Book excerpt: Until the mid-1950s nearly all the waters lying between the far-flung islands of the Indonesian archipelago were as open to the ships of all nations as the waters of the great oceans. In order to enhance its failing sovereign grasp over the nation, as well as to deter perceived external threats to Indonesia’s national integrity, in 1957 the Indonesian government declared that it had “absolute sovereignty” over all the waters lying within straight baselines drawn between the outermost islands of Indonesia. At a single step, Indonesia had asserted its dominion over a vast swathe of what had hitherto been seas open to all, and made its lands and the seas it now claimed a single unified entity for the first time. International outrage and alarm ensued, expressed especially by the great maritime nations. Nevertheless, despite its low international profile, its relative poverty, and its often frail state capacity, Indonesia eventually succeeded in gaining international recognition for its claim when, in 1982, the United Nations Convention on the Law of the Sea formally recognized the existence of a new category of states known as “archipelagic states” and declared that these states had sovereignty over their “archipelagic waters”. Sovereignty and the Sea explains how Indonesia succeeded in its extraordinary claim. At the heart of Indonesia’s archipelagic campaign was a small group of Indonesian diplomats. A bare-bones text originally intended as a temporary measure, it did little beyond establish basic state organs, including a powerful presidency. It did not offer citizens real guarantees or protections. These weaknesses were ruthlessly exploited by the military-backed regime that President Soeharto headed from 1966 until his fall in 1998. The (first ever) amendments to the Constitution, which began the following year and were completed in 2002, changed all this. Enlarging and rethinking the Constitution, they ushered in a liberal democratic system based around human rights, an open society and separation of powers. These reforms also created a Constitutional Court that has provided Indonesia's first judicial forum for serious debate on the interpretation and application of the Constitution, as well as its first significant and easily-accessible body of detailed and reasoned judgments. Today, Indonesian constitutional law is rich, sophisticated and complex. This book surveys this remarkable constitutional transition, assessing the implementation of Indonesia's new constitutional model and identifying its weaknesses. Indonesian female migrants dominate the island’s economic landscape both as factory workers and as prostitutes servicing working class tourists from Singapore. Indonesians also move across the border in search of work in Malaysia and Singapore as plantation and construction workers or maids. Export processing zones such as Batam are both celebrated and vilified in contemporary debates on economic globalization. The Anxieties of Mobility moves beyond these dichotomies to explore the experiences of migrants and tourists who pass through Batam. Johan Lindquist’s extensive fieldwork allows him to portray globalization in terms of relationships that bind individuals together over long distances rather than as a series of impersonal economic transactions. He offers a unique ethnographic perspective, drawing together the worlds of factory workers and prostitutes, migrants and tourists, and creating a compelling account of everyday life in a borderland characterized by dramatic capitalist expansion. The book uses three Indonesian concepts (merantau, malu, liar) to shed light on the mobility of migrants and tourists on Batam. The first refers to a person’s relationship with home while in the process of migration. The second signifies the shame or embarrassment felt when one is between accepted roles and emotional states. The third, liar, literally means "wild" and is used to identify those who are out of place, notably squatters, couples in premarital cohabitation, and prostitutes without pimps. These sometimes overlapping concepts allow the book to move across geographical and metaphorical boundaries and between various economies. The Anxieties of Mobility is an ideal text for courses dealing with gender, globalization, and anthropology. New types of populist street based organisations have emerged that combine predatory rent-seeking with claims of representing marginalised social and economic groups. Based on extensive fieldwork in Jakarta this book provides a comprehensive analysis of the changing relationship between gangs, militias and political power and authority in post-New Order Indonesia. It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia’s decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia’s post-authoritarian political landscape.
