They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Book Evaluation of the Multifunction Phased Array Radar Planning Process

Download or read book Evaluation of the Multifunction Phased Array Radar Planning Process written by National Research Council and published by National Academies Press. This book was released on 2008-09-14 with total page 91 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Multifunction Phased Array Radar (MPAR) is one potentially cost-effective solution to meet the surveillance needs and of several agencies currently using decades-old radar networks. These agencies including the National Oceanic and Atmospheric Administration s (NOAA) National Weather Service (NWS), the Federal Aviation Administration (FAA), the Department of Defense (DOD) and the Department of Homeland Security (DHS) have many and varied requirements and possible applications of modern radar technology. This book analyzes what is lacking in the current system, the relevant capabilities of phased array technology, technical challenges, cost issues, and compares possible alternatives. Both specific and overarching recommendations are outlined.

Available in PDF, EPUB and Kindle. Book excerpt: The Federal Aviation Administration (FAA) estimates that it will need $13 billion over the next 7 years to continue its modernization program. However, persistent acquisition problems raise questions about the agency's ability to field new equipment within cost, schedule, and performance parameters. This report discusses how organizational culture has contributed to the persistent acquisition problems at the FAA. Presents a recommendation on the steps that FAA can take to strengthen its acquisition management by changing its organizational culture.

Book Acquisition of the Joint Surveillance Target Attack Radar System

Download or read book Acquisition of the Joint Surveillance Target Attack Radar System written by and published by . This book was released on 1994 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Joint Surveillance Target Attack Radar System (STARS) is a joint Air Force and Army program with the Air Force designated as the lead Military Department. Joint STARS is a surveillance, battle-management, and target attack support system being developed to detect, locate, and track moving and stationary targets located beyond the forward line of our troops. The program includes 20 aircraft and 95 ground station modules that interact with aircraft. The Joint STARS has an estimated total life-cycle cost of about $24.5 billion (then-year dollars). Objectives. The audit objective was to evaluate the overall acquisition management of the Joint STARS program. Specifically, the audit determined the adequacy of efforts to develop an economical and efficient system and to prepare the Joint STARS aircraft and ground systems for production and deployment.

Book Airport Surveillance Radar Model 11 ASR 11 System Test Plan

Download or read book Airport Surveillance Radar Model 11 ASR 11 System Test Plan written by and published by . This book was released on 2000 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document presents the plan for the system test of the Airport Surveillance Radar Model 11 (ASR-11) radar system at Stockton, California, and Eglin Air Force Base, Florida. System integration tests and system operational tests will be conducted in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) guidelines to assess the ASR-11's is operational suitability and effectiveness when integrated into the National Airspace System (NAS) System integration tests address the ASR-11 interfaces with other NAS subsystems and the end-to-end performance of the ASR-11 when operated in NAS. These performance tests are designed to verify that the ASR-11 meets both NAS-SS-1000 and ASR-11 system requirements. System operational tests will measure the suitability and effectiveness of the ASR-11 operating in NAS.

Book Weather Radar Technology Beyond NEXRAD

Download or read book Weather Radar Technology Beyond NEXRAD written by National Research Council and published by National Academies Press. This book was released on 2002-08-31 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: Weather radar is a vital instrument for observing the atmosphere to help provide weather forecasts and issue weather warnings to the public. The current Next Generation Weather Radar (NEXRAD) system provides Doppler radar coverage to most regions of the United States (NRC, 1995). This network was designed in the mid 1980s and deployed in the 1990s as part of the National Weather Service (NWS) modernization (NRC, 1999). Since the initial design phase of the NEXRAD program, considerable advances have been made in radar technologies and in the use of weather radar for monitoring and prediction. The development of new technologies provides the motivation for appraising the status of the current weather radar system and identifying the most promising approaches for the development of its eventual replacement. The charge to the committee was to determine the state of knowledge regarding ground-based weather surveillance radar technology and identify the most promising approaches for the design of the replacement for the present Doppler Weather Radar. This report presents a first look at potential approaches for future upgrades to or replacements of the current weather radar system. The need, and schedule, for replacing the current system has not been established, but the committee used the briefings and deliberations to assess how the current system satisfies the current and emerging needs of the operational and research communities and identified potential system upgrades for providing improved weather forecasts and warnings. The time scale for any total replacement of the system (20- to 30-year time horizon) precluded detailed investigation of the designs and cost structures associated with any new weather radar system. The committee instead noted technologies that could provide improvements over the capabilities of the evolving NEXRAD system and recommends more detailed investigation and evaluation of several of these technologies. In the course of its deliberations, the committee developed a sense that the processes by which the eventual replacement radar system is developed and deployed could be as significant as the specific technologies adopted. Consequently, some of the committee's recommendations deal with such procedural issues.
