William Cline asserts that developing countries have more at risk, such as their production capacity, than industrial countries as global warming worsens. Using general circulation models, Cline boldly examines 2071–99 to forecast the effects of global warming and its economic impact into the next decade. This detailed study outlines existing studies on climate change; Cline finds the Stern Report for the UK government's estimates most reliable; estimates projected changes in temperature, precipitation, and agricultural capacity; and concludes with policy recommendations. Cline finds that agricultural production in developing countries may fall an average of 16 percent, and if global warming progresses at its current rate, India's agricultural capacity could fall as much as 40 percent. Thus, policymakers should address this phenomenon now before the world's developing countries are adversely and irreversibly affected.

In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? However, advances in science may be insufficient to ensure that these possibilities for agricultural reform are realized in practice and in a sustainable way. This book shows how these can only be achieved through changes in legal norms and institutions at the global level. Interdisciplinary in character, the book draws from a range of issues involving agricultural innovation, international legal history and principles, treaty commitments, global institutions, and environmental challenges, such as climate change, to propose broad legal changes for transforming global agriculture. It first shows how modern extractive agriculture is unsustainable on economic, environmental, and social grounds. It then examines the potential for natural-systems agriculture (especially perennial-polyculture systems) for overcoming the deficiencies of modern extractive agriculture, especially to offset climate change. Finally it analyses closely the legal innovations that can be adopted at national and international levels to facilitate a transition from modern extractive agriculture to a system based more on ecological principles. In particular the author argues for the creation of a Global Convention on Agroecology.

In The Profit of the Earth, Fullilove unearths the history of American agricultural development and of seeds as tools and talismans put in its service. Organized into three thematic parts, The Profit of the Earth is a narrative history of the collection, circulation, and preservation of seeds. Fullilove begins with the political economy of agricultural improvement, recovering the efforts of the US Patent Office and the nascent US Department of Agriculture to import seeds and cuttings for free distribution to American farmers. She then turns to immigrant agricultural knowledge, exploring how public and private institutions attempting to boost midwestern wheat yields drew on the resources of willing and unwilling settlers. Last, she explores the impact of these cereal monocultures on biocultural diversity, chronicling a fin-de-siècle Ohio pharmacist’s attempt to source Purple Coneflower from the diminishing prairie. Through these captivating narratives of improvisation, appropriation, and loss, Fullilove explores contradictions between ideologies of property rights and common use that persist in national and international development—ultimately challenging readers to rethink fantasies of global agriculture’s past and future.
