Book excerpt: This book provides a major empirical analysis of differing attitudes to European integration in three of Europe's most important countries: Germany, Spain, and the United Kingdom. From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism. By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.

Policy makers have tried to develop greater support for the European Union by such steps as creating pan-European political institutions. What explains continued support for the European Union as well as opposition among some to the loss of national control on some questions? Has the incremental process of integration and the development of institutions and symbols of a united Europe transformed public attitudes towards the European Union? In this book, Matthew Gabel probes the attitudes of the citizens of Europe toward the European Union. He argues that differences in attitudes toward integration are grounded in the different perceptions of how economic integration will affect individuals' economic welfare and how perceptions of economic welfare effect political attitudes. Basing his argument on Easton's idea that where affective support for institutions is low, citizens will base their support for institutions on their utilitarian appraisal of how well the institutions work for them, Gabel contends that in the European Union, citizens' appraisal of the impact of the Union on their individual welfare is crucial because their affective support is quite low. This book will be of interest to scholars studying European integration as well as scholars interested in the impact of public opinion on economic policymaking. In contrast with the mainstream position of the American Administrations during the 1950s and 1960s, Kissinger was convinced that by encouraging European unity, the United States was in fact creating its own rival. The start of a new system of European foreign policy cooperation in 1970 was seen by Kissinger as a particularly important example of Europe's attempt to challenge the American hegemony. Kissinger emphasized the need to maintain Western Europe in a subordinate role. Three main lines of action were pursued to keep the development of the European Community under control: maintaining bilateral contacts with key European allies, requesting a seat at the Community's decision-making table, and linking "obedient" European behavior to American military presence in Europe. The legacy of this policy still seems to influence the current American policy on the European Union. The Nixon-Kissinger term was, however, detrimental to rather than conducive of harmonious transatlantic relations. Tendencies to emulate it should therefore be discouraged.

Underpinning this study is the extensive use of newly-released archival materials from the Nixon Presidential Library and Museum, the Library of Congress, and the State Department. Furthermore, the work is based on the public papers in the American Presidency Project and the materials on the topic of European integration and unification in the Archive of European Integration. Finally, the study has extensively used newspaper archives as well as the declassified online documents, memoirs and diaries of former US officials. Mining these sources made it possible to shed new light on the complexity and dynamism of the Nixon administration's policy towards European integration.
