It examines how head teachers, teachers and others working in diverse education settings navigate the current policy environment. The authors provide readers with insight into the complex decision-making processes that shape school responses to current educational agendas and examine the social justice implications of these responses. The book draws on Nancy Fraser’s social justice framework and her theorising of neoliberalism to explore current tensions associated with moves towards both greater autonomy for and accountability of state schooling. These tensions are presented through four case studies that centre upon 1) a group of local authority primary schools, 2) an academy ‘chain’, 3) a co-operative secondary school and 4) an alternative education setting. The book identifies the ‘emancipatory’ possibilities of these approaches amid the complex demands of autonomy and accountability seizing English schools. Informed by a consideration of market parameters and social protectionist ideals, this examination provides rich insights into how English schools have emancipatory capacity. Autonomy, Accountability and Social Justice makes a major theoretical contribution to understandings of how the market is working alongside the regulation of schooling and the implications of this for social justice. By drawing on the experiences of those working in schools, it demonstrates that the tensions associated with autonomy and accountability within the current education policy environment can be both productive and unproductive for social justice.

Book excerpt: Poor and disruptive behaviour in the classroom reduces children's ability to concentrate and absorb information; and it unsettles children and causes immense stress for teachers. Persistent poor behaviour in schools can have far-reaching and damaging consequences for children and can limit their horizons: this is not a problem to be ignored. The Department for Education should collect sample data on all serious incidents in schools, complemented with survey data from teachers, pupils, parents and carers, to allow assessment of the state of behaviour in schools. A good school behaviour policy, agreed and communicated to all staff, governors, pupils, parents and carers, consistently applied, is the basis of an effective approach to managing behaviour. The Committee supports proposals to give clearer emphasis on leading and supporting staff in maintaining and improving standards of behaviour in schools. Schools should also be proactive in establishing relationships with parents and carers on behavioural matters. There are various practical techniques for managing behaviour effectively, but these are poorly disseminated. The forthcoming Green Paper on special educational needs and disability should cover the links between special educational needs and behaviour. The Committee supports the retention of independent appeals panels for exclusions. There are, though, serious concerns over provision of educational psychology services and access to Child and Adolescent Mental Health Services (CAMHS). The Government should consider passing the responsibility for budgets and commissioning of all children's community health services (including mental health services and speech, language and communications needs specialist services) to local authorities.

Book excerpt: This qualitative study examined secondary teachers and administrators' perceptions of the use of supportive methodologies in lieu of exclusionary discipline to promote positive school environments. The supportive practices of Positive Behavioral Interventions & Supports, restorative practices, and Social Emotional Learning were central to the study; teachers and administrators were invited to delineate their understanding of prescribed programs. Educators' perceptions regarding the impacts of suspension and expulsion on student behavior and ultimately school environment were tantamount to this investigation. Forty-six secondary teachers and administrators from one school district in Delaware participated in this study. A researcher-designed online survey, which included selected response, Likert scale, and open-ended survey questions, was used to collect data from 42 teachers and 4 administrators. Face to face interviews with 27 teachers and 3 administrators augmented survey responses. The results of this study indicated that secondary teachers and administrators perceived alternative disciplinary methods to be effective at the secondary level in the promotion of positive school environments. Furthermore, multi-tiered systems of support were deemed to be more impactful on behavior and school environment than the discipline actions of suspension and expulsion. Teacher and administrator responses indicated agreement that suspensions and expulsions do not improve student behavior or promote the growth and development of students. However, participants regarded exclusionary discipline as purposeful in specific contexts. Participants identified areas that require urgent professional development to mitigate the effects of exclusionary discipline practices.
