All statistics were obtained from the Fatal Accident Reporting System (FARS). Through an extrapolation procedure, the overall estimate of total traffic fatalities for 1983 has been rounded to 42,500. The purpose of this report is to present traffic fatality trend data for both the long and the short term, to produce timely preliminary estimates of traffic fatalities for 1983, and to identify and discuss broad changes from previous years. No attempt is made to interpret the changes found or to identify the specific events that may have contributed to these changes, as the annual FARS report for 1983 will provide an opportunity to assess these changes based on more complete accident and exposure data.

Book excerpt: Decisions twenty years ago during the fIrst generation of modern traffIc safety policymaking were easier than today. Afterall, the mandate for specifIc mandatory motor vehicle safety standards was dermed rather clearly during legislative hearings. Since the initial standards, decisions have been based on the more general guidelines of "practicality" and avoiding "unreasonable risks. " Now, with more diffIcult decisions pending, the demand for analysis is greater. My purpose in writing this book is to promote second generation policymaking in traffic safety. The dominant theme is that an "individual net benefIt approach" is useful in the design, evaluation and improvement of traffic safety policy. Hopefully, this book provides some guidance for today's tougher decisions. Evaluative review of modern traffic safety policy, especially automobile safety standards, yields several results. The technological approach, the basis for the 1966 legislation, is shown to produce mistakes. Benefits are overestimated and endangerment of nonoccupants is ignored. The risk homeostatic approach, the devil's idea to some in the safety community, is shown to be a limiting case of the more general individual net benefIt approach. Rationality and competency in travelers' safety decisions are reviewed in a broad context. Evidence beyond the realm of behavioral ix x The Regulation of Motor Vehicle and Traffic Safety psychology indicates considerable, albeit imperfect, competency in traffic safety decisions. Conventional benefit-cost analysis is critiqued. Existing studies of passive restraints are shown to overestimate net benefits because travelers' responses and costs are ignored.

Available in PDF, EPUB and Kindle. Book excerpt: The proportion of traffic accidents involving alcohol in the United States (U.S.) is estimated using two national accident data files. Alcohol is estimated to be involved in between 53 percent and 58 percent of the fatal accidents resulting in approximately 22,500 traffic deaths in 1983. In non-fatal traffic accidents, alcohol is involved in at least 17 percent of injury-producing accidents and 8 percent of property damage only accidents. This results in an additional 670,000 injured persons and 1,200,000 property damage only accidents per year that are related to alcohol involvement. When alcohol-involved fatal accident rates are calculated per unit of travel, drivers ages 16-24 clearly have the highest rates. Alcohol involvement in fatal accidents is traced from 1980 through 1982 for any changes. Assessments made concerning the decrease in fatalities between 1980 and 1982 include contributions by a) economic factors affecting travel, b) a decrease in alcohol involvement, c) an overall reduction in the teenage population, and d) a national increased "health and safety awareness." More specifically, the alcohol involvement reduction between 1980 and 1982 was greatest in daytime, weekday, multi-vehicle, passenger car crashes involving either drivers over 25 years old or teenagers. These were divided into driver-related, vehicle-related, highway/environment, and demographics factors. Based on a descriptive analysis of fatality data, alcohol involvement, speeding, age, rural versus urban highways, divided versus undivided highways, snowy and icy days, location of crashes in relation to the intersection, and railroad crossing were identified as factors that affect fatalities. Correlation and regression analyses were conducted at the local level to identify regional differences in fatality data. Among factors related to the driver, crashes involving alcohol was perhaps the only factor that indicated a significant regional difference and some degree of correlation with higher fatalities. The correlation and regression analyses were also conducted at the State level to investigate the dependence of fatalities on the four factor groups from year to year. The results indicated that the proportion of drivers in the 16-19 year age involved in crashes contributes significantly to the fatality rate. Also, crashes involving drivers with any blood alcohol concentration level in their systems in general contribute significantly to traffic fatalities. The significance of weekday/weekend, night/day, urban/rural driving and snowy/rainy day conditions was also investigated through the correlation and regression analyses. The analyses revealed comparable results for weekday versus weekend driving. On vehicle-related factors, crashes involving passenger cars showed a strong correlation with the fatality rate. Finally, the results of a time series analysis indicated that motor vehicle fatalities are on the decline in Illinois.
