Book Alternatives For Delivering Public Services

Download or read book Alternatives For Delivering Public Services written by Emanuel S. Savas and published by Routledge. This book was released on 2019-08-26 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is the result of a program undertaken nine years ago by the Diebold Institute for Public Policy Studies, Inc., to identify and analyze potentials for private sector involvement in the delivery of public services. Since its founding in 1968, the Diebold Institute has focused on this question in the belief that private enterprise is capable of infusing public service delivery with the efficiency in resource allocation and management that is its hallmark, whether through direct involvement as a service provider or as a source of market dynamics and management techniques.

Book Alternatives to Privatization

Download or read book Alternatives to Privatization written by David A. McDonald and published by Routledge. This book was released on 2012-04-23 with total page 495 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a vast literature for and against privatizing public services. Those who are against privatization are often confronted with the objection that they present no alternative. This book takes up that challenge by establishing theoretical models for what does (and does not) constitute an alternative to privatization, and what might make them ‘successful’, backed up by a comprehensive set of empirical data on public services initiatives in over 40 countries. This is the first such global survey of its kind, providing a rigorous and robust platform for evaluating different alternatives and allowing for comparisons across regions and sectors. The book helps to conceptualize and evaluate what has become an important and widespread movement for better public services in the global South. The contributors explore historical, existing and proposed non-commercialized alternatives for primary health, water/sanitation and electricity. The objectives of the research have been to develop conceptual and methodological frameworks for identifying and analyzing alternatives to privatization, and testing these models against actually existing alternatives on the ground in Asia, Africa and Latin America. Information of this type is urgently required for practitioners and analysts, both of whom are seeking reliable knowledge on what kind of public models work, how transferable they are from one place to another and what their main strengths and weaknesses are.

Book Alternative Service Delivery Readiness Check

Download or read book Alternative Service Delivery Readiness Check written by Gerald T. Gabris and published by ICMA Publishing. This book was released on 2014-04-15 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: Alternative Service Delivery: Readiness Check synthesizes academic and practitioner knowledge about alternative service delivery (ASD) systems. This handbook offers information and insights that local governments can use to provide public services more effectively and efficiently. It serves as a primer about alternative service delivery, intended to guide investigation of new approaches to service delivery. It derives from multiple conversations with local government practitioners in Illinois who were frustrated by a lack of guidance on how to think about alternative service delivery methods for public services, and in what circumstances different alternatives were more or less successful. This handbook is written for both appointed managers and elected officials who are looking for innovative ways to consider service delivery and want to answer the basic question, “Can we be doing this better?” Why does your local government want to consider providing public services in new, alternative ways? As the cases in this handbook demonstrate, jurisdictions that successfully develop and implement an alternative service delivery method are driven by a desire to improve service effectiveness. Local governments that move from tactical to strategic thinking about service delivery are the ones more likely to improve services using different forms of alternative service delivery. The kinds of issues and types of questions examined in this handbook range from how to best handle such demand-driven services as allocation of police and fire resources to how to share expensive equipment that your jurisdiction needs only some of the time. The stories, solutions, and evidence are intended to help local government officials understand the differences between delivery alternatives and the prerequisites for developing and implementing each option.

Book Public Sector Privatization

Download or read book Public Sector Privatization written by Lawrence K. Finley and published by Praeger. This book was released on 1989-09-26 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: When government services are turned over to profit-making corporations will a gentler, kinder America result? Significantly, when the issue of privatization of government arises, this question usually takes a back seat to the more narrowly focused one of: can the taxpayer pay less for the same service without diminishing existing quality? . . . This book compiles experiences of practitioners and corporations with generally positive experiences in contracting for services between public and private entities. The essays by professors raise serious questions that all societies will face in creating an appropriate mix so that their citizens enjoy gentler, kinder lives. Growth and Change For many cities and states faced with reductions in federal revenue sharing and little political support for increased taxes, privatization of the public sector seems the only viable alternative. In an effort to maintain existing service levels with decreased funds, many governments have turned to alternative service delivery approaches through such mechanisms as contracting, franchises, subsidies, and voucher plans. In this volume, Finley and a distinguished group of contributors from city governments, corporations, and universities, offer a comprehensive overview of privatization in practice. Their papers address privatization in a number of areas including transportation, fire protection, health care, and environmental services as well as the legal aspects of privatization. An especially stimulating chapter describes major European efforts at privatization. Divided into three major sections, the book begins with introductory chapters that examine the dimensions of public services, evaluate recent changes in the public-private mix, and explore alternative delivery methods. Part Two focuses on alternate services experiences of governments and companies, including topics on environmental infrastructure alternatives, alternative means of highway development, private fire contractor operations, and alternative health care delivery. The final section addresses both constraints to privatization and the opportunities presented by various alternative delivery mechanisms. Here the contributors address the legal liabilities of governments involved in contracting out, the financial responsibilities of the contracting entities, and government financing of facilities through bonds. A chapter by the editor recommends a process by which business persons can begin to successfully compete tith public deliverers, while the final chapter offers new insights into the ways in which various European countries have handled the issue of privatization. Policymakers and public sector executives will find these essays enlightening and provocative.
