Book excerpt: Increased operational tempo, workforce reductions, and demanding legislation are creating a challenging environment for enlisted personnel serving in the contingency contracting force. Each branch of the U.S. military has responded differently to these challenges. The United States Marine Corps is heavily dependent upon enlisted personnel who are assigned the 3044 Military Occupational Specialty (MOS) to perform contingency contracting. This thesis explores the current environment, within which these contingency contracting Marines operate, and analyzes the affect this environment is having on their career development. The study begins with an examination of the historical development of contingency contracting, and a reviews Government commissions that called for reform, which resulted in the establishment of the Defense Acquisition Workforce Improvement Act (DAWIA). The research then describes the requirements levied against contracting personnel under DAWIA and how they affect the enlisted military personnel. With this framework in place the study then evaluates the resulting approach to utilizing enlisted personnel for contingency contracting within the Military Services (Army, Navy, Air Force, Marines). This evaluation focuses on the organizational structure, education opportunities, training, career development, and employment of enlisted personnel within each of these Military Services and how this understanding can improve the career development of 3044s.

The purpose of this study is to design a knowledge management system that captures, retains aid shares the knowledge that is essential to the deployed contingency contacting process (DCCP). This study builds upon recent work to integrate knowledge management and system design and utilizes knowledge-based organizational process redesign (KOPeR), a measurement- driven redesign knowledge system, for analytical support. Results from this study suggest that DCCP knowledge management and process performance can be improved substantially.

Book excerpt: Contingency contracting is the process where vital supplies and services needed to maintain deployed forces are obtained on behalf of the United States Government. These actions are used for emergencies, such as, disaster relief from hurricanes or from terrorist activities that occur within the United States or for actions that occur outside of the United States in order to support the deployed units. Due to the current trend in the DoD to contract out more products and services on the battlefield, an increase demand has been placed on contingency contract personnel. The purpose of this MBA Project is to develop and publish a Contingency Contracting MCI to assist the Marine Corps in training its contract personnel in preparation for deployment to a contingency operation. Currently there is not a requirement for the contracting specialist to attend a formal school prior to supporting a contingency operation. Furthermore, there are limited spaces for Marines to attend CON 234. The Contingency Contracting MCI will aid the contracting personnel with the training needed to be successful in a contingency environment and efficiently and effectively support Marine Corps units abroad. This project was sponsored by Headquarters Marine Corps, Installation & Logistics, Logistics Branch in conjunction with the Marine Corps Institute (MCI). The MBA Report has identified several problems in the current ability of the Marine Corps to train contracting personnel in contingency contracting and provides recommendations for further study. A draft Contingency Contracting MCI is included in the report.

This model assists in creating more military contracting officer billets, standardizes the reporting and operational chains of command, promotes stability, growth and development, aids in boosting retention, and creates a path for career progression. The analysis includes evaluation of fitness reports, performance at The Basic School (TBS), retention, and promotion to 0-4 and 0-5 ranks. The primary goal is to explain the effect of officer commissioning programs on officers' careers. The personnel database used for the analysis includes more than 28,000 Marines who entered between FY 1980 and 1999. The performance models assume that commissioning programs that provide longer and more intensive pre-commissioning acculturation, or that credit enlisted service experience, will be associated with better performance Performance models are specified and estimated for TBS class rank, retention to 10 years of service, promotion to 0-4 and 0-5, and for a Performance Index (PI) derived from fitness report marks.

Ten out of the 18 regional contracting offices are headed by military contracting officers. The majority of the personnel that make up the workforce in these offices are civilians. The military side of the workforce continues to get smaller not only because of downsizing but in part as a result of the Defense Acquisition Workforce Improvement Act (DAWIA). DAWIA requires the Department of Defense to increase the ratio of civilian personnel to military personnel in the acquisition workforce each year, a move toward civilianization of this profession. As more and more civilians take over acquisition and contracting positions the real challenge will be for those military officers that must head these newly formed organizations which rely heavily on civilian workforce. The major challenge that any military officer will be facing in this environment is how to manage civilians effectively. This thesis identifies the issues associated with the management of civilian purchasing and contracting (P&C) personnel in a USMC regional contracting Office. A survey and interviews of USMC military contracting officers and civilian P&C personnel were conducted by the researcher and the results were used to develop conclusions and recommendations to enhance the management skills of Marine Corps Officers.

The results of this study indicates that the Marine Corps needs to examine the following areas: the current organization of Marine Corps contracting, hardware and software requirements of contingency contractors, legal officer requirements, and the training and education needs of the contracting workforce. This study also recommends changes to the structure and organization of current contracting units, the standardizing of software used by the various contingency contracting organizations, the identification qualified legal officers to be deployed for contingencies, training for both contractors and senior commanders and the use of the lesson learned system to document contracting operations.

Book excerpt: The assignment process affects Marines within the operating forces several times during their careers, and at times, it affects their decisions to continue service in the Marine Corps or to leave. Additionally, this process affects career development, quality of life, and ultimately their lives. The assignment process is a sub-process within the Marine Corps Human Resources Development Process, which is studied to determine its perceived functionality and effectiveness from Marines within the Marine Corps operating forces. Are Marines in the operational forces satisfied with the current process? If they are content with the current process, then the Marine Corps may not have to change the current process. The cost of making changes, i.e., implementing a web-based intelligent agent assignment system within the assignment process, may not meet the Marine Corps' return on investment. This point is supported by the observation that most monitors are satisfied with the current process, and that the Marine Corps has been achieving its retention goals. If not, the Marine Corps may increase quality of life by introducing new assignment processes or systems. These changes could also increase enlisted Marines' retention rate, and ultimately personnel readiness.
