India. This book has analyzed whether and to what extent the government seed price interventions in 2006 have influenced adoption of Bt cotton in India. Another important contribution of this research is finding the effect of technological development defined in terms of number of Bt hybrids approved for commercial cultivation, on percentage area adopted under Bt cotton. Using a dynamic logistic model, it finds that although seed price interventions of the government were successful in impacting the adoption rates but its impact was limited. It was also found that technological development is an important factor affecting adoption rates.

Book excerpt: Bt cotton has been extremely popular with Indian farmers ever since unapproved varieties were introduced in Gujarat in 2001 by Navbharat Seed Company Ltd. Cotton hybrids with approved bt traits were released by Monsanto through the joint venture MMB (Mahyco Monsanto Biotech) in 2002. MMB had the first mover advantage because they had the only approved bt genes for commercialization in India thereby making considerable profits. This attracted a large number of firms to license the technology from MMB. However, in 2006 the government of Andhra Pradesh (AP) filed a petition with the Monopolies and Restrictive Trade Practices Commission (MRTPC) seeking to reduce prices. The Commission agreed but MMB appealed to the Supreme Court. Meanwhile, the AP government negotiated with the seed companies to set the prices of hybrid bt cotton seed at $18/packet (of 450 grams) inclusive of technology fee which is much lower than the $29/packet that MMB had been selling it at. Soon other state governments adopted the same pricing policy. This paper primarily attempts to perform a cost-benefit analysis using the economic surplus model to address the immediate and longer term impact of price controls on farmers. A number of seed companies, especially the multinationals are concerned that this governmental intervention could inhibit innovation, which would mean that farmers would lose out on economic surplus in the future. We attempt to measure these losses. Our analysis finds that the current benefits to the farmers outweigh the losses of benefits due to non availability of some of the most easily measurable new technologies.

Given the present slowing of agricultural growth and rising commodity prices, breakthroughs are once again urgently required and this has put biotechnology at the forefront of a new potential green revolution. One of the frontrunners in this has been development of Bt Cotton which was introduced into India in 2002, amidst much hesitation, after its induction in a large number of other countries. Whereas it has been accepted and has spread rapidly in India leading to a substantial growth in cotton production, there are conflicting reports about its success and various issues and problems have been raised. In light of this, the book examines the performance of Bt Cotton vis-à-vis non-Bt Cotton in the state of Maharashtra which is the largest cotton growing state by area. This is part of a coordinated study undertaken by the authors for the Ministry of Agriculture covering four major cotton states—Andhra Pradesh, Gujarat, Maharashtra and Tamil Nadu—which together account for about 70 percent of the country's cotton production. The book examines the adoption, experience, performance and economics of Bt cotton in Maharashtra. It reports on the advantages, disadvantages as well as other observations on Bt cotton as conveyed by the farmers of the state.

Book excerpt: The Bt (Bacillus Thuringiensis) cotton seed production focussed on the socio-economic characteristics of contract farmers, cost and return, efficiency of resource use and problems faced by the farmers in Bt cotton seed production under different companies. The total cost of Bt cotton seed production varied from one company contract farmers to other company contract farmers. The Cobb-Douglas production function revealed that the farmers who have contracted with different seed companies, the use of seed was found to be optimum across all company contract farmers. Whereas, fertilizer resource was over utilized by farmers who have contracted with various companies. Non availability of trained labour and prevalence of high wage rate were the major constraints in case of production, where as poor technical assistance and low contract price were the contractual problems. Therefore the Bt cotton seed production technology had positive impact on Socio- economic status of farmers by increase in yield and reducing cost on inputs thereby increase in income and also standard of living.

Book excerpt: Bacillus thuringiensis (Bt) cotton was introduced in India in 2002 and is the only genetically modified (GM) crop commercially available in the country. The technology faced enormous arguments before and after the official introduction in the country. The author presents the sustainability of effects over time based on unique panel data set of 5 years generated from 3 waves of survey. The study extends beyond the traditional farm level analysis by highlighting the advantages of panel data econometrics in studying technology adoption and impacts. Results suggest that Bt cotton technology is very successful in India. The technology has resulted in higher net impacts on cotton yields and profits. Both small-and large-scale farmers in India are very satisfied with the innovation. Government interventions into pricing of transgenic seeds and policy implications are discussed.

In agriculture-based economies, the sector accounts for about 29% of the gross domestic product (GDP) and employs 65% of the labor force (World Bank, 2007). About 75% of the world’s poor live in rural areas, where agriculture is the main economic activity. Crosscountry comparison shows that GDP growth induced by agriculture is at least twice as effective in reducing poverty as GDP growth outside agriculture (World Bank, 2007). Agriculture is, therefore, imperative in reducing mass poverty and food insecurity in developing countries.
