Book American Ukrainian nuclear relations

Download or read book American Ukrainian nuclear relations written by Roman Popadiuk and published by DIANE Publishing. This book was released on 1996 with total page 89 pages. Available in PDF, EPUB and Kindle. Book excerpt: On June 1, 1996, the last strategic missiles were shipped from Ukraine to Russia, bringing to an end a contentious issue that had marred the early stages of U.S.-Ukraine relations. In welcoming this development, President Clinton stated, "I applaud the Ukrainian government for its historic contribution in reducing the nuclear ... We remain committed to supporting Ukraine through its ambitious and far-sighted reforms and to working with Ukraine and our European partners to promote Ukraine's integration into the European community." Elimination of Ukraine's strategic warheads was a goal that had spanned two U.S. administrations and that had been at the center of Western concerns. There were many obstacles that had to be overcome on all sides. Through a combination of diplomacy and cajolling, Ukraine had undertaken a final ratification of the START Treaty in February 1994, and acceded to the Nuclear Non-Proliferation Treaty in November 1994. And in January 1994, in the Trilateral agreement, the United States, Ukraine, and Russia laid the foundation for the elimination of the warheads that was completed in 1996 and that led to President Clinton's positive assessment. This study examines the early history of U.S.-Ukraine relations over the nuclear weapons issue. It presents both the history of a 2-year period, 1992-1994, and posits a number of explanations as to why things developed the way they did. The goal is to establish a framework of this important period from which scholars can further proceed.

Book The Eagle and the Trident

Download or read book The Eagle and the Trident written by Steven Pifer and published by Brookings Institution Press. This book was released on 2017-07-11 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: An insider’s account of the complex relations between the United States and post-Soviet Ukraine The Eagle and the Trident provides the first comprehensive account of the development of U.S. diplomatic relations with an independent Ukraine, covering the years 1992 through 2004 following the collapse of the Soviet Union. The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

Since attaining independence, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have forged their own paths—building relationships with outside powers and throwing off the last vestiges of Soviet domination. But in many ways, Moscow still sees Central Asia through the lens of the Soviet Union, and it struggles to redefine Russian relations with the region. In The Fight for Influence, Alexey Malashenko offers a comprehensive analysis of Russian policies and prospects in Central Asia. It is clear that Russian policy in the formerly Soviet-controlled region is entering uncharted territory. But does Moscow understand the fundamental shifts under way? Malashenko argues that it is time for Russia to rethink its approach to Central Asia. Contents 1. Wasted Opportunities 2. Regional Instruments of Influence 3. Book Russia and the New World Disorder

Download or read book Russia and the New World Disorder written by Bobo Lo and published by Brookings Institution Press. This book was released on 2015-08-17 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Chatham House publication The Russian annexation of Crimea was one of the great strategic shocks of the past twenty-five years. For many in the West, Moscow's actions in early 2014 marked the end of illusions about cooperation, and the return to geopolitical and ideological confrontation. Russia, for so long a peripheral presence, had become the central actor in a new global drama. In this groundbreaking book, renowned scholar Bobo Lo analyzes the broader context of the crisis by examining the interplay between Russian foreign policy and an increasingly anarchic international environment. He argues that Moscow's approach to regional and global affairs reflects the tension between two very different worlds—the perceptual and the actual. The Kremlin highlights the decline of the West, a resurgent Russia, and the emergence of a new multipolar order. But this idealized view is contradicted by a world disorder that challenges core assumptions about the dominance of great powers and the utility of military might. Its lesson is that only those states that embrace change will prosper in the twenty-first century. A Russia able to redefine itself as a modern power would exert a critical influence in many areas of international politics. But a Russia that rests on an outdated sense of entitlement may end up instead as one of the principal casualties of global transformation.

Book excerpt: This book presents a comprehensive overview of Ukraine's nuclear history, beginning from its experiences within the Russian Empire in the early 20th century, through the Soviet period, to the emergence of Ukraine as an independent state that inherited the world’s third-largest nuclear arsenal. The book discusses the development of the nuclear infrastructure on Ukrainian soil and offers a rich and nuanced background of how Ukraine became an important and integrated part of the Soviet nuclear infrastructure. It further analyzes Ukraine's nuclear disarmament based on extensive primary source material and places the Ukrainian nuclear reversal process in a larger international political context where Russia ́s, the United States, and other players ́ actions are interpreted in the light of the impact on the current nuclear non-proliferation regime. Finally, the book presents the nuclear-related development after the nuclear disarmament. It describes the integration of Ukraine into the international community and the role of nuclear power in the energy mix of the nation today. Concluding, Ukraine ́s adaptation to the new security situation after the Russian annexation of Crimea is described and discussed. This volume is a must-read for scholars, researchers, students, and policy-makers interested in a better understanding of Ukraine's nuclear history, the political background of the conflict in Eastern Ukraine, as well as of security studies and international relations in general. Book Results and Experience of 10 Years of US Ukraine Cooperation in the MPC A Field at the Kiev Institute for Nuclear Research

Download or read book Results and Experience of 10 Years of US Ukraine Cooperation in the MPC A Field at the Kiev Institute for Nuclear Research written by and published by . This book was released on 2004 with total page 6 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Institute for Nuclear Research of the Academy of Sciences of Ukraine was the first Ukrainian organization to begin the implementation of Agreements of October 25 and December 18, 1993 between Ukraine and the US. Over a relatively short period of time and with the financial, technical and methodological assistance of the US DOE, the Institute for Nuclear Research was able to develop a modern system of physical protection of nuclear materials and its Research Reactor. The rapid progress of this work was aided by the diligence of the US-Ukraine group (Argonne and Sandia National Labs and the Institute for Nuclear Research) under the supervision of George Kuzmycz, a US DOE employee, and prompt resolution of numerous issues by the government authorities of the USA and Ukraine. The fresh fuel and nuclear materials storage were established in full compliance with international requirements. A modern MC & A system was developed at the Institute for Nuclear Research with the US assistance as well. The experience gained during the work with the Institute for Nuclear Research was used successfully by the US and Ukrainian parties at other nuclear facilities of Ukraine. The advanced training of Ukrainian specialists organized by the US DOE has played a very important role in the efficient use of the US Government assistance. Later on the Training Center for Physical Protection, Control and Accounting of Nuclear Material, named in honor of the late George Kuzmycz, was established at the Institute for Nuclear Research with the US assistance as well. The example of KINR allows us to say that US-Ukrainian cooperation and US MPC & A assistance to Ukraine has been implemented successfully and significant contributions have been made to the non-proliferation of nuclear weapons. Along with this, we, at the KINR and its GKTC realize, that there is great deal of work ahead of us that we need to do in order to make our modest contribution into the implementation of the nuclear weapons non-proliferation activity, which is the most acute and important world problem of today.

Book The United States Russia and Nuclear Peace

Download or read book The United States Russia and Nuclear Peace written by Stephen J. Cimbala and published by Springer Nature. This book was released on 2020-02-03 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the United States and Russia’s nuclear arms control and deterrence relationships and how these countries must lead current and prospective efforts to support future nuclear arms control and nonproliferation. The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. This volume would be ideal for graduate students, researchers, scholars and anyone who is interested in nuclear policy, international studies, and Russian politics.
