Covering the Shi`a: English Press Representation of the Lebanese Shi`a 1975-1985 chronicles how the English-language press and media represented the most consequential group in Lebanon to Western audiences during the critical period of 1975-1985. Focusing on three of the most prominent English-language newspapers at that time, the book outlines how the Western media frequently disregarded the Shi`i civil rights movement in Lebanon. Conflating that movement with other Arab independence campaigns, the Western media missed key aspects and the dynamics at work in the Lebanese Shi`i community. Additionally, in failing to understand and report the nature of the transnational networks that supported the Shi`i community in Lebanon, the resultant news narrative reported in the English-language media was at odds with the narratives harbored by the Lebanese Shi`a themselves. In order to gain an understanding of the operations of Lebanese Hezbollah today, and the current media coverage of the organization, this book offers insights on the origins of Shi`a resistance and how one can evaluate the group today.

It argues that it is not the assets a militant group has, but rather how it acquired them that matters in explaining the variation in these actors' abilities to militarily resist and politically recover from confrontations with far more powerful adversaries. Groups that rely on marketing campaigns to secure local support and regional patronage do far better than those that rely on coercion or even barter. The book develops a typology of organizations based on their foreign and domestic policies, which has interesting implications for other non-state actors, such as ISIS. It is based on field research in Jordan, Lebanon, Israel, the West Bank, Egypt, and Syria, including interviews with members of a range of Lebanese and Palestinian militant groups, as well as politicians, UN staff, journalists, and members of the Jordanian and Israeli armies.

Book excerpt: In Lebanon, religious parties such as Hezbollah play a critical role in providing health care, food, poverty relief, and other social welfare services alongside or in the absence of government efforts. Some parties distribute goods and services broadly, even to members of other parties or other faiths, while others allocate services more narrowly to their own base. In Compassionate Communalism, Melani Cammett analyzes the political logics of sectarianism through the lens of social welfare. On the basis of years of research into the varying welfare distribution strategies of Christian, Shia Muslim, and Sunni Muslim political parties in Lebanon, Cammett shows how and why sectarian groups deploy welfare benefits for such varied goals as attracting marginal voters, solidifying intraconfessional support, mobilizing mass support, and supporting militia fighters.Cammett then extends her arguments with novel evidence from the Sadrist movement in post-Saddam Iraq and the Bharatiya Janata Party in contemporary India, other places where religious and ethnic organizations provide welfare as part of their efforts to build political support. Little scholarly attention has been paid, however, to one such conflict that predates the ending of the Cold War, yet still appears as intractable as ever: Israel’s hostile relationship with Lebanon and in particular, its standoff with the Lebanese Shi’a militia group, Hizbollah. As events surrounding the ‘Second Lebanon War’ in the summer of 2006 demonstrate, the clear potential for further cross border violence as well as the potential for a wider regional conflagration that embraces Damascus and Tehran remains as acute as ever.
