This book presents discussion of the health, legal, and public acceptance issues that are likely to be raised regarding implementation of improvements in the current electromagnetic screening technologies, implementation of screening systems that detect traces of explosive materials on passengers, and implementation of systems that generate images of passengers beneath their clothes for analysis by human screeners.

The Conference Report accompanying the Consolidated Appropriations Act, 2012, directed TSA to ensure the traveling public is aware of these processes and GAO to review TSA's policies and procedures for resolving passenger complaints. This report addresses the extent to which TSA has (1) policies and processes to guide the receipt of air passenger screening complaints and use of this information to monitor or enhance screening operations, (2) a consistent process for informing passengers about how to make complaints, and (3) complaint resolution processes that conform to independence standards. To address these objectives, GAO reviewed TSA documentation, analyzed complaint data from October 2009 through June 2012, and interviewed TSA officials from headquarters offices and six airports selected for type of security, among other things. The airport interviews are not generalizable but provide insights."

Book excerpt: As the fifth anniversary of "9/11" approaches, our government still has not figured out an efficient and effective system of airline passenger screening. Back during 1969-70, the Federal Aviation Administration''s anti-skyjacking task force developed a viable procedure to screen passengers using a "profile" as step one. This was followed by a "weapons" search with a magnetometer, and concluding with an extensive interview. Following a test at nine airports using one airline, the procedure''s final test was with all airlines at one airport - New Orleans. The conclusion was that the "profile" eliminated at least 98 percent of the flying public! Not only did the American Civil Liberties Union approve of the "profile" because it was not racial, but a New York Federal Court judge rule it did not violate the Fourth Amendment to the Constitution. So, why was this proven system abandoned in favor of searching every passenger? The answer is found in two words - bureaucracy and politics. The previous book on this subject, NINE/ELEVEN, detailed why ignoring this sequential procedure could be the primary factor why "9/11" was able to take place. From all available evidence, all 19 terrorists fit enough of that ignored profile to have been detained long enough to miss their flights. Even screening every passenger, most often humiliating many innocent air travelers, has accelerated - but without any proven results. In the prologue to this updated sequel to NINE/ELEVEN, I point out that the method our task force used more than three decades ago should be the one adapted to modern day terrorism. Book excerpt: Passenger screening at commercial airports in the United States has gone through significant changes since the events of September 11, 2001. In response to increased concern over terrorist attacks on aircrafts, the Transportation Security Administration (TSA) has deployed security systems of advanced imaging technology (AIT) to screen passengers at airports. To date (December 2014), TSA has deployed AITs in U.S. airports of two different technologies that use different types of radiation to detect threats: millimeter wave and X-ray backscatter AIT systems. X-ray backscatter AITs were deployed in U.S. airports in 2008 and subsequently removed from all airports by June 2013 due to privacy concerns. TSA is looking to deploy a second-generation X-ray backscatter AIT equipped with privacy software to eliminate production of an image of the person being screened in order to alleviate these concerns. This report reviews previous studies as well as current processes used by the Department of Homeland Security and equipment manufacturers to estimate radiation exposures resulting from backscatter X-ray advanced imaging technology system use in screening air travelers. Airport Passenger Screening Using Backscatter X-Ray Machines examines whether exposures comply with applicable health and safety standards for public and occupational exposures to ionizing radiation and whether system design, operating procedures, and maintenance procedures are appropriate to prevent over exposures of travelers and operators to ionizing radiation. This study aims to address concerns about exposure to radiation from X-ray backscatter AITs raised by Congress, individuals within the scientific community, and others.

In 2011, TSA began developing new security procedures intended to strengthen security and improve the passenger experience by shortening lines and wait times. These new procedures apply risk-based, intelligence-driven screening concepts and enhance the use of technology to determine passenger risk prior to travel. As part of its responsibilities for securing civil aviation, TSA ensures that all passengers and their accessible property are screened and prohibits individuals from carrying onto aircraft items that it determines to be a threat. TSA maintains a public list of such items, known as the Prohibited Items List (PIL), and updates it as necessary.
