Download or read book Defense Acquisitions written by William M. Solis and published by DIANE Publishing. This book was released on 2007-07 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) has continuing efforts to modernize its airlift and tanker fleets by investing billions of dollars to modify legacy airlift systems, such as the C-5 and C-130, and procure new aircraft, such as a tanker replacement. Acquisition has been on GAO's list as a high risk area since 1990. Past GAO reports, including two recently issued, raise concerns about the quality of analyses underpinning the programmatic decision-making surrounding DOD's airlift requirements. GAO has reported that elements contributing to a sound business case for an acquisition are missing or incomplete as DOD and the services attempt to acquire new capabilities. Those elements include firm requirements, mature technologies, a knowledge-based acquisition strategy, a realistic cost estimate, and sufficient funding. Acquisition problems that include failure to limit cost growth, schedule delays, and quantity reductions persist, but fiscal realities will not allow budgets to accommodate these problems any longer. This testimony addresses (1) the analyses supporting the Department of Defense's (DOD) mobility capabilities and requirements and (2) actions that are needed to improve the outcomes of weapon system acquisitions.

Book Optimum Use of Air Tankers in Initial Attack

Download or read book Optimum Use of Air Tankers in Initial Attack written by Francis E. Greulich and published by . This book was released on 1982 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fire managers face two interrelated problems in deciding the most efficient use of air tankers: where best to base them, and how best to reallocate them each day in anticipation offireoccurrence. A computerized model based on a mixed integer linear program can help in assigning air tankers throughout the fire season. The model was tested using information from California Division (now Department) of Forestry District I, which in 1967 maintained a fleet of five aircraft and three air bases. The results confirmed the soundness of the model's mathematical structure and demonstrated that a computer program can be written to interpret the solution to this resource allocation problem.

Book Options for Organizing the Tanker Airlift Control Center Flight Dispatch Function

Download or read book Options for Organizing the Tanker Airlift Control Center Flight Dispatch Function written by Jeffrey A. Sheppard and published by . This book was released on 2000-06-01 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Tanker Airlift Control Center (TACC) is the central execution agency for determining and tasking all AMC operational mission requirements. Central to the TACC is the mission management function that organizes, plans, directs and controls AMC airlift and air refueling missions worldwide. As it moves into the future, TACC must adopt emerging capabilities in communication, navigation, and surveillance to allow it to continue to freely operate throughout the world air traffic system. To position itself for future operations, the TACC has implemented the Mobility 2000 initiative, a key element of which is the planned introduction of Integrated Flight Management, or IFM. Central to IFM will be the introduction of the flight dispatch function - a proactive, real time command and control system patterned after that used by commercial airlines. At this time, TACC leaders are unsure whether to organize the future flight dispatch operation based on geography, product line or aircraft type. This Graduate Research Project explores these organizational options, and specifically seeks to identify criteria that TACC can use in deciding on a final organizational structure. To assist in this process, it evaluates the organizational issues in the context of the Rational Decision Making Model as discussed by Griffin.

Download or read book Air Mobility written by Robert C. Owen and published by Potomac Books, Inc.. This book was released on 2013-08-31 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: Global air mobility is an American invention. During the twentieth century, other nations developed capabilities to transport supplies and personnel by air to support deployed military forces. But only the United States mustered the resources and will to create a global transport force and aerial refueling aircraft capable of moving air and ground combat forces of all types to anywhere in the world and supporting them in continuous combat operations. Whether contemplating a bomber campaign or halting another surprise attack, American war planners have depended on transport and tanker aircraft to launch, reinforce, and sustain operations. Air mobility has also changed the way the United States relates to the world. American leaders use air mobility to signal friends and enemies of their intent and ability to intervene, attack, or defend on short notice and powerfully. Stateside air wings and armored brigades on Sunday can be patrolling the air of any continent on Wednesday and taking up defensive positions on a friend's borders by Friday. This capability affects the diplomacy and the calculations of America and its friends and enemies alike. Moreover, such global mobility has made America the world's philanthropist. From their earliest days, American airlift forces have performed thousands of humanitarian missions, dropping hay to snow-bound cattle, taking stranded pilgrims to Mecca, and delivering food and medicine to tsunami stricken towns. Air Mobility examines how air power elevated the American military's penchant for speed and ability to maneuver to an art unequalled by any other nation. Is charitable giving more about satisfying the needs of the donor or those of the recipient? The answer, according to Friedman, is both, and Reinventing Philanthropy provides the essential tools for maximizing the impact of one's donations.

Book Air mobility the key to the United States national security strategy

Download or read book Air mobility the key to the United States national security strategy written by and published by DIANE Publishing. This book was released on 2000 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since airlift was first used as a tool of national security during the Berlin Airlift, it has grown to deliver passengers, cargo, and fuel to operations worldwide in support of national security. However, Air Mobility Command is the single organization that performs for air mobility for the United States. Cm%Currently, the Air Force has structured Air Mobility Command for war, yet this command performs operations during times when the US is at peace. Air Mobility Command performs missions to support US military operations in hostile environments as well as humanitarian operations in non-hostile environments. The number of operations requiring mobility air forces has been on the rise since the Cold War ended 10 years ago. These steady-state operations seem to over task mobility air forces. This study centers on the question: Can Air Mobility Command's force structure, organized for two major-theater wars, fulfill that requirement and perform the steady-state operations in today's strategic environment? This study finds that Air Mobility Command's force structure cannot meet its requirements for two major-theater wars and that the current force structure is inefficient in meeting the requirements for steady-state operations. First, this thesis presents a primer to acclimate the reader to the complex environment and multifaceted requirements of mobility air forces. Next, this thesis examines Air Mobility Command's current force structure as determined by Department of Defense requirements for war. Then this thesis also describes the various types of missions that Air Mobility Command performs on a steady-state basis and evaluates the importance of these operations in fulfilling US National Security Strategy. Finally, this thesis recommends action that the Air Force and the Department of Defense should investigate in order to improve their air mobility capabilities in.

Book Air Force KC 46A Aerial Refueling Tanker

Download or read book Air Force KC 46A Aerial Refueling Tanker written by Julia D. Gibson and published by Nova Science Publishers. This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 24 February 2011, the Department of Defense (DOD) announced the Boeing Company as the winner of a competition to build 179 new KC-46A aerial refuelling tankers for the Air Force, a contract valued at roughly $35 billion. Prior to the announcement, the program had been known as KC-X. This book examines the KC-46A acquisition program which is a subject of intense interest because of the dollar value of the contract, the number of jobs it would create, the importance of tanker aircraft to U.S. military operations, and because DOD's previous attempts to acquire a new tanker since 2001 had ultimately failed.
