Book excerpt: This paper uses a DSGE model to examine whether including the exchange rate explicitly in the central bank's policy reaction function can improve macroeconomic performance. It is found that including an element of exchange rate smoothing in the policy reaction function is helpful both for financially robust advanced economies and for financially vulnerable emerging economies in handling risk premium shocks. As long as the weight placed on exchange rate smoothing is relatively small, the effects on inflation and output volatility in the event of demand and cost-push shocks are minimal. Financially vulnerable emerging economies are especially likely to benefit from some exhange rate smoothing because of the perverse impact of exchange rate movements on activity.

Book excerpt: This paper proposes an approach to setting fiscal policy that factors in the longer-term budgetary pressures that countries face owing, in particular, to population aging and rising health care costs. The approach attempts to overcome the difficulties in evaluating economic trade-offs and social welfare over extended periods. Long-term fiscal projections from the "Intergenerational Report" published as part of the Australian budget in May 2002 are used in a simple model of the Australian economy to illustrate some of the longer-term trade-offs that need to be considered in framing budgets over the medium term. These illustrative simulations, in particular, point out the importance of smoothing fiscal adjustment over time and, hence, the need for careful planning. Smoothing fiscal adjustment, however, raises a new set of questions regarding burden sharing across generations and what costs should be shared.

The book makes a contribution to the literature in this field by incorporating foreign ownership into an extensive formal analysis of processing incentives, develooping a new CGE model of the New Zealand economy, utilizing this model to evaluate the costs of export restrictions, and utilizing the GTAP to provide insights into the possible effect of the APEC Early Voluntary Sector Liberalization strategy.

There is a wide array of models to perform such analysis, differing in the level of technological detail, treatment of technological progress, spatial and sector details, and representation of the interaction of the energy sector to the overall economy and environment. These differences impact model results, including cost estimates. More fundamentally, these models differ as to how they represent fundamental processes that have a large impact on policy analysis-such as how different models represent technological learning and cost reductions that come through increasing production volumes, or how different models represent baseline conditions. Reliable estimates of the costs and potential impacts on the United States economy of various emissions reduction and other mitigation strategies are critical to the development of the federal climate change research and development portfolio. At the request of the U.S. Department of Energy (DOE), the National Academies organized a workshop, summarized in this volume, to consider some of these types of modeling issues.

This Special Issue collects 16 carbon emissions-related papers (including 5 that are carbon tax-related) and 4 energy-related papers using various methods or models, such as the input–output model, decoupling analysis, life cycle impact analysis (LCIA), relational analysis model, generalized Divisia index model (GDIM), forecasting model, three-indicator allocation model, mathematical programming, real options model, multiple linear regression, etc. The research studies come from China, Taiwan, Brazil, Thailand, and United States. These researches involved various industries such as agricultural industry, transportation industry, power industry, tire industry, textile industry, wave energy industry, natural gas industry, and petroleum industry. Although this Special Issue does not fully solve our concerns, it still provides abundant material for implementing energy conservation and carbon emissions reduction. However, there are still many issues regarding the problems caused by global warming that require research.
