Book excerpt: "It is the purpose of this study to make a job analysis of the duties performed during a period of one year (1926- 1927) by a representative number of city superintendents of schools in the state of Texas. As a result of the analysis it is proposed to accomplish the following objectives: 1. To present data which may be used by superintendents as a basis for a comparison of their professional activities with those reported. 2. To furnish the basis for the establishment of courses specially designed for the training of city school superintendents. 3. To show the duties which are so infrequently and uncommonly performed as to indicate that their performance is not a standard part of the chief executive’s work. 4. To show the emphasis placed upon the importance and variety of those duties of the superintendent which have to do with his relationships as a community leader. 5. To determine the professional activities in which Texas superintendents are engaged, and to ascertain whether the duties most commonly performed are those which were considered of major administrative importance by a group of fifty judges who evaluated them. 6. To ascertain whether or not the size of the school enrollment is a major factor in determining the number and type of administrative duties performed by the city superintendents of Texas. 7. To ascertain whether or not the size of the weekly teaching load is a major factor in determining the number and type of administrative duties performed by the city superintendents of Texas"--Leaves xvii-xviii

Book excerpt: "The purpose of this study is to clarify the extra-legal nature of the superintendent and to point out the sources of authority by virtue of which he discharges the duties of his office. While some legislation has been enacted for the management and control of the public schools, the legal status of the superintendent is uncertain. This is particularly true in Texas, the state to which this investigation is confined. In America, the city or district superintendent, unlike most public officers, did not result from legislative action but came as the product of gradual evolution dictated by the needs of the schools as they grew in size and service. Employed by the board of education, the superintendent at first performed such ministerial duties as were assigned to him. Gradually these functions increased in number and importance as time went by. Today they vary from practically no duties at all to the extensive administrative program found in the large cities. The end has not yet been attained. As public education expands school control will loom ever larger and more technical. As it does so the legal aspects will become more important. For that reason this investigation proposes to determine the superintendent's legal status in Texas at this time"--Leaves 1-2
