Book Allocating Conservation Resources Under the Endangered Species Act

Download or read book Allocating Conservation Resources Under the Endangered Species Act written by Christian Langpap and published by . This book was released on 2020 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: We explore the allocation of recovery funds to species listed under the Endangered Species Act. We simulate outcomes from allocations based on the U.S. Fish and Wildlife Service's priority rankings and on rankings used in U.S. states' Wildlife Action Plans developed under the Congressional Wildlife Conservation and Restoration Program. We find that these criteria yield modest improvements over the FWS's current allocations and that documented inconsistencies in these allocations do not have a detrimental impact on the effectiveness of conservation spending. We also find that alternative policy goals--promoting recovery or preventing extinction--imply a tradeoff between increasing the number of Improving species and reducing the number of Extinct species of roughly 2:1.

The Dept. of the Interior delegated its responsibility for the Endangered Species Act to the Fish & Wildlife Service, which established an endangered species program (ESP) within its ecological services program to implement the requirements of the act. This is a review of several aspects of the Service's implementation of the endangered species program. This report provides info. on: (1) how the Service budgets & allocates its ESP funds; & (2) how field office staff spent their time in the ESP in FY 2001. Certain factors were identified that affected the implementation of the endangered species program.

Available in PDF, EPUB and Kindle. Book excerpt: The Endangered Species Act of 1973 was enacted to conserve plant and animal species facing extinction as well as their habitats. The act requires that at-risk species that may be candidates for listing and conservation efforts be identified and listed as threatened or endangered, critical habitat that requires special management be identified, proposed projects that could harm the listed species be mitigated, and plans to improve the status of listed species until they no longer need protection be developed and implemented. The U.S. Fish and Wildlife Service (Service) established an endangered species program within its ecological services program to implement the requirements of the act. The Service budgets separately allocates its endangered species program funds by distinct subcategories corresponding to the program areas of recovery, consultation, candidate conservation, listing, and landowner incentives. The Service maintains these allocations by program area as it distributes funds from headquarters to its regional offices and again as the regional offices distribute funds to their field offices. GAO's survey results showed that in fiscal year 2001, of the total time field staff spent on specific endangered species program activities, consultation accounted for 42 percent and recovery accounted for 28 percent. The remaining 30 percent was spent on candidate conservation, landowner incentives, and listing. These percentages do not reflect the time field staff spent on general endangered species program activities.

Book The Codex of the Endangered Species Act Volume II

Download or read book The Codex of the Endangered Species Act Volume II written by John F. Organ and published by Rowman & Littlefield. This book was released on 2023-11-13 with total page 365 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Endangered Species Act of 1973 (ESA) is one of the most cherished and reviled laws ever passed. It mandates protection and preservation of all the nation’s species and biodiversity, whatever the cost. It has been a lightning rod for controversy and conflicts between industry/business and environmentalists. In this volume, leading Endangered Species Act experts interpret and propose legislative and administrative changes to prepare the ESA for future challenges. They explore regulations on avoiding harm to and producing benefits for species, cooperation between state and federal agencies, scientific analyses, and the necessary politics to enact their ideas. This is a call to action to chart an enlightened future for the Endangered Species Act that embraces the nation’s moral commitment of 50 years ago to address species extinction constructively, mindful of biodiversity, and as a fixture among the nation’s values and needs. The interconnected web of life includes all living species that depend on each other for survival, us among them. The stakes—our very future—are too high to ignore.

Book Proactive Strategies for Protecting Species

Download or read book Proactive Strategies for Protecting Species written by C. Josh Donlan and published by Univ of California Press. This book was released on 2015-03-20 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: Now forty years old, the Endangered Species Act (ESA) remains a landmark act in conservation and one of the worldÕs most comprehensive laws designed to prevent species extinctions and support recovery efforts for imperiled species. A controversial law and often subject to political attack, the ESA is successful overall but not without difficulties. Those who enforce the ESA, for example, struggle to achieve viable recovery goals for many species. At the forefront of challenges is a reactive framework that sometimes leads to perverse incentives and legal battles that strain support and resources. Further, few species have been delisted. Proactive Strategies for Protecting Species explores the perspectives, opportunities, and challenges around designing and implementing pre-listing programs and approaches to species conservation. This volume brings together conservation biologists, economists, private and government stakeholders, and others to create a legal, scientific, sociological, financial, and technological foundation for designing solutions that incentivize conservation action for hundreds of at-risk speciesÑprior to their potential listing under the ESA. This forward-thinking, innovative volume provides a roadmap for designing species conservation programs on the ground so they are effective and take place upstream of regulation, which will contribute to a reduction in lawsuits and other expenses that arise after a species is listed. Proactive Strategies for Species Protection is a guidebook for anyone anywhere interested in designing programs that incentivize environmental stewardship and species conservation.

Book The North American Model of Wildlife Conservation

Download or read book The North American Model of Wildlife Conservation written by Shane P. Mahoney and published by JHU Press. This book was released on 2019-09-10 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: The foremost experts on the North American Model of Wildlife Conservation come together to discuss its role in the rescue, recovery, and future of our wildlife resources. At the end of the nineteenth century, North America suffered a catastrophic loss of wildlife driven by unbridled resource extraction, market hunting, and unrelenting subsistence killing. This crisis led powerful political forces in the United States and Canada to collaborate in the hopes of reversing the process, not merely halting the extinctions but returning wildlife to abundance. While there was great understanding of how to manage wildlife in Europe, where wildlife management was an old, mature profession, Continental methods depended on social values often unacceptable to North Americans. Even Canada, a loyal colony of England, abandoned wildlife management as practiced in the mother country and joined forces with like-minded Americans to develop a revolutionary system of wildlife conservation. In time, and surviving the close scrutiny and hard ongoing debate of open, democratic societies, this series of conservation practices became known as the North American Model of Wildlife Conservation. In this book, editors Shane P. Mahoney and Valerius Geist, both leading authorities on the North American Model, bring together their expert colleagues to provide a comprehensive overview of the origins, achievements, and shortcomings of this highly successful conservation approach. This volume • reviews the emergence of conservation in late nineteenth–early twentieth century North America • provides detailed explorations of the Model's institutions, principles, laws, and policies • places the Model within ecological, cultural, and socioeconomic contexts • describes the many economic, social, and cultural benefits of wildlife restoration and management • addresses the Model's challenges and limitations while pointing to emerging opportunities for increasing inclusivity and optimizing implementation Studying the North American experience offers insight into how institutionalizing policies and laws while incentivizing citizen engagement can result in a resilient framework for conservation. Written for wildlife professionals, researchers, and students, this book explores the factors that helped fashion an enduring conservation system, one that has not only rescued, recovered, and sustainably utilized wildlife for over a century, but that has also advanced a significant economic driver and a greater scientific understanding of wildlife ecology.
