Book excerpt: While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. Book excerpt: Why write a book on macroeconomic policies and their links to agriculture and food security in developing countries? The food price spikes of the years just prior to 2010 and the economic, political, and social dislocations they generated refocused the attention of policymakers and development practitioners on the agricultural sector and food security concerns. But even without those traumatic events, the importance of agriculture for developing countries—and for an adequate functioning of the world economy— cannot be denied. First, although declining over time, primary agriculture still represents important percentages of developing countries’ overall domestic production, exports, and employment. If agroindustrial, transportation, commercial, and other related activities are also counted, then the economic and social importance of agriculture-based sectors increases significantly. Furthermore, large numbers of the world’s poor still live in rural areas and work in agriculture. Through the links via production, trade, employment, and prices, agricultural production is also crucial for national food security. Second, it has been shown that agriculture in developing countries has important growth and employment multipliers for the rest of the economy, and agriculture seems to have larger positive effects in reducing poverty than growth in other sectors. Third, agriculture is not only important for individual developing countries, but it has global significance, considering the large presence of developing countries in world agricultural production and the increasing participation in international trade of those products (these three points will be covered in greater detail in Chapter 1).

Book excerpt: In this chapter we compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, we incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. We find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth. Investments in technological capital require long-term (20- to 40-year) investments, which are typically made by governments and aid agencies and are the only viable escape route from mass poverty.

Book excerpt: Often viewed as self-sufficient, Roman farmers actually depended on markets to supply them with a wide range of goods and services, from metal tools to medical expertise. However, the nature, extent, and implications of their market interactions remain unclear. This monograph uses literary and archaeological evidence to examine how farmers – from smallholders to the owners of large estates – bought and sold, lent and borrowed, and cooperated as well as competed in the Roman economy. A clearer picture of the relationship between farmers and markets allows us to gauge their collective impact on, and exposure to, macroeconomic phenomena such as monetization and changes in the level and nature of demand for goods and labor. After considering the demographic and environmental context of Italian agriculture, the author explores three interrelated questions: what goods and services did farmers purchase; how did farmers acquire the money with which to make those purchases; and what factors drove farmers’ economic decisions? This book provides a portrait of the economic world of the Roman farmer in late Republican and early Imperial Italy.

Book excerpt: To understand the impacts of support programs on global emissions, this paper considers the impacts of domestic subsidies, price distortions at the border, and investments in emission-reducing technologies on global greenhouse gas (GHG) emissions from agriculture. In a step towards a full evaluation of the impacts, it uses a counterfactual global model scenario showing how much emissions from agricultural production would change if agricultural support were abolished worldwide. The analysis indicates that, without subsidies paid directly to farmers, output of some emission-intensive activities and agricultural emissions would be smaller. Without agricultural trade protection, however, emissions would be higher. This is partly because protection reduces global demand more than it increases global agricultural supply, and partly because some countries that currently tax agriculture have high emission intensities. Policies that directly reduce emission intensities yield much larger reductions in emissions than those that reduce emission intensities by increasing overall productivity because overall productivity growth creates a rebound effect by reducing product prices and expanding output. A key challenge is designing policy reforms that effectively reduce emissions without jeopardizing other key goals such as improving nutrition and reducing poverty. While the scenario analysis in this paper does not propose any particular policy reform, it does provide an important building block towards a full understanding the impacts of repurposed agricultural support measures on mitigation of greenhouse gas emissions and adaptation to climate change. That full analysis is being undertaken in subsequent work, which will also take account of land-use change and alternative forms of agricultural policy support to align objectives of food security, farmers’ income security, production efficiency and resilience, and environmental protection.
