Available in PDF, EPUB and Kindle. Book excerpt: GAO reviewed the Agency for International Development's (AID) potable water and sanitation activities in Ecuador, Indonesia, Malawi, Peru, and Tanzania. Between fiscal years 1978 and 1982, AID provided over $161 million in development assistance for water supply and sanitation improvements, mostly in rural areas. In each country, GAO specifically examined the extent to which: (1) assistance is reaching the intended users; (2) problems are being overcome; and (3) improvements in water quality and quantity are being measured. GAO found that low project priority in the host country, inadequate financial support, and cumbersome logistics contribute to slow progress. In Ecuador and Malawi, where there has been hosting country commitment and community participation, projects are being implemented nearly in accordance with plans. However, in Indonesia, Peru, and Tanzania, the development or improvement of basic water supply systems has been significantly delayed. GAO expressed concern that there was little information regarding improvements in water quality and quantity which have been made through U.S. assistance. GAO noted that studies by the World Bank concur with GAO observations.

Book U S International Water and Sanitation Assistance

Download or read book U S International Water and Sanitation Assistance written by Constance Alvarado and published by Nova Science Publishers. This book was released on 2016-04 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Water is a foundational element of development and by its nature, a basic and essential resource. A great challenge confronts certain regions, nations and individuals in the world in the form of having enough sustainable water. As discussed in this book, the US Agency for International Developments (USAID) strategy presents a guide to investments in water programming and sanitation efforts, informs country development strategies, guides decision making on budgeting and resource allocation, and highlights priority regions and areas for water programs. The book describes recent activities and funding, assesses USAID missions efforts to plan and implement activities, and assesses USAIDs monitoring of activities.

Book Water for Rural Communities

Download or read book Water for Rural Communities written by John Briscoe and published by . This book was released on 1988 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Efforts to improve the water supplies used by people in rural areas of developing countries have run into serious obstacles: not only are public funds not available to build facilities for all, but many newly constructed facilities have fallen into disrepair and disuse. Along with the numerous failures there are also successes in this sector. From these successes a new view has begun to emerge of what the guiding principles of rural water supply strategies should be. This book brings together and spells out the constituents of this emerging view. The central message is that it is the local people themselves, not those trying to help them, who have the most important role to play. The community itself must be the primary decisionmaker, the primary investor, the primary organizer, and the primary overseer. The authors examine the implications of this primary principle for the main policy issues - the level of service to be provided in different settings, the level and mechanisms for cost recovery, the roles for the private and public sectors, and the role of women. The potential advantages of proceeding from this outlook, instead of the older top-down approaches, are considerable. Improvement efforts are more likely to meet felt needs, new facilities are more likely to be kept in service, and more communities are more likely to get safe water sooner.

Download or read book Natural Resources and Environment written by U S Government Accountability Office (G and published by BiblioGov. This book was released on 2013-07 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: A review was conducted of water resources development activities and problems in developing countries, especially those problems associated with providing community water supplies. The United States has not developed water policies and strategies despite the fact that much of the billions of dollars in financial support for developing country water projects emanates either directly or indirectly from the United States. Numerous problems and constraints limit the progress that developing countries can make toward the United Nations' (UN) goal to provide clean water and adequate sanitation for all by the year 1990. These major constraints involve: funding; institutional and manpower needs; concentration of assistance in urban areas, even though the rural poor are in greatest need; and problems in maintaining facilities. Funding assistance needed will have to more than double and developing countries would have to double their own funding just to meet the minimum needed to attain the UN goal. Even if sufficient funds were provided, developing countries would not be able to use the funds efficiently and in time to meet the goal because of a lack of trained personnel. Most of the projects to date have been in urban areas. However, about 70 percent of the population in developing countries live in rural areas. Since developing countries decide themselves where the projects are to be located, the donors need to exert influence to ensure that the rural areas receive at least a portion of the assistance given. Further, information is not systematically generated to apprise host governments and aid donors of water supply maintenance problems and projects which need rehabilitation. Such information could be helpful in deciding how to make the best use of available funds for increased access to water supplies by the people of developing countries.

Book Innovations in WASH Impact Measures

Download or read book Innovations in WASH Impact Measures written by Evan Thomas and published by World Bank Publications. This book was released on 2018-02-02 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.
