Therefore, it is a leading factor determining the global scale of morbidity and mortality not only due to serious diseases of the cardiovascular and respiratory systems or neoplastic diseases, but also significantly affects the reduced quality of life, usually associated with disability caused by chronic disease.

Book excerpt: According to the Global Burden of Disease 2019 study, air pollution from fine particulate matter caused 6.4 million premature deaths and 93 billion days lived with illness in 2019. Over the past decade, the toll of ambient air pollution has continued to rise. Air pollution’s significant health, social, and economic effects compel the World Bank to support client countries in addressing air pollution as a core development challenge. This publication estimates that the global cost of health damages associated with exposure to air pollution is $8.1 trillion, equivalent to 6.1 percent of global GDP. People in low- and middle-income countries are most affected by mortality and morbidity from air pollution. The death rate associated with air pollution is significantly higher in low-and lower-middle income countries than in high-income countries. This publication further develops the evidence base for air-quality management through up-to-date estimates of air pollution’s global economic costs. The analyses presented here build on previous cost estimates by the Bank and its partners, as well as on more comprehensive air-quality data from monitoring stations in many cities across the world. By providing monetary estimates of air pollution’s health damages, this publication aims to support policy makers and decision-makers in client countries in prioritizing air pollution amid competing development challenges. Its findings build a robust economic case to invest scarce budgetary resources in the design and implementation of policies and interventions for improving air quality. Such investments will deliver benefits for societies at large, and particularly for vulnerable groups. This publication builds a strong case for scaling up investments for air pollution control in low-and middle-income countries.

The effects of pollution will therefore to some extent reflect genetic, environmental lifestyle and behavioral factors to develop these distance in a population together with the existing prevalence of diseases which may be polluted. Hence, living in polluted urban environments is associated with increased levels of biological markers of inflammation compared with residence in a clean air environment. The damage is caused by air pollution manifests itself through a variety of common and recognized health problems, such as upper complaints heart and lung disease. Because of this, we can use statistical methods as well as clinical studies to detect the signal of changes in health problems and increased health care demands in the population. However, doctors had proved air or water pollution can cause these both curdiovscular or respiratory disease indirectly. Curdiovscular disease includes formation of arterial plaques, coronary artery, heart attacks, irregular heart rhythm, loss of heart rate variability, high blood pressure, stroke etc. disease. Respiratory disease includes inflammation of nasal, throat and tracheal airways with acute, lower respiratory tract inflammation and infection causing bronchitis, reduction long growth and function in young people. So, it seems environmental pollution can influence quality of life to human as well as environmental pollution and illness and poor health problem has close relationship. On the other side, envionmental pollution can bring health risk, over it will influence social inequalities. Some researchers had found that the evidence has been compiled for six envionmental health challenges, such as air quality, housing and residential location, unintentional injuries in children, work related health risks, waste management and climate change. It seems human need to concern air and drinking water quality, waste management and climate change how to influence our environmental pollution challenge. Although, the evidence base on social inequalities and environmental risk is fragmented and data are often available for few countries only, it indicates that inequalities are a major challenge for environmental health policies. Irrespective of development status, environmental inequalities can be found in any country for which data are available. The valid for the exposure to environmental risk factor is also unequally distributed, and this unequal distribution is often related to social characteristics, such as income, social status, employment and education, even environment risk factor can influence human's quality of life. (i)How environmental risk factor can influence different groupsHowever, human need to concern how environmental risk factor can influence inequally health outcomes to different groups. Such as, the first group is social determinants affect the environmental conditions of an individual and may contribute to the fact that specific individuals or population groups more often experience loss adequate or potentially harmful environmental conditions.

It is hoped that the implementation of the Paris Climate Agreement will help minimize air pollution. Additionally the authors consider the various measures that different countries and groups of countries, like the European Union, have adopted to mitigate the problems arising from climate change and to safeguard the health of population. Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

The costs of pollution to society are many, but a full accounting is beyond the scope of this report. Instead, it will focus on what many studies have shown to be the largest and most damaging cost of pollution: premature mortality. The number of deaths each year attributable to air pollution makes a compelling case for reducing pollution. Valuing the costs of premature deaths associated with pollution helps to further highlight the severity of the problem. Governments face a wide array of competing development challenges, and monetizing the costs of pollution can help them decide how to allocate scarce resources to better the lives of their citizens. Monetary values can also help hem measure the benefits of policies to tackle pollution and, when compared with costs of implementation, to devise cost-effective air quality management plans. This study also presents the results of 2013 Global Burden of Disease Study (GBD 2013 Collaborators 2015). The GBD measures illnesses and premature deaths from a multitude of causes and risk factors around the world, including air pollution. It offers the most extensive estimates of exposure and trends in air pollution levels and their associated burden of disease. The GBD effort dates to the early 1990s when the World Bank commissioned the original GBD study for feature in its World Development Report 1993: Investing in Health. Since 2010, the Institute for Health Metrics and Evaluation (IHME) at the University of Washington, Seattle, has steered the GBD study, with the latest set of estimates for 2013.

These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.
