Book excerpt: By directly challenging existing accounts of post-World War II relations among the United States of America, the United Kingdom, Australia, and New Zealand, Divided Allies is a significant contribution to transnational and diplomatic history. At its heart, Divided Allies examines why strategic cooperation among these closely allied Western powers in the Asia-Pacific region was limited during the early Cold War. Thomas K. Robb and David James Gill probe the difficulties of security cooperation as the leadership of these four states balanced intramural competition with the need to develop a common strategy against the Soviet Union and the new communist power, the People's Republic of China. Robb and Gill expose contention and disorganization among non-communist allies in the early phase of containment strategy in Asia-Pacific. In particular, the authors note the significance of economic, racial, and cultural elements to planning for regional security and they highlight how these domestic matters resulted in international disorganization. Divided Allies shows that, amidst these contentious relations, the antipodean powers Australia and New Zealand occupied an important role in the region and successfully utilized quadrilateral diplomacy to advance their own national interests, such as the crafting of the 1951 ANZUS collective security treaty. As fractious as were allied relations in the early days of NATO, Robb and Gill demonstrate that the post-World War II Asia-Pacific was as contentious, and that Britain and the commonwealth nations were necessary partners in the development of early global Cold War strategy.

As such, the Combined Chiefs of Staff was probably the most important international organization of the Twentieth Century. Readers will get a good view of the personalities of the principals, such as Field Marshal Sir Alan Brooke and Fleet Admiral Ernest J. King. The book provides insight into the relationships between the Combined Chiefs of Staff and Allied theater commanders, the role of the Combined Chiefs regarding economic mobilization, and the bitter inter-Allied strategic debates in regard to OVERLORD and the war in the Pacific. This book is a must-read for anyone interested in the British American alliance in World War II. Careful attention is paid in the book to the three organizations that contributed the principal membership of the Combined Chiefs of Staff; i.e., the U.S. Joint Chiefs of Staff, the British Chiefs of Staff Committee, and (in the case of Sir John Dill) the British Joint Staff Mission in Washington. After providing a biographical background of the principal member so the Combined Chiefs of Staff, Rigby provides information on wartime Washington, D.C. as the home base for the Combined Chiefs of Staff organization. Detailed information is given regarding the Casablanca Conference, but the author is careful to distinguish between the formal nature of the big Allied wartime summit meetings and the much less formal day-to-day give and take which characterized British-American strategic debates between the British Joint Staff Mission in Washington and the U.S. Joint Chiefs of Staff. Indeed, it is a major contention of the book that it is critical to remember that more than half of the meetings of the Combined Chiefs of Staff took place in Washington, D.C. in a regularly scheduled weekly pattern and not at the big Allied conferences such as Yalta. The role of the Combined Chiefs of Staff in directing the war in the Pacific and in planning the OVERLORD cross-channel invasion of western Europe, respectively, is covered in detail. These were the two most contentious issues with which the Combined Chiefs of Staff had to deal. Rigby attempts to answer the question of why two combative, fearless, warriors like Churchill and Brooke would be so unwilling to go back across the Channel, and to explain the tug-of-war the British Chiefs of Staff had to conduct with Churchill before a British battle fleet could join the American Central Pacific Drive late in the war. The book also provides a wealth of information on the role played by members of the Combined Chiefs of Staff in the spheres of economic mobilization and wartime diplomacy. Most of all, what Allied Master Strategists does is to give the Combined Chiefs of Staff what they have long deserved—a book of their own; a book that is not weighted towards the U.S. Joint Chiefs on the one hand or the British Chiefs of Staff on the other; a book that is not strictly a “naval” book, an “army” book, or an “air” book, but a book that like the western alliance during World War II, is truly “combined” in an international as well as an interservice manner.

Most important of all, in World War II soldiers became governors in a much broader sense than ever before—so much more than was foreseen that the Army's specialized training proved scant preparation for perhaps the most important phase of their role. They became not merely the administrators of civilian life for the Army's immediate needs but at the same time the executors and at times even, by force of circumstances, the proposers of national and international political policy. This broader role arose from the fact that in World War II the Allies strove to realize from the very beginning of occupation political aims that had usually not been implemented during war or, if during war at all, not until active hostilities had ended. Thus, in enemy countries civil affairs officials were immediately to extirpate totalitarian governmental and economic systems, in liberated countries they were as soon as possible to aid in restoring indigenous systems and authorities, and in both types of countries they were to make an all-out effort to effect gradual transition toward the envisaged postwar national and international order.

Emily Marker maps the horizons of belonging in postwar France as leaders contemplated the inclusion of France's old African empire in the new Europe-in-the-making. European integration intensified longstanding structural contradictions of French colonial rule in Africa: Would Black Africans and Black African Muslims be French? If so, would they then also be European? What would that mean for republican France and united Europe more broadly? Marker examines these questions through the lens of youth, amid a surprising array of youth and education initiatives to stimulate imperial renewal and European integration from the ground up. She explores how education reforms and programs promoting solidarity between French and African youth collided with transnational efforts to make young people in Western Europe feel more European. She connects a particular postwar vision for European unity—which coded Europe as both white and raceless, Christian and secular—to crucial decisions about what should be taught in African classrooms and how many scholarships to provide young Africans to study and train in France. That vision of Europe also informed French responses to African student activism for racial and religious equality, which ultimately turned many young francophone Africans away from France irrevocably. In Rising Titans, Falling Giants Joshua R. Itzkowitz Shifrinson focuses on the policies that rising states adopt toward their declining competitors in response to declining states’ policies, and what that means for the relationship between the two. Rising Titans, Falling Giants integrates disparate approaches to realism into a single theoretical framework, provides new insight into the sources of cooperation and competition in international relations, and offers a new empirical treatment of great power politics at the start and end of the Cold War. Shifrinson challenges the existing historical interpretations of diplomatic history, particularly in terms of the United States-China relationship. Whereas many analysts argue that these two nations are on a collision course, Shifrinson declares instead that rising states often avoid antagonizing those in decline, and highlights episodes that suggest the US-China relationship may prove to be far less conflict-prone than we might expect.
