Book excerpt: Water quality degradation and water scarcity are two serious problems, and water resources management related to those problems usually involves conflicts. In the absence of market and exclusive property rights, those conflicts are unavoidable. Game theory is an appropriate approach to simulate and resolve such conflicts. The overall objective of this book is to develop a practical methodology and mechanism to promote the maximization of public welfare from a socio-economic and environmental perspective using game theory. There are three main goals: 1) to use game theory to illustrate and analyze phenomena of water resources management, 2) to set up non-cooperative and cooperative game theoretic simulation models of water conflicts in a river basin, and 3) to apply the game theoretic simulation approach into water conflicts involved in the Hanjiang River Basin (HRB) in China. The game theoretic simulation approach and results benefit not only different groups of water stakeholders, but also decision makers to make policies on water quantity allocation, water quality protection, water pricing as well as ecological compensation.

This collec tion of papers is not the outcome of a conference or of a workshop. It is rather the result of a careful screening from among a number of contribu tions that we have solicited across the world. In particular, we have been able to attract the work of some of the most prominent scholars in the field of dynamic analyses of the environment. Engineers, mathematicians and economists provide their views and analytical tools to better interpret the interactions between economic and environmental phenomena, thus achiev ing, through this interdisciplinary effort, new and interesting results. The goal of the book is more normative than descriptive. All papers include careful modelling of the dynamics of the main variables involved in the game between nature and economic agents and among economic agents themselves, as well-described in Vrieze's introductory chapter. Fur thermore, all papers use this careful modelling framework to provide policy prescriptions to the public agencies authorized to regulate emission dy namics. Several diverse problems are addressed: from global issues, such as the greenhouse effect or deforestation, to international ones, such as the management of fisheries, to local ones, for example, the control of effluent discharges. Moreover, pollution problems are not the only concern of this book.

Section 5 provides a comprehensive review of GT surveys that have been published in the literature. Section 6 reviews Game Theory applications by sub-sector -- the authors identify 11 sub-sectors and review the applications of GT approaches to each of them. The monograph ends with a conclusion and identification of remaining problems to be addressed in the future.

With an increase in the level of competition over environmental and natural resources, the incidents of disputes have been at the center of allocation agreements. The paper reviews the cases of common pool resources such as fisheries and forests, and cases of environmental pollution such as acid rain, flow, and stock pollution. In addition to providing examples of cooperative solutions to allocation problems, the conclusion from this review suggests that cooperation over scarce environmental and natural resources is possible under a variety of physical conditions and institutional arrangements. CGT applications to international fishery disputes are especially useful in that they have been making headway in policy-related agreements among states and regions of the world. Forest applications are more local in nature, but of great relevance in solving disputes among communities and various levels of governments.
