Book excerpt: Within the framework of the new European economic governance, neoliberal views on wages have further increased in prominence and have steered various reforms of collective bargaining rules and practices. As the crisis in Europe came to be largely interpreted as a crisis of competitiveness, wages were seen as the core adjustment variable for ‘internal devaluation’, the claim being that competitiveness could be restored through a reduction of labour costs. This book proposes an alternative view according to which wage developments need to be strengthened through a Europe-wide coordinated reconstruction of collective bargaining as a precondition for more sustainable and more inclusive growth in Europe. It contains major research findings from the CAWIE2 – Collectively Agreed Wages in Europe – project, conducted in 2014–2015 for the purpose of discussing and debating the currently dominant policy perspectives on collectively-bargained wage systems under the new European economic governance.

Both the ‘methodological Europeanism’ and ‘methodological nationalism’ miss out the important links between economic and political processes at different spatial scales within Europe, and therefore, asymmetries and phenomena of uneven development. In addition, a discussion of possible scenarios which systematically addresses the implications of anti-crisis policies is missing. This volume seeks to close this gap by systematically integrating the analysis of economic policy or ‘technical’ solutions to the crisis within a broader framework of political economy. It argues that combining critical political economy approaches and post-Keynesian perspectives allows for a systematic understanding of the economic and political dimensions of the crisis. Although both approaches have the capacity to deal with asymmetries and uneven development, the heterogeneity in Europe has been an often largely neglected dimension of analysis. However, this recent crisis has shown that this is an essential dimension which has to be addressed in order to better understand the dynamics of European development and integration. Hence, this book aims to deal with asymmetries in Europe and to bridge the gap between the two perspectives. This work will initiate an integrative debate that is crucial for a deeper understanding of the current crisis and is an important resource for all students and scholars of IPE, European political economy and European politics.

Applying a critical political economy perspective, this book analyses the establishment and development of competition regulation at European Community and national level since the 1950s. It puts forth the central argument that competition regulation came to reflect the broader shift towards a neoliberal order since the 1980s. Buch-Hansen and Wigger argue that this shift, which took place against the background of the gradual transnationalisation of capitalist production and the economic crisis of the late 1970s, was driven by the European Commission in alliance with the emerging transnational capitalist class. The authors examine the political responses to the current global economic crisis in the fields of state aid, cartel prosecution and merger control and conclude that an alternative type of competition regulation, which forms part of a much broader transformation of the current socioeconomic order, is needed. Book excerpt: This research evaluated macroeconomic policy instruments with the ambition to propose views on alternative macroeconomic policy in the European Economic and Monetary Union (EMU) which may eliminate macroeconomic imbalances among member states. To tackle dissimilarities in economic conditions, actions are taken by European and national institutions. Most countries adopted fiscal austerity, attempting to reduce public deficits and debt, while the European monetary authority the European Central Bank (ECB) - uses unconventional policies to stimulate economic investment and growth. An overall finding of this research is that Europes governance surveillance mechanisms lack effectiveness to the extent that the future of the Eurosystem is questioned. Analysis of the impact of fiscal assistance, macroeconomic adjustment programmes and imposed structural reforms have not convincingly demonstrated their effectiveness on the economic performance of stressed member states - the GIPSIC countries. This research described two proposals for alternative macroeconomic policy in the EMU. First, the creation of a common Eurobond mechanism. Within this mechanism - proposed by De Grauwe (2012) - member states jointly issue Eurobonds, increasing shared responsibility of government debts and, with proper measures to curb moral hazard, eliminating free riders using the ECBs function as lender of the last resort. Second, Sinn (2014) and Stiglitz (2016) propose an alternative on macroeconomic policy, following Feldsteins (2010) initial suggestion for a temporary exit for Greece out of the EMU. Such temporary exit provides a stressed country an opportunity to adjust its economic and fiscal conditions back to appropriate and stable levels, ending bail-out procedures of stressed countries imposed by the core member states.

Book excerpt: The current crisis in Europe is being labelled, in mainstream media and politics, as a ‘public debt crisis’. The present book draws a markedly different picture. What is happening now is rooted, in a variety of different ways, in the destabilisation of national models of capitalism due to the predominance of neoliberalism since the demise of the post-war ‘golden age’. Ten country analyses provide insights into national ways of coping – or failing to cope – with the ongoing crisis. They reveal the extent to which the respective socio-economic development models are unsustainable, either for the country in question, or for other countries. The bottom-line of the book is twofold. First, there will be no European reform agenda at all unless each country does its own homework. Second, and equally urgent, is a new European reform agenda without which alternative approaches in individual countries will inevitably be suffocated. This message, delivered by the country chapters, is underscored by more general chapters on the prospects of trade union policy in Europe and on current austerity policies and how they interact with the new approaches to economic governance at the EU level. These insights are aimed at providing a better understanding across borders at a time when European rhetoric is being used as a smokescreen for national egoism.
