Certains de ses dirigeants avouent une foi européenne déclinante et insistent sur un respect de plus en plus strict de la souveraineté des États. Berlin soutient désormais la vision française d’une gouvernance économique de l’euro, mais ne la conçoit que dans un cadre intergouvernemental. Alors que l’engagement européen de l’Allemagne paraît plus incertain, son ancrage transatlantique se fissure. Présent sur de nombreux théâtres, Berlin refuse de s’engager dans des opérations de combat et ne semble toujours pas décidé à doter son armée de moyens crédibles face aux crises. Son abstention à l’ONU lors du vote sur la crise libyenne s’inscrit dans une culture de retenue honorable, mais qui l’éloigne de ses partenaires américain et français, alors qu’il se rapproche des nouveaux centres de pouvoir, Russie ou Chine. Trop forte pour un repli sur soi, trop faible pour les attentes – parfois excessives – de ses partenaires, l’Allemagne demeure une puissance malgré elle.

The history of Europe in the 20th century is marked by several dualisms, traces of which continue to characterize the European Union. For a better understanding of the current problems of European integration, these dualisms should be studied in their historical context. This book is organized around four axes: Eastern Europe versus Western Europe, Europe as a dream versus Europe as a reality, Political Europe(s) versus Economic Europe(s), Europe as a power versus Europe as an instrument of power. The present work gathers the proceedings of the 3rdinternational conference of the RICHIE association (International Network of Young Researchers in European Integration History). The conference took place in Naples (Italy) in December 2007, and brought together young scholars from all over Europe to present their current research on this topic.

The first one concerns the part played by the United States and that country's action on the international scene. This, in turn, leads to the subsequent query: Did the productivity missions constitute tools for modernisation, or were they devices of domination?
