Book An Analysis of Sabbatical Leaves for Navy Surface Warfare Officers

Download or read book An Analysis of Sabbatical Leaves for Navy Surface Warfare Officers written by Roland J. Yardley and published by RAND Corporation. This book was released on 2004 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Naval Surface Warfare Officers (SWOs) spend long periods at sea, where they cannot attend to their families or to personal business. This can reduce morale and negatively affect retention. The Navy has been exploring programs that would better accommodate the needs of SWOs through increased use of sabbatical leaves. These programs include allowing former SWOs to return to service, offering leaves of absence, or allowing extended leave between duty stations. This briefing assess the problem, examines the proposed solutions, and offers concluding observations. This research focused on the potential return on investment (ROI) for each program, rather than whether it would directly improve retention. Although all three programs can provide quantifiable benefits and improve morale, both returns to service and leaves of absence offer positive ROIs, although the latter would cost more. The benefits of the personal leave option, on the other hand, do not outweigh its costs. Note that, to capture the full benefits of these programs, retaining more SWOs longer requires a corresponding decrease in SWO accessions.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the Navy has begun to experience retention challenges among its Surface Warfare Officers (SWOs). These challenges stem in large part from SWOs' sea-duty-intensive career path that keeps them away from their homeports for extended periods, reducing the time they have to devote to their families or to attend to other personal needs. In response to these retention concerns, the Navy is considering several programs that allow greater accommodation of the personal needs of its SWOs, particularly through the increased use of sabbatical leaves. To assist in this process, the Navy asked RAND to evaluate three potential extended-leave programs: (1) a facilitated return to service (RTS) option that would provide those who have left the Navy an opportunity to return to service, (2) a one-year leave of absence (LOA), and (3) a personal leave (PL) option that would offer all SWOs up to 3 months of leave between duty stations. The Navy requested a quick-turnaround analysis to determine whether these programs might be beneficial for retention of more SWOs. This documented briefing provides the findings of RAND's analysis. Specifically, the briefing describes the parameters of the programs as developed through discussions with the research sponsor; outlines the process by which RAND calculated the potential cost savings of each program, based on associated changes in strength and accession levels; addresses the relevant manpower implications; and provides concluding observations based on the analysis.

Book Surface Warfare Officer Retention

Download or read book Surface Warfare Officer Retention written by Carol Stoker and published by . This book was released on 2008 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study is the second in a series funded by the Chief of Naval Personnel to address low retention of officers in the Surface Warfare Officer (SWO) community. Low junior officer retention is a concern, particularly with respect to SWO women--whose numbers have steadily declined since the repeal of the Combat Exclusion Act in 1994. Studies conducted in this area have found that family-related factors, as well as leadership and culture factors (including morale and lack of mentoring), push both men and women out of the Navy. Nonetheless, the Navy's primary effort to improve retention has been to introduce the Surface Warfare Officer Continuation Pay (SWOCP) in 1994 and, subsequently, to offer a Critical Skills Retention Bonus. Retention bonuses have not offset the non-monetary concerns, particularly for women. The present study focuses on the non-monetary factors that have received little attention in the past with respect to changes that could be made to improve retention. The findings apply to both men and women. Unlike previous studies that have assessed intentions of SWOs to stay or leave, the current study is based on a survey of officers who have actually made the decision to leave active duty and who are now in the Individual Ready Reserve (IRR). The data show that family-related factors are the highest-rated influences on the decision to leave active duty; this holds true for both men and women and older vs. younger year groups. Women felt more strongly than men about the influence some of these factors had on the decision to leave active duty, but the similarity between the opinions expressed by men and women was surprising. Further, monetary incentives have less influence on retention than family or leadership factors. "Total military pay" was more important to men than to women, but still placed lower on the list than many other factors that caused men to leave active duty. Other findings are reported that concern mentoring, gender issues, feelings about the separation decision, and incentives that could encourage this group to consider returning to active duty. More women than men would consider returning, and improvements in leadership were mentioned most often by all groups as a change that needs to be made to improve retention. Finally, recommendations are made for training interventions and research to address leadership issues.

