These concerns have energized economic research on three aspects of airline safety. First, has the level of airline safety declined since deregulation? Research on this topic investigates whether heightened public concerns about air safety derive from objective increases in accident risks. Second. what accounts for differences in safety performance across carriers? This literature analyzes heterogeneity in carriers' safety records as a means of learning about factors that influence safety performance. Third, how do markets respond to airline accidents? This work explores the effectiveness of market incentives in constraining the safety provision of firms. This paper describes our progress in answering each of these queries.

Yet, with the entry of many new small airlines and trucking firms facing the financial pressures of competition, many legislators fear that public safety will be reduced due to compromises in maintenance, equipment replacement, recruitment and training. This volume examines the theoretical and empirical issues involved in the debate on the relationship between safety and economic performance in the airline and trucking industries. Contributors discuss such factors as the role of government as provider of safety oversight personnel and airport and road space quality, and conclude that the government has not acted quickly enough to provide the additional safety resources to meet the changed needs of the two industries, though the evidence does not support the notion that deregulation has compromised safety.

Beginning in 1975, administrative reforms of the Civil Aeronautics Board gave carriers greater freedom in discounting prices and serving new markets. The Airline Deregulation Act of 1978 removed restrictions on entry, pricing, and routes. Still unresolved in policy and practice, however, is the question of the appropriate role of government. In the interest of informing the public debate about deregulation, the Executive Committee of the Transportation Research Board convened a committee of 15 experts to review air passenger service and safety since deregulation. The findings of the committee and its recommendations are presented in this report.

Book excerpt: Since the enactment of the Airline Deregulation Act in 1978, questions that had been at the heart of the ongoing debate about the industry for eighty years gained a new intensity: Is there enough competition among airlines to ensure that passengers do not pay excessive fares? Can an unregulated airline industry be profitable? Is air travel safe? While economic regulation provided a certain stability for both passengers and the industry, deregulation changed everything. A new fare structure emerged; travelers faced a variety of fares and travel restrictions; and the offerings changed frequently. In the last fifteen years, the airline industry's earnings have fluctuated wildly. New carriers entered the industry, but several declared bankruptcy, and Eastern, Pan Am, and Midway were liquidated. As financial pressures mounted, fears have arisen that air safety is being compromised by carriers who cut costs by skimping on maintenance and hiring inexperienced pilots. Deregulation itself became an issue with many critics calling for a return to some form of regulation. In this book, Steven A. GAO noted that: (1) increased competition and especially the entry of new airlines has resulted in lower air fares than before deregulation at most airports; (2) fares have risen at some airports, many of which are dominated by one or two airlines; (3) most airports have more and better quality air service, in terms of number of departures and available seats, available now than they did before deregulation, although some airports serving small- and medium-sized communities have experienced decreases in service; and (4) air travel safety has improved since deregulation, and there were no statistically significant differences in air safety rates among airports serving small, medium, or large communities.
