Although partnering with another terrorist organization has the potential to bolster operational effectiveness, efficiency, and prestige, international alliances may expose partners to infiltration, security breaches, or additional counterterrorism attention. Alliances between such organizations, which are suspicious and secretive by nature, must also overcome significant barriers to trust—the exposure to risk must be balanced by the promise of increased lethality, resiliency, and longevity. In Why Terrorist Groups Form International Alliances, Tricia Bacon argues that although it may seem natural for terrorist groups to ally, groups actually face substantial hurdles when attempting to ally and, when alliances do form, they are not evenly distributed across pairs. Instead, she demonstrates that when terrorist groups seek allies to obtain new skills, knowledge, or capacities for resource acquisition and mobilization, only a few groups have the ability to provide needed training, safe haven, infrastructure, or cachet. Consequently, these select few emerge as preferable partners and become hubs around which other groups cluster. According to Bacon, shared enemies and common ideologies do not cause alliances to form but create affinity to bind partners and guide partner selection. Bacon examines partnerships formed by the Popular Front for the Liberation of Palestine, Al-Qaida, and Egyptian jihadist groups, among others, in a series of case studies spanning the dawn of international terrorism in the 1960s to the present. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Nineteen days after the attacks, President George W. Bush addressed a joint session of Congress and stated, "Our war on terrorism begins with Al Qaeda, but does not end there. It will not end until every terrorist group of global reach has been found, stopped, and defeated."I n essence, the president confirmed the opening of the US-led global war on terrorism (GWOT). Unlike previous experiences in which the United States has gone to war, in this new era of warfare, the enemy is fundamentally different. In the past, the United States went to war against nations, regimes, and alliances. In stark contrast within the parameters of the GWOT, the enemy is not a traditional nation-state, regime, or alliance structure. Rather, non-state actors seek to use terrorism and violence to advance their political, theological, and ideological agendas. Since the entire international community structure has been and is based upon traditional nation-states, the GWOT era presents some specific legal, political, and social complications. The objective of this study, however, is to analyze how the terrorist organizations have adapted to the actions taken by the United States and its international allies to win the war on terrorism. Since 11 September 2001, the United States and its allies have pursued terrorist organizations by using a wide variety of law enforcement, financial, military, and diplomatic tools. While the conglomerate of actions taken by the US-led coalition have impacted the organizational structure, finances, and operations of terrorist regimes, these non-state actor remain flexible, resilient, and adaptive in the current security environment.

How does international burden-sharing in this context look like: between the rich and the poor; the big and the small? These are the questions Marina E. Henke addresses in her new book Constructing Allied Cooperation. Through qualitative and quantitative analysis of 80 multilateral military coalitions, Henke demonstrates that coalitions do not emerge naturally. Rather, pivotal states deliberately build them. They develop operational plans and bargain suitable third parties into the coalition, purposefully using their bilateral and multilateral diplomatic connections—what Henke terms diplomatic embeddedness—as a resource. As Constructing Allied Cooperation shows, these ties constitute an invaluable state capability to engage others in collective action: they are tools to construct cooperation. Pulling apart the strategy behind multilateral military coalition-building, Henke looks at the ramifications and side effects as well. As she notes, via these ties, pivotal states have access to private information on the deployment preferences of potential coalition participants. Moreover, they facilitate issue-linkages and side-payments and allow states to overcome problems of credible commitments. Finally, pivotal states can use common institutional contacts (IO officials) as cooperation brokers, and they can convert common institutional venues into fora for negotiating coalitions. The theory and evidence presented by Henke force us to revisit the conventional wisdom on how cooperation in multilateral military operations comes about. The author generates new insights with respect to who is most likely to join a given multilateral intervention, what factors influence the strength and capacity of individual coalitions, and what diplomacy and diplomatic ties are good for. Moreover, as the Trump administration promotes an "America First" policy and withdraws from international agreements and the United Kingdom completes Brexit, Constructing Allied Cooperation is an important reminder that international security cannot be delinked from more mundane forms of cooperation; multilateral military coalitions thrive or fail depending on the breadth and depth of existing social and diplomatic networks.
