Book excerpt: In the early 18th century, the Dutch colony of Suriname was the envy of all others in the Americas. There, seven hundred Europeans lived off the labor of over four thousand enslaved Africans. Owned by men hell-bent for quick prosperity, the rich plantations on the Suriname river became known for their heights of planter comfort and opulence--and for their depths of slave misery. Slaves who tried to escape were hunted by the planter militia. If found they were publicly tortured. Gradually slaves began to form outlaw communities until nearly one out of every ten Africans in Suriname was helping to build rebel villages in the jungle. This book relates the history of a nation founded by escaped slaves deep in the Latin American rain forest. It tells of their battles for independence, their uneasy truce with the colonial government, and the attempt of their leader, Alabi, to reconcile his people with white law and a white God.

The Seven Provinces were the first European power, in the first half of the 17th century, to challenge the Iberian countries directly for a share in the slave trade. This book analyzes the philosophy underlying this transoceanic link, when contacts with Africa started to be developed. The ambiguous morality of the `air of liberty? governing the Afro-Portuguese past had its impact on the creole cultures (white, black, Jewish) of the Dutch territories of Suriname and Curacao. Although this influence is gradually disappearing, it is astonishing to witness the engagement with which writers and visual artists have interpreted this heritage in their different ways. Recent narratives from Angola and Brazil offer an appropriate starting-point for an examination of strategies of self-representation and national consolidation in works by authors from the Dutch Caribbean. In order to reveal this complex historical pattern, the (formerly) Dutch-related port communities are conceived of as cultural agents whose `lettered cities? Book excerpt: This paper generally lends support to the arguments advanced by Awonusi (1989, 1990, 2004) and others in favour of an endornormative as opposed to an exonormative standard for English pronunciation in Nigeria. They include the fact that the existing, exonormative standard, British Received Pronunciation (RP), has undergone and is still undergoing changes in its homeland, and is not homogeneous. The heightened social mobility of today’s world perhaps works against the demarcation and homogenization of language varieties, and this is all the more true of the varieties or lects that have been proposed for Nigerian English when these are related, more or less explicitly, to educational attainment. Major attention is given in the paper to a schema of basilect, mesolect, and acrolect presented by Ugorji (2010), with a focus on his account of vowels and his presentation of a mechanism derived from optimality theory for evaluating vowels in contention. The basilect and the mesolect are found to be so close to each other that they might be combined. There would then be just two varieties. In contrast, the acrolect is close to British RP, albeit with many variants due to the conflict of two standardising forces, i.e. British RP and the basilect-mesolect. The vowel system of an officially adopted endonormative standard – ‘Nigerian RP’ – would mainly be the same as that of British RP, but the optimality mechanism could be employed to give preference to some of the Nigerian variants for inclusion in it.

Book excerpt: Agricultural extension plays a number of important roles in the growth and transformation of the agricultural sector, including improving agricultural productivity and food security and reducing hunger and malnutrition. Extension programs and interventions that will achieve significant impacts in terms of behavior and practice changes, as well as agricultural productivity increase, will succeed as a result of suitable policy formulation and an effective implementation process. Ultimately, agricultural extension reform requires policy vision and determination and a state-level strategy that can be implemented. This paper documents issues, challenges, constraints, and potential solutions and opportunities in implementing the national extension policy (NEP) at the state level in Nigeria, using Cross River State as a case study. We use both quantitative and qualitative methods, in the form of descriptive statistical analysis and an inclusive consultative process with a focus on the multistakeholder participatory model, respectively. The descriptive results show that, generally, there is low access to agricultural extension service across commodities and their respective values chains in Cross River State. We also document interesting insights from the multistakeholder consultative process. We find that collaboration and partnership between private and public extension service providers is key to developing a sustainable extension, advisory, and support service in Cross River State. We also found that coordination and standardization of the activities of the extension service providers is a way to avoid pollution of the agricultural innovation system in the state. Funding of extension services is another important factor affecting the effective implementation of the NEP. We therefore suggest that agricultural extension services can be funded through decentralization, involvement of farmers’ associations and nongovernmental organizations, contracting out of extension services, public-private partnerships, privatization, and embedding advisory services in other types of contracts. The results of this study further validate our approach of using multistakeholder engagement at the state level as an effective and insightful method of implementing the NEP at the state level.

Book excerpt: Urban population growth is extremely rapid across Africa and this book places urban food and nutrition security firmly on the development and policy agenda. It shows that current efforts to address food poverty in Africa that focus entirely on small-scale farmers, to the exclusion of broader socio-economic and infrastructural approaches, are misplaced and will remain largely ineffective in ameliorating food and nutrition insecurity for the majority of Africans. Using original data from the African Food Security Urban Network’s (AFSUN) extensive database it is demonstrated that the primary food security challenge for urban households is access to food. Already linked into global food systems and value chains, Africa’s supply of food is not necessarily in jeopardy. Rather, the widespread poverty and informal urban fabric that characterizes Africa’s emerging cities impinge directly on households’ capacity to access food that is readily available. Through the analysis of empirical data collected from 6,500 households in eleven cities in nine countries in Southern Africa, the authors identify the complexity of factors and dynamics that create the circumstances of widespread food and nutrition insecurity under which urban citizens live. They also provide useful policy approaches to address these conditions that currently thwart the latent development potential of Africa’s expanding urban population.

Despite this scarcity, there remain numerous problems associated with the excessive and inappropriate use of phosphorus leading to non-point source pollution and eutrophication of natural waters. Identifying appropriate systems for managing soil phosphorus and reducing the risks of eutrophication are needed to minimize the environmental risks. This book focuses on the availability and recycling of phosphorus; regulatory and policy issues of sustainable phosphorus use; and water quality management in agroecosystems pertaining to phosphorus. Sections are dedicated to global phosphorus reserves; cycling and pathways of phosphorus; phosphorus in agriculture; human dimensions and policy intervention; and research and development priorities. Phosphorus is a finite but crucial resource and is an essential element to all life. Sub-optimal availability and nutrient imbalance in the root zone can adversely impact plant growth, and the quality of food and feed grown on these soils. However, the proven reserves of phosphorus can hardly be adequate for a few centuries only. Yet, its misuse and mismanagement has caused severe problems of eutrophication of water and pollution of the environment. Thus, judicious management of soil phosphorus is essential. This volume is specifically devoted to availability and recycling of phosphorus, regulatory/policy issues of sustainable use of phosphorus, and management in agroecosystems in the context of maximizing the use efficiency and minimizing the environmental risks of water quality.
