Do we know how to make this happen? Researchers and practitioners still debate how best to do so. The prevailing methodology, which claims causality from measures of statistical significance, is inductive and yields contradictory results. In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.

Book excerpt: At a time when food is becoming increasingly scarce in many parts of the world and food prices are skyrocketing, no industry is more important than agriculture. Humans have been farming for thousands of years, and yet agriculture has undergone more fundamental changes in the past 80 years than in the previous several centuries. In 1900, 30 million American farmers tilled the soil or tended livestock; today there are fewer than 4.5 million farmers who feed a population four times larger than it was at the beginning of the century. Fifty years ago, the planet could not have sustained a population of 6.5 billion; now, commercial and industrial agriculture ensure that millions will not die from starvation. Farmers are able to feed an exponentially growing planet because the greatest industrial revolution in history has occurred in agriculture since 1929, with U.S. farmers leading the way. Productivity on American farms has increased tenfold, even as most small farmers and tenants have been forced to find other work. Today, only 300,000 farms produce approximately ninety percent of the total output, and overproduction, largely subsidized by government programs and policies, has become the hallmark of modern agriculture. A Revolution Down on the Farm: The Transformation of American Agriculture since 1929 charts the profound changes in farming that have occurred during author Paul K. Conkin's lifetime. His personal experiences growing up on a small Tennessee farm complement compelling statistical data as he explores America's vast agricultural transformation and considers its social, political, and economic consequences. He examines the history of American agriculture, showing how New Deal innovations evolved into convoluted commodity programs following World War II. Book excerpt: Agricultural transformation, in broad terms, is the process during which the agricultural sector develops from a low-productivity, subsistence-oriented sector to a modern, commercially oriented one. It typically involves adopting advanced technologies and more sustainable and efficient production practices, and results in higher agricultural productivity per worker, agricultural diversification into high-value crops, and rising rural incomes. Importantly, agricultural transformation is also seen as a catalyst for broader economic development and a structural shift towards industrialization in developing economies. Given the central role of agricultural transformation in driving such change, as well as its contribution to development objectives such as poverty reduction, improvements in diet quality, and environmental sustainability, it is useful to measure and monitor progress on agricultural transformation. This is the purpose of the Agricultural Transformation Index (ATI), a newly developed composite index constructed from four indicators of progress on agricultural transformation: staple crop productivity, crop diversification, agricultural labor productivity, and food system expansion. Together, these indicators, which are calculated from publicly available, global datasets, can be used to examine progress over time on global, regional, and national scales. In addition to being transparent and easy to interpret, the index can be updated annually as new data is released. As demonstrated in this study, the ATI produces a plausible ranking of countries and is highly correlated with indicators of overall economic wellbeing such as GDP per capita or household-specific welfare measures such as poverty or the prevalence of undernourishment. The ATI is not only useful for identifying countries in need of support from international development partners or tracking their progress on agricultural transformation but can also highlight specific areas of agricultural transformation where technical or investment support might be directed by governments or their partners.

Living Under Contract, however, highlights the dynamic, changing character of sub-Saharan agrarian systems by focusing on contract farming. A relatively new and increasingly widespread way of organizing peasant agriculture, contract farming promotes production of a wide variety of crops--from flowers to cocoa, from fresh vegetables to rice--under contract to agribusinesses, exporters, and processers. The proliferation of African growers producing under contract is in fact part of broader changes in the global agro-food system. In this examination of agricultural restructuring and its effect upon various African societies, editors Peter Little and Michael Watts bring together anthropologists, economists, geographers, political scientists, and sociologists to explore the origins, forms, and consequences of contract production in several African countries, particularly Kenya, the Gambia, Zimbabwe, and the Ivory Coast. Documenting how contract production links farmers, agribusiness, and the state, the contributors examine problematic aspects of this method of agrarian reform. Book excerpt: Over the next ten years, the African rural space will be the theatre of profound changes as the activities envisaged for agricultural transformation are drastically scaled up. Increased food demand and changing consumption habits driven by demographic factors, such as population growth and urbanization, are already leading to a rapid increase of net food imports, opening a huge opportunity for the agribusiness sector of many African countries. Against this backdrop and in line with its mission to spur sustainable economic development and social progress, the African Development Bank (AfDB) in 2016 launched Feed Africa, a strategy that is intended to contribute substantially to the transformation of African agriculture by 2025, and to reverse Africa's dependence on imported foods. As part of this strategy, AfDB is promoting the concept of staple crops processing zones (SCPZs), which are agrobased spatial development initiatives, designed to concentrate agro-processing activities within areas of high agricultural potential to boost productivity and integrate the production, processing and marketing of selected commodities. As essential components, SCPZs include an agro-processing hub, a number of agricultural transformation centres (ATCs) and agricultural production areas. The ATCs are designed to link smallholder farmers to the agro-processing hub and are strategically located in high production areas, with the aim of serving as aggregation points to accumulate products from the community to supply the hub for further value addition, or to send them to centres of great demand for distribution and retail to consumers. This study has attempted to assess the feasibility and applicability of the ATC concept to selected regions in Zambia, Côte d'Ivoire and the United Republic of Tanzania. Findings from the field have demonstrated the potential of ATCs to address community needs and constraints for a range of selected value chains, and have helped to identify different ATC models that could work in each specific context.

The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia. A large number of studies have been conducted and some of them link specific public policies and interventions to successful agricultural transformation. However, there seems to be lack of focus on the policy, legislative and institutional environments that have enabled or impeded agricultural transformation in Asia. National policymakers are likely to benefit significantly from adequate and convincing information on successful and relevant experiences in successful transformation. Countries are interested in what their neighbours and peers have done, and why some have achieved impressive results. The main purpose of this study is to take stock of public sector experiences in facilitating and enabling agricultural transformation in selected countries in Asia. The study focuses on key public sector interventions, in particular policies, legislation and institutional innovations, because these areas have so far not been adequately researched.
