Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: • Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; • Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and • Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.

Book excerpt: In 2009, the countries of Latin America and the Caribbean experienced the brunt of the global financial crisis on their levels of activity, so that the region experienced a decline of 1.9% of GDP. However, since the second half of the year, most countries in the region have begun a vigorous recovery that should strengthen in 2010 with a regional GDP expansion of approx. 5.2%. This region, together with the emerging countries of Asia, were among the most dynamic in the world prior to the global financial crisis. The factors though behind a more positive performance are both external and internal in nature. Amongst the former, can be included the continued dynamism of some key Asian economies, whose sustained demand for products from this region has created important conditions for a recovery in exports, especially in the case of South America. Similarly, the recovery of the U.S. economy, though gradual, contributes to a better scenario for Mexico, Central America and, to the extent that raises the demand for tourism, possibly also for the Caribbean. For the latter, some recovery is projected in remittances from that country by migrant workers in the region.

It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

Migrants in transit form several types of social networks, develop trust, and engage in acts of solidarity. The need to be recognized and grieved, compounded by the practical use of pooling information and resources, leads migrants to form small, strong groups called road families. Through the generalized sharing of information and small items such as food and blankets, migrants also form a transient community that includes everyone on the road at the same time. Sociologist Alejandra Díaz de León shows the trajectories of families that left together, showing, surprisingly, that families might not be the best social arrangement in transit. Drawing on multisited research, this work contributes to debates on the role of social networks in clandestine migration processes and to discussions on how people create social networks and trust under violent and stressful situations. The detailed ethnographic narratives and accessible writing weave together theory with empirical observations to highlight and humanize the migrant experience. Sitting at the intersection of border studies, immigration studies, and Latinx studies, this concise volume shows how Central American migrants in transit through Mexico survive the precarious and unpredictable road by forming different types of social ties.

Over 2 million (31 percent) have already engaged in risky behaviors, and another 1 million (15 percent) are exposed to risk factors that are correlated with eventual risky behaviors. This totals 46 percent of youth at some form of risk. This book addresses the risks faced by youth in Argentina such as low education attainment, unemployment, teenage pregnancy, use and abuse of drugs and alcohol, becoming victims of crime, and low level of civic participation, as well as the policy options for addressing them. The chance of reducing the numbers of youth at risk over the long term is greatest by focusing policies and programs on the individual (improving life skills, self-esteem), on key relationships (parents, caregivers, peers), on communities (schools, neighborhoods, police), and on societal laws and norms. Specific recommendations were developed during consultations with government counterparts.

Starting in 1980, liberalization in Latin America was expected to improve market functioning, efficiency, and welfare. Instead, it yielded slower growth, unexpectedly high levels of unemployment and income inequality, flat or falling wages, an increase in non-tradeable (service sector) and informal activity, and, finally, waves of emigration from Mexico, Central America, and Ecuador, among other countries. This book provides a heterodox narrative explanation of why the orthodox economic model that underwrote the standard ‘trickle-down’ account served more to obscure and obfuscate than to explain and clarify the state-of-affairs. The book investigates the impact of the global-scale liberalizations of markets for goods and physical and finance capital and the mere national-scale liberalization of regional labor markets, arguing that these asymmetric liberalizations, together, resulted in labor market failure and contributed in turn to the subsequent, undocumented migrant flow. The ultimate effect of the skewed scale of market liberalizations in Latin America disproportionately benefited capital at the expense of labor. Market Liberalizations and Emigration From Latin America will be of interest to researchers of economics and development in Latin America.

Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided. This book is the result of a collaborative project undertaken by American University’s Center for Latin American & Latino Studies (CLALS) and the Corporation for Latin American Studies (CIEPLAN) in Chile, with financial support from the Inter-American Development Bank’s Office of Strategic Planning and Development Effectiveness.
