For governmental organizations, projects are vehicles for growth and improvement. In the Indonesian Navy for example, project management is needed to develop new warships, such as destroyers or submarines. The goal of project management is to ensure a high quality result. Generally speaking, quality is defined as adherence to specifications and high quality is defined as exceeding those specifications. Not meeting the specifications is unacceptable quality. For a project like building a warship, the Total Life Cycle Cost can be considered primarily as a function of four things: design, construction, operation and maintenance. The selection of the design and the contractor are one time decisions and cannot be changed over the life of the ship. In contrast, operation and maintenance are on-going management decisions, yet they are largely determined by the design selected and the quality of the contractor's work. To have the lowest Total Life Cycle Cost, the right design and the right contractor must be selected. This thesis develops a Design Review Checklist and a Contractor Review Checklist that can be used in reviewing the contractor's design and the contractor's quality management capabilities.

Competency is used here as skill, knowledge, characteristic or attitude which differentiate effective from ineffective manager. In the process of building the model two main steps are taken. First, a literature study of the empirical analysis of management competencies was conducted to identify management competencies in the United States in general and the U.S. Navy in particular. Second, a pilot study was conducted using ECHO, a projective survey technique, to identify the 'cultural-bound' management competencies in the Indonesian military environment. The sample used in this pilot study was thirteen Indonesian Officers who study at the Naval Postgraduate School in Monterey, California.

Book excerpt: It is essential for the Marine Corps to ensure the successful supply, movement and maintenance of an armed force in peacetime and combat. Integral to an effective, long-term logistics plan is the ability to accurately forecast future requirements to sustain materiel readiness. Total Life Cycle Management Assessment Tool (TLCM-AT) is a simulation tool combining operations, maintenance, and logistics. This exploratory analysis gives insight into the factors used by TLCM-AT beyond the tool s embedded analytical utilities. A Java program is developed to automate multiple changes to TLCM-AT s database, execute simulation runs and record output data. A scenario deploying LAV-25 vehicles to a tropical region, with three courses of action, provides the basis for analysis. The research provides a description of the analysis available by TLCM-AT as a stand-alone tool, and concludes with how design of experiments (DOE) expands insights gained. This thesis provides a framework for using DOE with TLCM-AT, identifies a structured use of TLCM-AT for decision makers, and provides enhancements that enable more effective use of TLCM-AT. Results indicate no practical change in operational availability (Ao) when varying five factors, using 129 design points and 15,480 replications. The factors adjusted are: spares, depot capacity, induction quantity, part repair time and part degradation time. Results also reveal synergies between the modeled factors and numbers of spares to be the dominant factor Ao.

Specially, the objective was to determine the feasibility of improving the Indonesian Navy PPBS using the U.S. Navy model as a reference with, emphasis on the Budgeting phase. Research included conducting a review of the current processes in both systems. Several recommendations for improving the Indonesian Navy's system were made, including separating the Programming and Budgeting phases, establishing a team of dedicated budget analysts, and developing a budget review and reclama process similar to the one used in the U.S. Navy. Additional recommendations regarding the need for further evaluation of the organizational structure, culture and political influences that affect the budgeting phase in the Indonesian Navy were made for improving the Indonesian Navy's Budgeting phase.

These benefits range from reduced total ownership costs to increased reliability to improved maintainability. However, prior to applying the LCC technique, an analysis should be conducted to determine its usefulness. Consequently, the purpose of this thesis is to assess the applicability of the LCC concept to the purchase of non-major systems at the Naval Regional Contracting Center (NRCC), Detachment, Long Beach. The primary method of achieving this objective was through modifying the Graham LCC Decision Model for Spare Parts so that the Model could evaluate the usefulness of LCC for the purchase of a particular non-major system. Through the use of the Modified Graham LCC Decision Model, telephone and personal interviews, and a thorough literature review, the researcher found the usefulness of Life Cycle Costing for the acquisition of non-major system at the NRCC, Detachment to be very limited.
