Book excerpt: This paper uses an econometric model of residential property prices in Hong Kong SAR to assess the effectiveness of alternative policies in slowing the increase in property prices. The rapid rise in property prices is well explained by macroconomic fundamentals; real GDP per capital, real domestic credit, construction costs, land supply, and the real interest rate. Policy can influence the property market though land supply and prudential and tax policy, with the latter policies taking the form of a stamp duty on property transactions and a tighter loan-to-value ratio (LTV) on lending. Land supply is the most effective policy insturment for restraining property price increases but it operates with a significant lag. The LTV and stamp duty dampen speculative activity that drives up property prices. While these policies can slow the increase in the short run, they should be guided by their long run objectives of financial stability and counteracting speculation.

Plan for the Chapters This chapter has specified the research problem and presented the background, purpose, and significance of the study findings. The following chapter will present a review of the literature and the pertinent theoretical concepts related to the research. Chapter 3 describes the evolution of the housing policy from the then fragmented, ad hoc, centralised to the one of consultative, quasi-centralised and market oriented in nature. Chapter 4 analyses the views of the actors such as pressure groups and political parties and their influences on policy-making. Chapter 5 presents an assessment of the LTHSR in relation to the rationale and ideology of the government and examine the feasibility of the new rent policy. Book excerpt: First published in 1999, this volume examines the issue that, in the last two decades, the housing system in Hong Kong has witnessed a slow but consistent transition from a tenure dominated by public rental housing to one dominated by private home ownership. This book seeks to explain the unique social organization of home ownership in contemporary Hong Kong. Specifically, the book deals with the genesis of home ownership from three areas: housing histories, family culture and capital gains from home transactions. It is agreed that extreme deprivations in housing conditions in early lives, a strong family culture of mutual help as well as unprecedented capital gains, all contribute towards explaining the complex nature of home ownership growth. In conclusion the book suggests that with China regaining sovereignty after July 1997, the social organization of home ownership will be further complicated by more internal migrations from other parts of China, making housing problems even more acute.

Abstract: Up to 2014, the housing affordability rating of this island reaches 17 and top in a survey covering 378 regions globally. The rating reveals the private housing market in Hong Kong is problematic and distance from achievement of an adequate housing market. Surprisingly, the local government has been performing a major role in the housing market since mid of 20th century. Given the continuous manipulation to the domestic market by the local government, why is the market still denounced twisted? In the paper, different government policies and measurements are examined for its effectiveness on the price of the private residential market. This research aims to investigate and compare the effectiveness between the fiscal and monetary policy applied by the Hong Kong Government on the housing market. In order to achieve an objective and clear analysis, quantitative approach is adopted in this attempt of research. Multiple regression model is built and macro-economic data is input to the model to examination the correlation. The remaining part of this study tries to analyze and explain the result in the model. It is also one of the pressing social issues that the government has to face with urgently and tactfully. Given by the exorbitant high property prices and landlords increase their properties rent in recent years, the current problem in Hong Kong is a great deal number of people, especially the young generation, cannot afford to buy home or even rent apartment in private property market. Thinking despairingly that home-owning is an unrealistic dream, most people applied for Public Rental Housing as their last resort to be housed. This sort of thinking is somewhat shown by the growing number of applicants in Waiting List for public rental housing flats. The growing number of applicants, by and large, indicating the demand of subsidized housing has never been subsided and also meant applicants need to wait much longer for allocation. Unfortunately, supply of flats has persistently fallen short of demand. There has been no adequate increase in subsidized flats'' supply in the past few years. The number of completed flats in 2012 is really not comparable with the number of applicants in the queue for public housing. Even, by adding the 15,000 new units each year as committed by the chief executive Mr. CY LEUNG, the public housing stock still cannot effectively satisfy the overwhelming demand of public rental housing. In view of the lack of supply of new flats, there has been demanded that the Government should act creatively to provide more flats to ensure quick allocation. Under this circumstance, the better utilization of existing PRH stock is becoming more essential and important. It is not hard to find from various sources that there are already many studies in evaluating the efficacy of the so called "well-off tenants policies," such as the Housing Subsidy Policy, while little studies touch on the issue of under-occupation situation of public flats -an rather unfair phenomenon that the average living density of a household is more than allowed. Under-occupation policy is the policy implemented by the Housing Authority for maximizing the rational utilization of public housing resources so that larger subsidized flats can be recovered and reallocated to those in genuine needs and reducing unnecessary wastage of precious housing resources. In view of this, the dissertation is going to evaluate the effectiveness of the policy on under-occupation implemented by Housing Authority. In order to response the criticism on the equity and fairness towards the under-occupation issue, the dissertation is also written with an aim to evaluate these aspects and explores with objective assessment by adopting qualitative research methods, such as surveys and questionnaires. Questionnaires will be dispatched to residents in various housing estates to collect necessary information and opinions for analysis the equity and effectiveness of the policy. Hypothetical analysis and literature reviews will also be conducted through comparing different related official publications and journals. Studies will be carried out to define whether there are any correlation between land supply, housing supply and residential property prices. In order to better understand Hong Kong's housing market, this study will first present a background of establishment of Hong Kong's land tenure system, land administration system and the government's land sale process, while trying to answer the question of whether the perceived shortage in housing supply is a direct consequence of the shortage in government's land supply. The study then examines the concentration of market shares among a handful of developers and the high barrier to entry that have resulted in such anti-competitive environment. The study analyzes the leading developers' competitive advantages in terms of land bank and financial strength, and their housing supply strategies in relation to the government's land supply decisions. This paper will then insert the theoretical findings into realistic settings of Hong Kong's housing development industry, and apply the methodology of event study to detect the impact of real estate companies' development strategies and how it alters the perceived relationship between the supply of land and the supply of housing. By simultaneously considering the effects of development strategies with government land policies, the paper aims to better evaluate governments measure to regulate housing market and hope to recommend more effective policies on residential land supply in Hong Kong.
