Book excerpt: Cotton, crucial to the economy of the American South, has also played a vital role in the making of the Mexican north. The Lower Rio Bravo (Rio Grande) Valley irrigation zone on the border with Texas in northern Tamaulipas, Mexico, was the centerpiece of the Cardenas government's effort to make cotton the basis of the national economy. This irrigation district, built and settled by Mexican Americans repatriated from Texas, was a central feature of Mexico's effort to control and use the waters of the international river for irrigated agriculture. Drawing on previously unexplored archival sources, Casey Walsh discusses the relations among various groups comprising the "social field" of cotton production in the borderlands. By describing the complex relationships among these groups, Walsh contributes to a clearer understanding of capitalism and the state, of transnational economic forces, of agricultural and water issues in the U.S.-Mexican borderlands, and of the environmental impacts of economic development. Building the Borderlands crosses a number of disciplinary, thematic, and regional frontiers, integrating perspectives and literature from the United States and Mexico, from anthropology and history, and from political, economic, and cultural studies. Walsh's important transnational study will enjoy a wide audience among scholars of Latin American and Western U.S. history, the borderlands, and environmental and agricultural history, as well as anthropologists and others interested in the environment and water rights.

Case studies of commodity production and distribution, trans-border agricultural labor, and environmental change unite to reveal new perspectives on a historiography traditionally limited to a regional approach. Sterling Evans has curated nineteen essays to explore the contours of “big” agricultural history. Crops and commodities discussed include wheat, cattle, citrus, pecans, chiles, tomatoes, sugar beets, hops, henequen, and more. Toiling over such crops, of course, were the people of the North American West, and as such, the contributing authors investigate the role of agricultural labor, from braceros and Hutterites to women working in the sorghum fields and countless other groups in between. Book excerpt: Given the contentious debate on immigration, this study develops a dynamic model to analyse the effects of stricter border and domestic enforcement and streamlining the guest-worker programme on cross-border migration from Mexico, employment and production in US labour-intensive and Mexican agriculture and the US and Mexican wage rates. The model incorporates labour-leisure decisions of Mexican workers and labour market dynamics and linkages. The findings show stricter border and domestic controls exacerbate the labour-shortage problems and reduce the US agricultural production. Streamlining the guest-worker programme provides a steady supply of farm workers and has negligible impact on the US wage.

Book excerpt: Abstract: Switzerland's overarching agricultural policy objectives reflect societal concerns about various production aspects of agriculture, such as environmental sustainability and animal welfare, and the expectation that agriculture will provide public goods demanded by society. Among the various policy instruments used by Switzerland to achieve these objectives, border protection represents a significant component of support. This study assesses the relevance of border protection for agriculture in Switzerland. It finds that border protection is not relevant for achieving the overarching objectives of Swiss agricultural policy, with one exception. By stimulating domestic production, high levels of border protection ensure that Switzerland meets its target rate of gross food production. But border protection is unlikely to deliver the other outcomes and public goods desired by Swiss society. This is because support provided through border protection is not conditional on delivery of the outcomes and public goods demanded by Swiss society, and is untargeted towards the activities, inputs and regions most strongly related to those outcomes and public goods. Moreover, border protection imposes significant costs on the Swiss economy. The study concludes by proposing alternative policies in place of border protection
