The remainder, and by far the larger part of the volume, is based upon personal observation and research, made during an official residence of severalyears in the Territory, during which time I personally visited all the different sections referred to for the special purpose of in vestigation and report. Concerning my estimate of the natural resources of these different sec tions, I am wholly content to await the confirma tion that certainly lies withinthe near future. F. The act creating a civil government for Alaska, approved May 17, 1884, created a land district and put in full force and effect the general mining laws, but expressly declared that nothing contained in said act should be construed to put in force the general land laws of the United States. The act of March 3, 1891 (26 Stat, 1095; Appendix 42, p. 193), provides for the survey and entry of lands for trading and manufacturing purposes and for town sites only. To carry into effect the provisions of this act the Secretary of the Interior was authorized to prescribe the necessary rules and regulations, which are as follows: 1. Applications for surveys must be made in writing, by the person entitled to purchase land under said act, or by the authorized agent of the association or corporation so entitled. The application must particularly describe the character of the land sought to be surveyed, and, as accurately as possible, its geographical position, with the character, extent, and approximate value of the improvements. If a private survey had previously been made of the land occupied by the applicant, a copy of the plat and field notes 227 of such survey should accompany the application, which must also state that the land contains neither coal nor the precious metals, with reasons for such statement; that no part of the land described in the application includes improvements made by or in possession of another, prior to the passage of said act; that it does not include any land to which natives of Alaska have prior rights, by virtue of actual occupation; that it does not include a portion of any town site or lands occupied by missionary stations, or any lands occupied or reserved by the United States for public purposes, or...

Book excerpt: Excerpt from Alaska and Its Resources The purpose of this volume has been to comprise in a small compass the most valuable part of the present knowledge of Alaska. The writer has specially endeavored to convey as much information as his scope would allow, in regard to the native inhabitants, history, and resources of the country. This end has been kept steadily in view, perhaps at the risk of dulness. The greatest care has been taken to verify such facts as have not come under the personal observation of the writer. Toward this end every accessible work containing information in regard to the country has been consulted in the original. Where authorities have differed, the statements thought most worthy of confidence, or such as best agreed with the experience of the author, have been adopted. Many discrepancies have been reconciled, and not a few errors have been corrected. Mistakes to a certain extent are inevitable, but it is hoped that, in all important points, the statements herein made will stand the test of time and future observation. Many of the conclusions in regard to the natives may seem, to the superficial observer, unwarranted; indeed, the author found, during a second year's experience, that not a few of his earlier impressions were erroneous, and constant intercourse with the natives, during that year while isolated from other white men, enabled him to clear up many doubtful points which previous observations had left unsettled. The geographical information here recorded is, of necessity, partly approximate. With a base upon which to found future observations, it is to be hoped that accurate determination of many points will not long be delayed. Were he to make a brief excursion into the almost impenetrable forests and over the hills and mountains he would quickly perceive that along the river alone exist the conditions necessary to sustain life throughout the year. The small rivulets of the interior, and the vast swampy plains covered with snow for seven or eight months of the year, are only visited by the trapper and hunter when the skins of the marten, mink, and musk-rat are in their prime. Tere the mountains are higher along the upper courses of the Yukon and the Tennanah game is more abundant and the inhabitants are less dependent upon the river and its fish. Book excerpt: Excerpt from Alaska, Vol. 2: History, Geography, Resources The geographer Gerhard Friedrich Muller during his researches in Siberia about 1750, ransacked the archives of Yakutsk and other East Siberian settlements for records of early explorations. His extracts from them are all that are saved to us of those invaluable reports, the originals of which were long since destroyed by the fires which have repeatedly ravaged the cities of eastern Siberia. Among these extracts is found one relating to the journey of Peter Iliunsen Popofi who was sent to East Cape in January, 1711, with two interpreters, to endeavor to in duce the obstinate Chukchi natives to pay tribute, and to obtain such information about the region as could be se cured. The party returned to the trading post on the Anadyr River in the following September. They had not been able to convince the Chukchi that there was any suffi cient reason for paying tribute, but they brought back, among other items of information, the news that beyond the islands 06 the Chukchi peninsula lay a large conti nent, forested, inhabited, with great rivers, where were a people with tails like dogs, wearing skin clothing, and living upon wild reindeer and sea animals. The learned academician apologizes for recording this fable of the wild Chukchi, which, however, carries with it the confirmation of the story of Popofi's visit since we now know that it is a common practice of the American Eskimo to wear the tail of a wolf or dog at the back of his girdle on cere monial occasions, or while traveling. This is the first authentic mention of the continent east of Bering Strait and its inhabitants, though mention had been made by earlier explorers of accounts by the Chuk chi of the Diomede and St. Lawrence Islands.
