Book Alternative Contracting Methods in the U S Army Corps of Engineers

Download or read book Alternative Contracting Methods in the U S Army Corps of Engineers written by Craig Lance Simoneau and published by . This book was released on 1992 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the contracting methods used by the United States Army Corps of Engineers (USACE). While USACE typically uses the traditional approach to construction contracting, they have recently begun using two forms of a design/build method. The traditional method uses separate design and construction firms. The construction contract is generally a firm fixed-price contract awarded in open competition to the lowest responsible bidder. This study found that there are many disadvantages to using this method, especially when it is used almost exclusively. The design/build approach employs a single organization to perform both the design and construction of a project. The two variations used by the Corps, the One-Step Negotiated process and the Two-Step Sealed Bidding process provide flexibility to USACE in their construction contracting. The primary advantages of the design/build methods are a savings of time, a reduction in costs, a reduction in time-consuming and costly disputes, allowing competition between designs, and the ability to award contracts based on quality as well as price. The environmental area, mobilization requirements, and base closure projects were all found to be particularly suitable for design/build use.

Book Alternative Clauses to Standard Construction Contracts

Download or read book Alternative Clauses to Standard Construction Contracts written by James E. Stephenson and published by Aspen Publishers. This book was released on 1990 with total page 444 pages. Available in PDF, EPUB and Kindle. Book excerpt: This valuable reference, edited by one of the most respected names in construction law, presents the modifications and alternative clauses used by experienced attorneys in changing the most frequently discussed and controversial sections of the standard forms. In presenting selected alternative contract clauses to the AIA contracts, this book addresses the concerns of owners, developers, contractors, subcontractors and others who wish to supplement of modify the standard forms, and provides a complete rationale for each suggested modification. Attorneys for the various parties, on a variety of construction projects, can now easily shift project risks and liabilities to better project client interests by employing proven alternative clauses for contracts between owners and architects, and owners and contractors are included, and certain improvements to AIA's cost-plus construction contract forms are presented. the outstanding contributors to this work also address payment disputes that delay damage issues and other frequently contested and amended 'hot spots.' the most comprehensive sourcebook of its kind, Alternative Clauses to Standard Construction Contracts points up the benefits and limitations of each clause as seen from the standpoint of each party involved.

Download or read book Guidebooks for Post award Contract Administration for Highway Projects Delivered Using Alternative Contracting Methods written by Keith Robert Molenaar and published by . This book was released on 2020 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The use of alternative contracting methods (ACMs) has accelerated the delivery of highway design and construction projects. These changes came about through efforts of the Federal Highway Administration (FHWA) and state agencies over the last 30 years. The TRB National Cooperative Highway Research Program's NCHRP Research Report 939: Guidebooks for Post-Award Contract Administration for Highway Projects Delivered Using Alternative Contracting Methods, Volume 3: Research Overview provides the necessary methods and tools to help state agencies better administer Design-Build (D-B) and construction manager-general contractor (CM-GC) contracts on highway construction projects. This Research Report documents the rigorous process followed to produce these two Guidebooks. Vol. 1, on design-build delivery, and Vol. 2, on construction manager-general contractor delivery, are also available."--

Book Impact to Alternative Contracting Methods Using Multivariate Analysis in the Regulatory Environment

Download or read book Impact to Alternative Contracting Methods Using Multivariate Analysis in the Regulatory Environment written by Valerie Rose Riecke Smith and published by . This book was released on 2008 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This research addresses legislative impediments inherent to working in the government construction industry by investigating whether benefits exist when using alternative project delivery methods, and whether legislative limitations allowing the use of alternative project delivery methods impede any such benefits from being realized. The research begins by defining the project delivery method process, and explains in detail the four primary types and how they function. The research then provides a qualitative study that presents the perceived advantages and disadvantages of each method. Then, a second literature review provides an overview of previously published research in project delivery method selection, and examines federal and state legislative trends to establish the growing debate associated with alternative project delivery methods, focusing on the design-build method of project delivery. Finally, a quantitative analysis is presented to test whether federal and state legislative limitations influence the realization of any benefits of alternative project delivery methods, and specifically design-build, for federal projects. Project characteristics from the U.S. General Services Administration Capital Construction Project database are tested. The research suggests that when an alternative project delivery method, specifically design-build, is chosen, there are benefits in time and cost savings, and the ability to use the alternative project delivery method is affected by the removal of federal and state legislative impediments.

Book Alternative Delivery Approaches for Military Medical Construction Projects

Download or read book Alternative Delivery Approaches for Military Medical Construction Projects written by Michael D. Eller and published by . This book was released on 1996-04-01 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this report is to illustrate how the use of alternative project delivery methods (specifically Construction Management and Design/Build) and alternative contracting methods (such as cost-plus-fee contracts and negotiated contracts) can reduce the amount of time it takes to design and build a new military medical facility, as well as reduce the overall cost of the project. The advantages offered by these alternative delivery and contracting methods are set forth, and their applicability within the federal procurement process is discussed. Several recommendations are then given for using these methods for the design and construction of military medical facilities.

Book Recommended Contract Practices for Underground Construction Second Edition

Download or read book Recommended Contract Practices for Underground Construction Second Edition written by Sarah H. Wilson and published by Society for Mining, Metallurgy & Exploration. This book was released on 2019-05-10 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: A successful underground project is one where relationships are strong, the objectives as understood by each party are met or exceeded, and the work product serves its stakeholders and is maintainable in a way that fits with the project vision. High-level metrics for project success relate to safety, quality, schedule, and budget. The first edition of Recommended Contract Practices for Underground Construction has become a valued resource for the underground industry, serving as a concise guide for drafting and implementation of contract provisions. It provided improvements to underground contracting practices during all project stages. It also presented clear roles and responsibilities for project participants to promote better contracts. This second edition was undertaken by the UCA of SME because the industry has undergone numerous changes over the last decade. Changes in tunneling technology, more common use of design-build as a contracting mechanism, and many lessons learned have sparked some creative contract approaches. The recommendations contained in this edition are intended to guide owners and their engineers in developing and administering contracts and to give contractors a better understanding of the rationale behind contract provisions. The goal is that more underground projects in this country can be best projects, where improved relationships and fair contracts enable all project participants to personally invest in cost-effective, profitable projects, ensuring the continued health of the underground industry.