Book An Analysis of Surface Warfare Officer Measures of Effectiveness as Related to Commissioning Source Undergraduate Education and Navy Training

Download or read book An Analysis of Surface Warfare Officer Measures of Effectiveness as Related to Commissioning Source Undergraduate Education and Navy Training written by Joseph F. Nolan and published by . This book was released on 1993 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis develops multivariate models to estimate the determinants of three measures of effectiveness for surface warfare officers (SWO): retention, promotion, and early professional qualifications. Using data from the Navy Officer Master File, Navy Officer Loss File, and Navy Personnel Research and Development Center's Traintrack System File, logit regression equations are employed to estimate the probability of SWO retention between the Lieutenant and Lieutenant Commander selection boards (1981 90), the probability of promotion to Lieutenant Commander (1985-90), and the probability of receiving early professional qualifications by the time of the Lieutenant selection boards (1981-85). The probabilities are modeled as a function of background factors that represent personal demographics, undergraduate education, Navy experience, and Navy training. The findings reveal that a large portion of the variation in SWO measures of effectiveness reflect differences in human capital acquired via precommissioning education or via Navy training. Performance differences by commissioning source and college selectivity of undergraduate education are specifically highlighted. Based upon the research results, it is recommended that a cost-benefit analysis be conducted to determine the optimal officer accession source mix.

Book An Analysis of the Proposed Surface Warfare Officer Career Incentive Pay SWOCIP Program Using an Annualized Cost of Living ACOL Model

Download or read book An Analysis of the Proposed Surface Warfare Officer Career Incentive Pay SWOCIP Program Using an Annualized Cost of Living ACOL Model written by David E. Nosal and published by . This book was released on 1997-03-01 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis investigates the effect of the proposed Surface Warfare Officer Career Incentive Pay (SWOCIP) program on the voluntary separation behavior of Navy surface warfare officers using an Annualized Cost of Leaving (ACOL) model. Data provided by the Center for Naval Analyses and the Defense Manpower Data Center (DMDC), Monterey CA, on surface warfare officers are used for this analysis. Multivariate predict models are estimated to predict the effects of the proposed SWOCIP program on the voluntary retention rate of surface warfare officers between six and ten years of service. These estimates are used to calculate the costs and benefits of the SWOCIP program. This thesis finds that the SWOCIP program would increase the voluntary retention rate by 2. 62 percent in the sixth year of service and 1.16 percent in the seventh year of service. The effect would decrease between eight and ten years of service. The calculated savings in accessions are greater then the estimated bonus cost. These calculations indicate, therefore, that the program is cost-effective.

Available in PDF, EPUB and Kindle. Book excerpt: “The Odyssey Experience puts forward the view that a journey, as encapsulated by the journey of Odysseus, provides a fundamental and archetypal human experience and develops a theory of this experience through personal experiences and a wide range of salient phenomena. There is a vast literature inspired by The Odyssey, but the way that Smelser approaches the subject is entirely unique.”—Yiannis Gabriel, University of London “Smelser draws together studies of an astonishing range of diverse topics and subsumes them under a single coherent, powerful, overarching concept—the odyssey experience. I believe his book will lead to the establishment of an entirely new field of study in the social and behavioral sciences, that will open up new and promising lines of theory and research that until now have not been possible.”—Robert Scott, Associate Director (emeritus), Center for Advanced Study in the Behavioral Sciences

Book Officer Career Development

Download or read book Officer Career Development written by Regina L. Burch and published by . This book was released on 1993 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: The factors that contribute to surface warfare officer in the Navy were investigated. Information was obtained from a sample of 373 stayers and 52 leavers selected from a larger sample of 3,059 surface warfare officers who responded to a survey of officer career development in 1986. An hypothesized model of surface warfare officer retention, based on Steers and Mowday's model of employee turnover (1981), was tested using path analyses. The results of the analyses supported several of the major linkages contained in the model. In line with the model, stated career intent had the strongest influence on officer retention. Additionally, search for alternatives had a direct impact on retention. Level of organizational commitment, along with spousal support and tenure, had a direct influence on career intent. The direct links from spousal support, esteem, assignment acceptability, and benefits to organizational commitment were also supported. Overall, the present study contributes to our understanding of the turnover process within a military setting and provides avenues for future research.

