Book An Analysis of the Effects of Increases in Aviation Bonuses on the Retention of Naval Aviators Using an Annualized Cost of Leaving ACOL Approach

Download or read book An Analysis of the Effects of Increases in Aviation Bonuses on the Retention of Naval Aviators Using an Annualized Cost of Leaving ACOL Approach written by David Riebel and published by . This book was released on 1996-03-01 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this thesis is to develop an Annualized Cost of Leaving (ACOL) model to predict Naval aviator separation decisions in response to changes in aviation bonus pays, specifically Aviation Continuation Pay (ACP) and Aviation Career Incentive Pay (ACIP). The ACOL approach models an individual's decision to stay or leave the military based on the monetary differences between alternative career choices. The individual's 'taste' or preference for military versus civilian life are incorporated into the decision modeling process. The model assumes that individuals will stay in the military if the positive difference between expected military pay and expected civilian pay (the cost-of-leaving) exceeds the distaste for the military lifestyle. Officer Master File (OMF) data from the Defense Manpower Data Center (DMDC) and data developed by Turner (NPS 1995) were used to determine individual characteristics and to compute the present value of the expected military pay stream. Census Bureau data were used to estimate future expected civilians earnings. A logit regression model was developed to simulate the retention of Naval aviators in response to changes in the ACOL due to increases in ACIP or ACP. The results indicate that the proposed increases in either ACIP or ACP are cost effective ways of increasing the retention of Naval aviators.

Book Retaining U S Air Force Pilots when the Civilian Demand for Pilots is Growing

Download or read book Retaining U S Air Force Pilots when the Civilian Demand for Pilots is Growing written by Michael G. Mattock and published by Rand Corporation. This book was released on 2016 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Increases in major airline hiring could cause Air Force pilot shortfalls. The authors analyzed supply, compensation, and demand to estimate changes in civilian pilot pay and hiring and the level of aviator retention pay needed as a countermeasure.

Book An Analysis of the Effects of Aviation Career Continuation Pay ACCP Using an Annualized Cost of Leaving ACOL Approach

Download or read book An Analysis of the Effects of Aviation Career Continuation Pay ACCP Using an Annualized Cost of Leaving ACOL Approach written by H. E. Mills and published by . This book was released on 1999-09-01 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Navy offers financial inducements to its pool of aviators as a retention tool. Navy officials are currently considering replacing the current system of bonus payments, known as Aviation Continuation Pay (ACP), with a revised system known as Aviation Career Continuation Pay (ACCP). ACCP ties annual lump sum payments to accession to seagoing career milestone billets, whereas ACP provides payment only for remaining on active duty. This thesis analyzes retention statistics from the Navy Officer Master File and other data sources to develop an Annualized Cost of Leaving (ACOL) model. The model parameter that designates a monetary equivalent for a predilection to remain in the service was extrapolated into elements of the ACCP program using career progression statistics to project the effect of switching to ACCP on retention. This extrapolation yielded an estimation of a 19.68 percent increase in the likelihood of retention through year of service (YOS) 11 to YOS 20, 29.72 percent from YOS 16 to 20, 13.9 percent from YOS 16 to 25, and 8.86 percent from YOS 21 to 25.

Available in PDF, EPUB and Kindle. Book excerpt: Acronym agglomeration is an affliction of the age, and there are acronym addicts who, in their weakness, find it impossible to resist them. More than once in recent months my peers have cautioned me about my apparent readiness to use not only acronyms, but abbreviations, foreign isms, codes, and other cryptic symbols rather than common, ordinary American words. Many among us, though, either have not received or have chosen to ignore such advice. As a consequence, what we write and speak is full of mystery and confusion. It is then for the reader and listener and for the writer and speaker that Reta C. Moser has compiled this guide. Its effective application to the art of communication is urged. Such use should help avoid many of the misunderstandings involving terminology which occur daily. Although such misunderstandings are certainly crucial in humanistic and social situations, they are often of immediate import and the trigger to disaster in scientific, technical, and political situations. Some 15,000 acronyms and 25,000 definitions are provided (a 50- and 47 -percent increase over the 1964 edition!), with due credit to Miss Moser's diligence in making the compilation and with the acknowledgment that the acronymical phenomenon is very much with us. This edition, like the first, is certain to be of value to writers, librarians, editors, and others who must identify and deal with acronyms.

Book Understanding Obstacles to Peace

Download or read book Understanding Obstacles to Peace written by Mwesiga Laurent Baregu and published by IDRC. This book was released on 2011 with total page 383 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes and analyzes protracted conflicts in the Great Lakes Region of Africa. In doing so, it emphasizes obstacles to peace rather than root causes of conflict. Case studies are presented from Burundi, the Democratic Republic of the Congo, Northern Kenya, Northern Uganda, Southern Sudan, and Zanzibar. Amongst other conclusions, the book shows that, to settle or transform protracted conflicts, distinction must be made between strategic and nonstrategic actors: the former must be able to prevail upon the latter in the negotiation and implementation of peace agreements. The theme and collection of the research presented in this book is unique in the literature. The case studies all employ methods of othick description, o process tracing (following particular actors and their interests), and in-depth personal interviews. The book will be of interest to academics, researchers, undergraduate and post-graduate students, and professionals in conflict theory, analysis and resolution, African and development studies, political science and international affairs, as well as to mediators, negotiators, and facilitators in conflict resolution

Book Air Force Physician and Dentist Multiyear Special Pay

Download or read book Air Force Physician and Dentist Multiyear Special Pay written by Edward Geoffrey Keating and published by RAND Corporation. This book was released on 2009 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the advent of the all-volunteer force, the U.S. Air Force has struggled with how best to attract and retain physicians and dentists. Both populations have declined in recent years. Multiyear Special Pay (MSP) is intended to keep physicians and dentists in the Air Force after their initial service obligations have expired. MSP has been successful in that eligible dentists, in particular, have often accepted it. Although most eligible physicians have heretofore refused MSP, physicians in some subpopulations, e.g., those who received residency training at military medical centers, have shown a growing inclination to accept it. Increasing MSP levels appears to increase the percentage of physicians who choose to accept MSP rather than leaving Air Force service. The authors recommend that the Air Force focus on increasing Medical Corps accessions and consider retention bonuses for dentists who have not yet completed the residencies that make them eligible for MSP.

Available in PDF, EPUB and Kindle. Book excerpt: Between March and October 2011, a coalition of North Atlantic Treaty Organization (NATO) member states and several partner nations waged a war against Muammar Qaddafi's Libyan regime that stemmed and then reversed the tide of Libya's civil war, preventing Qaddafi from crushing the nascent rebel movement seeking to overthrow his dictatorship and going on to enable opposition forces to prevail. The central element of this intervention was a relatively small multinational force's air campaign operating from NATO bases in several countries, as well as from a handful of aircraft carriers and amphibious ships in the Mediterranean Sea. The study details each country's contribution to that air campaign, examining such issues as the limits of airpower and coordination among nations. It also explores whether the Libyan experience offers a potential model for the future.
