This report, a dispassionate assessment of Operation Allied Force, provides perspectives from both sides of the Atlantic as well as political and military implications. The campaign highlighted the growing gap between U.S. military capabilities and those of Europe, the potential consequences of joining a limited-objective operation that expands to undesirable proportions and duration, the absence of consensus both within the U.S. military and the Alliance on the best use of air power, the vulnerabilities of a multimember military coalition engaged in an essentially humanitarian operation facing an adversary fighting for its survival, and the limitations inherent in a fight-and-negotiate strategy that left an unrepentant adversary in power. The report concludes that the European allies can expect continued emphasis on the Defense Capabilities Initiative, a U.S. plan adopted by NATO that stresses the need for all NATO forces to be interoperable, deployable, and sustainable. Furthermore, the Europeans must reverse recent trends of defense reductions and invest more in order to realize major improvements in defense capabilities.

They perceived little, if any, place for such units in official Army doctrine. Yet others have contended that a broader, more intelligent use of special operations would have hastened the triumph of Allied arms during World War II. In their eyes, the experience gained by the U.S. Army in the field during the war was important and foreshadowed the shape of future military operations.

Book excerpt: This research paper examines how special operations were conducted in Yugoslavia during WWII; how did the operational art conducted fit into Allied grand strategy; and how effective were these operations? These operations were conducted using multinational, coalition forces, and for this reason the lessons from this examination are relevant to warriors today. Conducting military operations almost always involve a scarcity of forces. This scarcity forces difficult decisions in development of strategic goals and conduct of operations. This difficulty is further compounded when coalition forces involve multiple nations, each with their own priorities. This is the situation that existed in WWII. The US wanted a concentrated invasion of NW Europe, while Britain and Russia were interested in a multi-front battle of attrition against the Axis, featuring a Balkan invasion. There were inadequate forces to commit to an invasion of the Balkans, but there was an opportunity to divert Axis strength from other fronts. This paper will look at Allied operations in Yugoslavia (typical Balkan operations) and analyze: 1.) the unique contextual factors influencing special operations in the Balkans during WWII, 2.) operational art factors of this unconventional employment of airpower in the politically divided region, and 3.) the success and/or failure of military planners and commanders in deriving military from strategic objectives and in attaining these objectives. The analysis and conclusions will examine the logic and congruence of these operations to the respective strategy and will highlight contextual influences (aircraft and equipment capabilities, weather, logistics) on the success of these operations to meet the strategic objective.

The presence of ground forces from so many coalition partners allowed U.S. combat forces to focus their generally superior capabilities in more contested sections of the country. This division of labor served American ends while still ensuring that our partners performed vital work that fully justified their commitment to Iraq's security. These combined operations also strengthened the ties between countries and improved the quality of interoperability between U.S. and coalition troops. Allied support played an important role in stabilizing the situation in Iraq. This short study also underscores the significant challenges that U.S. Army planners faced in Iraqi Freedom in integrating a host of different military partners into U.S. operational plans. Similar issues of working together in a complex military environment will doubtless reoccur in future operations, but the benefits of assembling such coalitions will almost certainly outweigh the problems. The United States cannot fight alone in the current operational environment, and improving the quantity and quality of our interaction with our international partners should continue to be a high priority. Book excerpt: This case study analyzes the role of operational art in Allied operations at Anzio, Italy and the battle for Rome (January 22-June 4, 1944). As part of the Allied Campaign in Italy, the amphibious assault on Anzio-code-named Operation Shingle, and the subsequent drive to Rome remains one of the most controversial military operations in history. Although the Allies eventually captured Rome from the Germans, the failure to use 'operational thinking' led to a poorly planned and executed operation. Most historical accounts blame the failures at Anzio on the lack of aggressiveness by the Operation Shingle commander Major General John P. Lucas. However, when viewed in the larger context of the strategy to defeat Germany and the Allied Campaign in Italy, Operation Shingle is a showcase of failure at the operational level of war. Political rather than military considerations drove Shingle-dooming the operation from the start. Anzio demonstrates the importance of linking tactical actions to operational and strategic objectives. At the strategic level of war, the Allies had a sound strategy to defeat Germany. However, at the operational level of war, the decision to launch Shingle did not adequately assess risk. In operational design, commanders failed to define an objective, lacked sufficient mass, and did not include alternative plans based on potential enemy actions. During planning and preparation, the Allies misjudged the enemy's center of gravity and failed to exploit valuable intelligence. During execution, operational leadership lacked initiative. Finally, the complexity and tensions created by the combined operation made unity of effort difficult. These lessons should benefit future operations.

The authors present a data-based historical overview of the U.S. experience in coalition operations with NATO allies up to 1999 and seek to provide a deeper understanding of interoperability through the answers to several key questions: For what missions is interoperability required? With which NATO allies is interoperability required? For what capabilities and services is interoperability required? Detailed case-study analyses of coalition operations in Southwest Asia, Bosnia, Somalia, and Rwanda identify key interoperability challenges and workarounds (short-term solutions) at the strategic, operational, tactical, and technological levels, and provide relevant lessons for meeting these challenges and improving the interoperability of U.S. and NATO air and C3ISR capabilities.