Book On Surface Warfare

Download or read book On Surface Warfare written by United States. Navy and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past year we surveyed all Surface Warfare Officers (SWOs), from ensign and captain, to identify key workplace satisfiers and dissatisfiers with the primary goal of finding the friction in our officers’ lives that detract from their personal experience, fleet-wide connectedness, and overall warfighting readiness. Results from these surveys varied by rank; many trends were consistent regardless of paygrade. These surveys sought to establish reasons SWOs separate from the Navy, whether and why they desire command, and factors contributing most to workplace satisfaction and dissatisfaction. The surveys provided insight regarding how SWOs view organizational improvement initiatives, support programs, and the SWO career path.

Book You Only Get One Chance to Make a First Impression

Download or read book You Only Get One Chance to Make a First Impression written by and published by . This book was released on 2007 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis utilizes Bureau of Naval Personnel data to examine the determinants of Surface Warfare Officer retention through the department head decision point in Year Groups 1993-1997. The retention model includes demographic and background variables in order to isolate the effects of variables that serve as proxies for job satisfaction: initial homeport, initial ship type, and initial shipboard department. Logit modeling illustrates that the following characteristics improve an officer2s chance of remaining in the Surface Navy: male, married or divorced with children, prior enlisted, Officer Candidate School officer, biological sciences major, Year Group 1996, initial homeport of Norfolk or Little Creek, and transferred from a non-cruiser/destroyer (CRUDES) ship to a CRUDES ship during the division officer tours. Conversely, officers with these characteristics are least likely to continue their careers in the Surface Navy: female, single without children, not prior enlisted, Naval Academy or Reserve Officer Training Corps graduate, business or economics major, Year Group 1993 or 1994, initial homeport in the Pacific Northwest, and no CRUDES experience. The thesis recommends that the Navy should examine the retention issue not only in monetary terms but also with emphasis on the influence an officer2s fleet experiences have on his or her stay/leave decision.

Book Officer Sabbaticals Analysis of Extended Leave Options

Download or read book Officer Sabbaticals Analysis of Extended Leave Options written by and published by . This book was released on 2003 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: As a competitive employer in the United States, the Department of Defense (DoD) strives to maintain benefits comparable to those of the public and private sector. Throughout the 1990s, as the state of the economy improved, many companies began offering their employees a variety of extended leave, or "sabbatical, " options to increase morale, meet employees' needs, improve retention rates, and compete with other employers. In response, DoD recently asked RAND to explore the greater use of extended leaves as part of the department's strategic human resource plan. This report looks at the possible use of extended leaves for military officers. In particular, the authors focus on the different kinds of existing civilian leave programs, how the programs might work if implemented in the military, and how such programs could be evaluated. The authors offer recommendations and observations on which extended leave programs would most benefit the military as well as ideas on how to implement such programs.

Book Why Mid grade Surface Warfare Officers are Resigning from the Naval Service

Download or read book Why Mid grade Surface Warfare Officers are Resigning from the Naval Service written by James Robert Howell and published by . This book was released on 1980 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis addresses the reasons for mid-grade (0-2 to 0-4) Surface Warfare officer resignations. It makes recommendations that would possibly increase retention for the mid-grade Surface Warfare Officer Community. Statistical analyses were performed upon data from post-resignation questionnaires. A list of the ten most reported reasons for resigning was then compiled. A series of recommendations which might have a positive effect upon retention were then derived.
